Home Foreclosures And Neighborhood Crime Dynamics, Sonya Williams, George Galster, Nandita Verma
Urban Studies and Planning Faculty Research Publications
We advance scholarship related to home foreclosures and neighborhood crime by employing Granger causality tests and multilevel growth modeling with annual data from Chicago neighborhoods over the 1998-2009 period. We find that completed foreclosures temporally lead property crime and not vice versa. More completed foreclosures during a year both increase the level of property crime and slow its decline subsequently. This relationship is strongest in higher-income, predominantly renter-occupied neighborhoods, contrary to the conventional wisdom. We did not find unambiguous, uni-directional causation in the case of violent crime and when filed foreclosures were analyzed.

One of the largest problems that plague the juvenile justice system today is how to better handle juvenile crime without causing the juvenile to revert back to that behavior, but still helping them understand and acknowledge the crime they have committed. An agent-based simulation was created to examine key parameters in mass shootings. The goal of the simulation was to examine the potential effectiveness of Senator Dianne Feinstein's (D-Calif.) assault weapons and high-capacity magazines bill. Based on the analysis, the proposed law would have a negligible effect on the number of people shot during mass shootings. The assault weapons portion of the proposed bill will have no effect on the number of people killed or wounded in a mass shooting. The assault weapons ban does not seek to decrease the rate of fire of any firearm. Of the parameters tested a …

Anecdotal evidence supports the belief among indigent individuals who are assigned defense counsel that they would be better represented by privately retained counsel. This perspective jeopardizes attorney effectiveness by reducing communication and trust between the attorney and client. Research on the effectiveness of counsel is sparse. The purpose of this quantitative study was to bridge this gap in knowledge by comparing the effectiveness of privately retained and publicly appointed counsel between 2008 and 2013, both before and after the imposition of state-wide compensation limitations on publicly appointed defense counsel. The estimation of the “dark figure” for any crime (the number of actual instances of a specific crime committed minus the reported cases of that crime within a population) has primarily rested on the ability to conduct random sample crime surveys. Such surveys are based on the assumption that victims experience crimes that are discrete, time-bound, and of relatively short duration. The crime of enslavement, however, presents a special challenge to estimation because it is of indeterminate duration. This challenge is compounded by the fact that victims of slavery are also often isolated by the stigma linked to sexual assault, …

This project is a theory-driven secondary data analysis of state-level incarceration trends in the U.S. between 1980 and 2005. I replicate and advance Smith's (2004) study of the relationship between the socioeconomic, demographic, political, electoral, and criminal justice factors and incarceration rates at the state level. The purpose of this project is to determine the empirical validity of the major explanations of the incarceration trends in the U.S. I advance Smith's (2004) study using important novel elements. There has been a resurgence of political and media interest in maritime piracy, specifically in the Gulf of Aden off the coast of Somalia. This is credited to a rise in the number of piracy attacks that have been committed in Somalia's coastal waters. Because juveniles can now be registered as sex offenders, we conducted a pilot study to investigate awareness of these policies and sexual behavior histories in a convenience sample of 53 young adults (ages 18 to 23, 79% women). These preliminary data revealed that 42% percent of participants were unaware that youth under the age of 18 can be registered as sex offenders, and when informed that they can be, participants were unaware of the breadth of adolescent sexual behavior that warrants registration. Furthermore, those unaware of juvenile registration policies, compared to those who were aware, were marginally more likely to …

This article examines the effectiveness of using different kinds of written reminders to reduce misdemeanor defendants’ failure- to-appear (FTA) rates. A subset of defendants was surveyed after their scheduled court date to assess their perceptions of procedural justice and trust and confidence in the courts. Reminders reduced FTA overall, and more substantive reminders (e.g., with information on the negative consequences of FTA) were more effective than a simple reminder. FTA varied depending on several offense and offender characteristics, such as geographic location (urban vs. rural), type of offense, and number of offenses. The reminders were somewhat more effective for Whites …

The purpose of this study was to give a voice to Maine’s incarcerated women and potentially influence the ongoing policy revision process in Maine. The researcher conducted 3 focus groups with 18 residents of the Women’s Center- a gender-responsive facility that houses about 70 to 80 incarcerated women at the Maine Correctional Facility in Windham, ME. The perspectives of the participants varied, however, the findings of the study were largely in line with the literature guidelines for gender-responsive policies and practices.

This article proposes that educational and community based programs can help juveniles stay away from crime and prevent recidivism. A presentation of federal and state statistics, along with an analysis of the risk factors for delinquency, will be provided in order to illustrate the important areas that should be addressed in successful programs. Testimonies, including personal interviews with those who have experience working at the RI Training School, DCYF, Boys' Town, Child and Family Services will be shared as evidence of the research found. Finally, recommendations based on the findings will be proposed.

This study investigated the aviation screening process and sought to determine if the federalization of the screening process had any effect on the number of firearm confiscations at civilian aviation screening checkpoints. The hypothesis of the study was that airport screening firearms confiscations (per one million screenings) were lower before the U.S. government (TSA) took over screening in 2001-2002. This quantitative research required the performance of an interrupted time series analysis. Interrupted time series analysis evaluates the impact of one or more events on the values in the time series. An interrupted time series analysis attempts to determine whether an …

This dissertation examines the homeland security organizations of the 50 states, and describes what systems the states have created for homeland security policy and structure. The purpose of this dissertation is to determine how each state homeland security organization was developed, describe each organization, and ascertain if patterns of homeland security have emerged among the states. This descriptive study also uncovers philosophical differences in the states' interpretation of homeland security.

Intimate partner violence is a very serious issue in the United States. In spite of improvements, there is still much work to be done. Policies focusing on formal controls such as arrest, orders of protection, and prosecution have questionable potential. However, collective efficacy and the examination of community context have much to offer the field of intimate partner violence. Residence restrictions are one of the most recent, and most controversial, public policies seeking to protect community members from registered sex offenders (RSOs) reentering society following incarceration. Residence restriction policies prohibit RSOs from living within a given distance of certain places where children might gather (e.g., schools, daycares, parks, and playgrounds). In doing so, the expectation is that RSOs will have a harder time finding and approaching young children whom they can sexually assault, thus driving sexual recidivism rates down. This article delves into the interaction between federal and state laws prohibiting human trafficking. The article advocates for comprehensive human trafficking laws at the state level, including police training, victim aftercare, forfeiture, and prosecution as essential elements. It looks comprehensively at the existing state laws prohibiting human trafficking. Additionally it examines the five existing models for state law and suggests benefits and potential improvements for each model. The article concludes y advocating a holistic law prohibiting human trafficking in the Commonwealth of Virginia.

Every year each state comes out with a report on all the possible crimes that were committed and how many people were convicted for various crimes in a given state. The same goes for juveniles, as reported in the Juvenile Offenders and Victims 2006 National Report. I compiled data on the fifty states and their programs directed towards juveniles. I then compared the different crimes against the different programs to see if there was any significant difference in Crime rates between states having a specific juvenile justice program or not. The current study is an analysis of the problem of homelessness in American society today. It focuses on the demographic characteristics of the homeless in addition to some of the contributing factors that explain homelessness. Of particular concern is how the criminal justice system responds to homelessness, including the criminalization and stigmatization of homeless individuals and the implications of such a response. The purpose of this study is to provide an examination and analysis of the collaboration among sex offender professionals working with convicted sex offenders on supervision in the community. This study will examine collaboration as it is functions as the foundation of the containment model approach (English, Pullen & Jones, 1996) to supervising sex offenders in the community. The containment model guides the supervision of sex offenders in the community who are on probation with the Virginia Department of Corrections, Community Corrections. A concern over inequity and the existence of racial disparity of youth served by the juvenile justice system has long been a topic of considerable interest among scholars, policymakers, and court offi cials. Numerous empirical studies undertaken by academics and various public and private organizations have attempted to shed some light on this phenomenon. Research fi ndings on disproportionate minority contact have hardly been uniform, leaving much of this practice unexplained. Our theoretical approach compares the relative efficacy of multiple theories of law and social control. From a general social threat perspective, we find that variables reflecting the size of the unemployed youth population and general measures of income inequality have positive impacts on a nation's rates of incarceration. We also find partial support for one of Durkheim's laws of quantitative change and penal evolution, in that, all else equal, nations with a more authoritarian form of government utilize incarceration at a higher rate than their more democratic counterparts. Critical criminologists have often ignored the serious problem of traditional or common street crime. As a result, crime prevention policy has been forfeited to the political right or to those who advocate ineffective liberal reforms. This paper argues that critical criminology can make a contribution to the formulation of public policy concerning traditional crime. Recent theoretical developments within the criitical perspective on crime, as.well as a variety of supporting data, are reviewed and specific policy recommendations to reduce traditional crime are offered.
