The classical definition of rhetoric is generally understood to be the art of persuasion. Originating in ancient Greece, rhetoric was one of the three original liberal arts. It focused on effective use of language, most often in the arena of politics and public discourse (Brummett, 35). By mastering persuasive language, politicians were able to shape and sway public opinion in their favor. Conversely, by understanding the mechanics of rhetoric, citizens were able to recognize and interpret speech that was purposefully constructed. This paper will look at empowerment in the Bhutanese refugee community from a number of angles. First of all, it will examine issues of representation. Refugees are often represented to media sources and agencies by Bhutanese political leaders who do not always represent the variety of needs and views present in the 100,000-person plus refugee community. Second, this paper will discuss camp management and the ways in which participation is encouraged and discouraged by agencies involved in providing for refugees. This study explores the implementation of MST’s pedagogy of conscientização (conscientization) within Acampamento (camp) Luiz Carlos in order to better understand the role that dialogue plays in raising the collective consciousness of peasants newly engaged in the occupation of the land. The approach I took to understanding this process was heavily influenced by Paulo Freire’s works on literacy and revolution, as well as James Scott’s theories of the quotidian resistance of peasants and other subordinate groups. I spent approximately one month researching the relation of Projecto Promotoras Legais Populares (PPLP) with its Subjects, Promotoras Legais Populares (PLP). The piquetero movement was born in the late nineties among many transformations in the Argentine economic system. It was a result of neoliberal policies which did not take into consideration the needs of the working class. The result was a society marked by poverty and lack of job opportunities. Groups of unemployed people opted to organize and made roadblocks to obtain social plans and other benefits from the government. Most of the people who compose these movements are women. This paper is an investigation of how one group of unemployed workers in Argentina, the MTD-La Matanza, responded to the economic and social deterioration wrought by the market liberalization of the Nineties. This investigation examines the emergence of the MTD-La Matanza as part of the larger political movement of “piqueteros” in the mid-Nineties, the division and neutralization of this movement by the Government’s “Planes Trabajar,” and the resulting transformation of the MTD-La Matanza to a self-managed cooperative. This is even more apparent in Nicaragua, where the 1979 triumph of the Sandinista revolution was sustained by the high levels of youth participation. In the following two and a half decades, youth have continued to play a defining role both following the example of and rejecting the proceeding models of participation. Evangelicals now comprise approximately 20-25% of the Nicaraguan population, but the Nicaraguan political system has remained dominated by the specter of the Roman Catholic Church. As a result, in the 1990s, some evangelical leaders, including ones who had previously been vocal opponents of political involvement, sought new outlets for political participation. I claim that the evangelical political movement has drawn on three justifications: a struggle against political marginalization, a crusade for “traditional moral values,” and a fight for economic betterment.

This paper is principally an analysis of the international observers’ experiences in Olga Isabel and the implications of their continual presence in the community. I begin by explaining my methodology in carrying out this project. I then give a brief history of the Zapatistas, followed by a summary of the present situation in Olga Isabel and its historical and political context. The body of the paper examines the experiences of international observers and the effects of their presence within communities. I conclude by placing my findings in the context of the larger Zapatista movement for indigenous rights and autonomy.

The United States held almost 500,000 enemy combatants within her borders during World War II. Out of those 500,000 men, 380,000 were from Nazi Germany. Nazi POWs were confined to camps built near small rural towns in almost every state. It was not something that was well known to the American public. Even less known was the American Military's effort, through reeducation, to introduce Hitler's soldiers to a new political ideology-democracy. Women make up a disproportionate share of the world’s poor, and Latin America is no exception to this trend. Nevertheless, very few studies of social policy in the region have investigated why the gendered character of welfare provision varies across countries. This article addresses that question through a comparative historical analysis of Chile and Uruguay and concludes that variation in the gendered nature of each state’s social policy regime resulted from a two-step process. In the first stage, female labor force participation, the mobilizing capacity of women, and policy legacies differentiated the two countries, placing Chile on a less equitable …
