Mass fear has been posited as the main emotional outcome of terror attacks. Indeed, the term “terrorism” itself emphasizes that such attacks are meant to stoke fear. Yet, a critical piece of the post-terror attack dynamic has been largely ignored: the public rage that comes in response to terror attacks. Witness the call for politicians to step down after the November 2008 attacks in Mumbai or the placard reading “Nuke ‘Em Till They Glow” at the 2001 World Series. The purpose of this study is to provide an examination and analysis of the collaboration among sex offender professionals working with convicted sex offenders on supervision in the community. This study will examine collaboration as it is functions as the foundation of the containment model approach (English, Pullen & Jones, 1996) to supervising sex offenders in the community. The containment model guides the supervision of sex offenders in the community who are on probation with the Virginia Department of Corrections, Community Corrections. A Test Of Direct And Partially Mediated Relationships Between Leader Member Exchange, Job Embeddedness, Turnover Intentions, And Job Search Behaviors In A Southern Police Department, Mark D. Bowman

Job embeddedness has been found to predict turnover intentions, job search behaviors and turnover, and job embeddedness researchers assert, but have not tested, that job embeddedness is a mediator of other organizationally significant factors relative to organizational outcomes. A relationship not previously explored is the role of a supervisor in job embeddedness, which was operationalized in this study as leader-member exchange. A single panel survey was conducted in a police department in the southern United States with 276 current members holding the rank of police officer. Poster presented to the Institute for Canadian Urban Research Studies in 2009. Examines land use and crime patterns in Coquitlam and Port Coquitlam. Data shows that commercial and civic, institutional, and recreational land uses display the highest rates of all crime types under investigation in both Coquitlam and Port Coquitlam.

Contractors compose part of the total force for U.S. warfare capability in Iraq.

Some augment U.S. warfare capability; others do not. Some of the contractors are controlled by the military; others are controlled by civilian (nonmilitary/political) government agencies. The problem: Who are the contractors and how has the nature of government oversight and control over contractors determined whether contractor contributions augment or diminish U.S. warfare capability in the Iraq War?

Argument: It is the degree of government control over contractors that determines whether the contractors' contributions have a positive or negative impact on warfare capability. Ultimately the findings support …

A concern over inequity and the existence of racial disparity of youth served by the juvenile justice system has long been a topic of considerable interest among scholars, policymakers, and court offi cials. Numerous empirical studies undertaken by academics and various public and private organizations have attempted to shed some light on this phenomenon. Research fi ndings on disproportionate minority contact have hardly been uniform, leaving much of this practice unexplained. This study uses data obtained at the detention decision point over a three-year period examining variance in juvenile case processing related to race. An Assessment Of Cross-National Variation In Rates Of Incarceration, Ryan E. Spohn, Travis Linnemann

Our theoretical approach compares the relative efficacy of multiple theories of law and social control. From a general social threat perspective, we find that variables reflecting the size of the unemployed youth population and general measures of income inequality have positive impacts on a nation's rates of incarceration. We also find partial support for one of Durkheim's laws of quantitative change and penal evolution, in that, all else equal, nations with a more authoritarian form of government utilize incarceration at a higher rate than their more democratic counterparts. The Perspective And Practice Of Leadership By Managers Within The Virginia Department Of Corrections: An Instrumental Case Study, Elizabeth M. Gagnon

This dissertation explores the extent to which the perspective and practice of leadership by managers in the Virginia Department of Corrections (DOC) reflect the Leadership Perspectives Model (LPM), and the extent to which their perspective varies by level of management. The LPM is a model of leadership that consolidates leadership study into five distinct leadership perspectives that managers use in their understanding and practice of leadership. This study builds upon research in which the a LPM was tested and validated within a sample managers from municipal government agencies (M. R. Fairholm, 2004a, 2004b).

Public housing is plagued by the well known “not-in-my-backyard” (NIMBY) phenomenon. People may support the existence of public housing, but oppose it in their neighborhood. This is particularly relevant to “scattered site” public housing – which has a much lower density than “traditional” public housing – because, by its very essence, scattered site public housing will be “in more backyards”. Public protests against such programs have made it clear that people don’t care about the positive effects for the public housing tenants nearly as much as they care about perceived negative effects on their neighborhood.

Violent campus crime, in particular rape and aggravated assault, has become more pronounced in the last several decades. The judicial and legislative branches have responded through court decisions and legal enactments that require most universities to collect and report campus crime data. Many concerns have arisen as to the effectiveness and implications associated with such mandates. Some believe current laws do little to improve campus safety. Some suggested solutions to address campus crime have involved safety initiatives/programs and potential staffing increases to their campus police force.

This article considers the historical and spatial context for the emergence of youth crime and disorder prevention initiatives in Ireland. These initiatives have to be understood in the context of their relationship to the broader ‘urban question’ and in particular the relationship of the peripheral housing estate to the rest of society and the economic sphere. Personality assessment of three al-Qaida leaders in the September 11, 2001 terrorist attack on the United States – Osama bin Laden, Ayman al-Zawahiri, and Mohamed Atta – provides evidence for a rudimentary model of the leadership roles required for a global-reach terrorist operation: (1) a narcissistic, charismatic leader devoid of core values beyond personal self-interest, adept at exploiting others in pursuit of his grandiose ambitions (e.g., bin Laden); (2) a strategic-thinking “true believer” without constraints of conscience regarding the level of violence he is willing to employ in his single-minded pursuit of mission (e.g., al-Zawahiri); and (3) unobtrusive, disciplined operatives …

Past research has relied on two theoretical models---importation and prisonization---to explain staff member's attitudes, behaviors, and social distance from offenders in the correctional work environment. Tests of these models have shown partial support for both models. However, missing in the literature has been a clear understanding and examination of how these attitudes and behaviors vary across custody levels within a given correctional facility. The state of Connecticut is currently dealing with a growing prison population. Ex-offenders face enormous obstacle trying to reconnect with society and get a job. They have no skills and lack a family support system.Their lack of preparation for successful reintegration into society places them at risk to become repeat offenders. Overcrowding in prisons produces individuals unable to cope or survive in free society.

In order to manage these challenges, police administrators need to possess certain leadership competencies. Research has repeatedly shown that males in the age range of 16 to 24 years account for a disproportionately large volume of crime (Sampson and Laub 1993 ). The armed forces are major employers of young males in this crime-prone age range and could thus play an important role in crime prevention. The military provides many varied opportunities including a highly structured and regimented institution in which rigid behavioral norms and close monitoring are imposed. Recurring incidents of school violence indicate the need for effective school crisis plans with unique strategies. Acts of international terrorism combined with highly sensationalized school shootings, although rare but significant, generate demands for additional measures of school safety. This study was designed to investigate the status of crisis preparedness in Indiana schools. The study attempted to determine the adequacy of school crisis plans based on state and federal recommendations for school safety. These are the relation between formal and informal helping and between care and control, or empowerment and coercion. In 1997, in the small rural community of San Benito in the Lower Rio Grande Valley, at the southern tip of Texas, graffiti vandalism was the target of a community-police partnership. Supported in part by the Community-Oriented Policing Services (COPS) Offices, U.S. Department of Justice, the San Benito Police Department took action against graffiti and in doing so elicited the community's participation.

This thesis provides a brief overview of American policing with emphasis on an innovative and strategic management concept known as community-oriented policing and on problem-solving approaches. These efforts were undertaken by individual officers and community organizers to address …

This report describes a local initiative, Policing Diversity in Lambeth (PDL), which was developed to address the challenges of policing a highly ethnically diverse population.

The report is timely. The report of the Macpherson Inquiry into the death of Stephen Lawrence has substantially redrawn the policy landscape in relation to policing and race issues. The Home Secretary’s priorities for policing in 2000-1 emphasise the need for improved community relations. The follow-up report by Her Majesty’s Inspectorate of Constabulary, ‘Winning the Race Revisited’, further stressed the need for urgent action. Parallel with these developments, the 1998 Crime and Disorder Act imposed …

This study identified defendant characteristics that are related to pretrial outcome (success or failure pending trial) in Virginia. The study also investigated the potential differences in predictors across community types (Large Urban, Small Urban, Mixed, and Rural). Identification of factors that are predictors of outcome, as well as any differences across community types, can assist judicial officers in making the bail decision. The bail decision, to release or incarcerate a defendant pending trial, is a monumental one. Judicial officers must attempt to fairly and equitably balance the rights and needs of the defendant with those of the public at large. …
