Bail Reform, Large Language Model Risk And Reasoning, William Wyatt

This dissertation contains three studies. Each asks how rules or language change the choices people and machines make when outcomes are uncertain. The first study, written with Kiran John, evaluates California’s 2020 cashless bail reform. We use propensity score matching on arrestee records from the windows before and after implementation, and we test whether the shift away from cash bail produced any effect on subsequent offending. It did not. Matched comparisons yield small, statistically insignificant differences across every window we examined. That null result cuts against both sides of the public argument. The current study is a discourse analysis investigating anti-idyllic cinematic representations, specifically in the horror genre, of rural people, places, and cultures. Findings reveal that anti-idyllic images and discourses are prominent within recently released horror films, which rely heavily on framing rural people as the deviant “other.” Special attention is given to the cultural work of these stereotypical depictions and the associated social harms for rural communities. Specifically, we argue that (1) corporations, particularly film companies, contribute to social harm in rural areas by disseminating negative and anti-idyllic representations; (2) these portrayals have tangible and detrimental effects on both people …

Intimate partner violence (IPV) is a recurring social problem that has individual, interpersonal, community, and societal level consequences necessitating interdisciplinary knowledge and a holistic, systemic approach for prevention. Recent research on IPV indicates the need to identify the implications of the COVID-19 pandemic for IPV risk and subsequent consequences to inform mitigation solutions. Foster youth remain dramatically overrepresented in the juvenile justice system, accounting for up to almost a quarter of system-involved youth despite comprising less than 5% of the general population. Prior research on this subject indicates that foster youth tend to face disproportionately punitive responses, systemic challenges linked to trauma, placement, and instability, as well as limited access to diversion programs. This paper examines the programs and support systems available in Akron, Ohio, for mothers involved in the criminal legal system, including defendants, survivors, and other justice-involved individuals. Using qualitative interviews (n = 6) with professionals across courts, legal defense, community corrections, and advocacy organizations, this study examines how local institutions provide resources and support to mothers. Findings indicate that while programs aim to promote stability and rehabilitation, mothers face persistent barriers such as limited access to transportation, childcare, and communication, as well as heightened stigma tied to societal expectations of caregiving. Older adults face growing risks of cyber-enabled fraud, yet scalable, evidence-based prevention programs remain limited. Guided by Cyber-Routine Activities Theory (Cyber-RAT), this study evaluates the pilot implementation of the Seniors Harnessing Internet Education for Lasting Defense (SHIELD) Training-the-Trainer program, designed to prepare law enforcement officers and community leaders to deliver cybercrime prevention education to older adults. A key innovation of SHIELD is its integration of interactive game-based simulations, which allow participants to practice verification, refusal, and reporting behaviors in realistic cybercrime scenarios. This study investigates the personal accounts of both perpetrators and victims to better understand the techniques and strategies used in vishing and smishing schemes. It adopts a qualitative cross-sectional design across three Lagos slums (Ajegunle, Amukoko, and Ijora-Badia), using snowball sampling to recruit 20 victims and 10 perpetrators for in-depth interviews. Findings reveal that perpetrators impersonate trusted entities using low-tech tools (pre-registered SIMs, bulk SMS apps) to exploit trust. Selective morality emerges among offenders, with some repaying known victims due to guilt while exploiting strangers, alongside a mentorship culture where experienced scammers train newcomers. Cryptocurrency airdrop scams have emerged as a rapidly growing form of cyber-enabled financial crime, yet remain underexplored in empirical research. This study examines how transaction-level mechanisms and offender strategies influence variation in monetary loss in airdrop scam incidents. Grounded in Cyber-Routine Activities Theory (Cyber-RAT), the study conceptualizes financial harm as occurring within decentralized environments where users’ online behaviors, particularly transaction authorization, intersect with limited digital capable guardianship. Kelingking Beach in Nusa Penida, Bali, is a highly promoted tourist destination that has been repeatedly associated with serious injuries and fatalities. Despite well-known hazards, incidents continue to occur, raising concerns about public safety governance at natural tourism sites. This study adopts a qualitative case study approach using media reports, policy statements, scientific studies on coastal risk management, and official tourism safety communications. Data were analyzed thematically to identify patterns of risk recognition, safety intervention, and institutional response. Issues of police integrity are not only driven by individual misconduct but are also sustained by organizational norms that inhibit the reporting of wrongdoing, known as the Code of Silence (CoS). This article reports the results of a large-scale, scenario-based police integrity survey conducted among personnel of the Indonesian National Police (Polri). After excluding responses that did not meet the honesty criterion, analyses were conducted on 57,574 respondents. Respondents evaluated six misconduct scenarios and assessed perceived seriousness, perceived deterrence (likelihood of detection and sanction), knowledge of rules, and willingness to report. In this essay, I employ qualitative discourse analysis of eleven purposively selected literature to examine how “Nigerian scam” became an established yet detached signifier of advance-fee fraud in global discourse. I do not treat this association as a reflection of offender identity or national inclination. Instead, the analysis traces how attribution is produced through representational repetition, institu tional uptake, and the circulation of familiar narrative cues. Despite the decay in the acceptability of explicit racism brought about by the passage of the Civil Rights Act of 1964, implicit racism may continue to inform individual decision making even into the first quarter of the twenty-first century. Utilizing data from 25 years of the General Social Survey, this study examines how indicators of symbolic racism, a form of implicit racism, impact punitive policy preferences among the general United States population using separate logistic regression models isolating each indicator, plus a full model, for each outcome. As many jurisdictions across the United States seek to reduce their prison populations, a pressing question is whether the public will support the reforms necessary to do so. Public openness to reform likely varies across policy areas, with the path of least public resistance occurring where attitudes are the most malleable and loosely held. A major challenge, however, is that traditional methods for measuring public opinion are poorly suited to identifying which policy areas are characterized by such weakly held views.

This study examines the predictors of fear of crime (FOC) across three Canadian municipalities: Hamilton, Ontario; Brantford, Ontario; and North Battleford, Saskatchewan. Data from 1,956 survey responses were analyzed to understand how certain factors shape FOC across different municipal contexts in Canada. This study uses descriptive statistics, reliability analyses, correlation matrices, and Ordinary Least Squares regression models to examine whether FOC, and the predictors of FOC, operate consistently across municipalities. The findings indicate that the predictors of FOC are relatively reliable across municipal contexts. However, the influence of the predictors of FOC can vary across municipalities. This qualitative dissertation explores the long-term psychological, relational, and systemic impacts of paternal incarceration on adult children. Guided by Adverse Childhood Experiences (ACE) Theory, Attachment Theory, and Family Process Theory, this study examines two research questions:

(1) What types of childhood trauma are associated with paternal incarceration?

(2) How does the childhood trauma associated with paternal incarceration impact one in adulthood?

The study draws on three in-depth narrative interviews with adults who experienced paternal incarceration in childhood. These interviews, framed as dialogic and reflexive spaces, illuminate the deep and layered consequences of incarceration across the lifespan.

Research examining undergraduate student attitudes toward corrections suggests that criminal justice majors hold more punitive sentiments in comparison to their peers in other fields (Mackey & Courtright, 2000). While taking criminal justice courses can shift attitudes (Farnworth et al.,1998; Lane, 1997), how classes are taught can impact student sentiments. Experiential learning, for example, expands learning beyond the classroom (Stacer et al., 2017).
