One of the ways in which CLAGS distinguishes itself from other academically based research centers is through our firm commitment to bridging the academic and activist spheres within the larger lesbian and gay social and political communities. This Spring, we sponsored a roundtable discussion addressing arts censorship that included twenty-five academics and activists concerned about the ways in which the decrease in public arts funding on national and local levels around the country is meant to further disenfranchise lesbians, gay men, and people of color (whether or not they're lesbian or gay).

Despite the overwhelming burden carried by blacks and Latinos in terms of AIDS, it has become evident that in keeping with the general and historical pattern of discrimination reflected in funding, allocation of resources, policies etc., communities of color have received insufficient support to effectively address the problem at hand. Further compounding this dilemma, communities of color have fought against each other to secure funding for particular community programs. While looking at our individual, immediate, and entirely valid needs, many of us have at times failed to see the impact of our individual actions and attitudes on a broader picture.

Lessons In The Common Good: Voluntarism On College Campuses, Jodi Raybuck

New England Journal of Public Policy

This article describes the current interest and activity in community service and the undergraduate educational experience. Many examples of campus-based voluntarism with a social reform twist set the stage for passage of the National and Community Trust Act of 1993. What is still necessary, however, is recognition by faculty, administrators, and agency officials that the community service experience must be structured properly, so that both service and learning take place. Drawing on the efforts at Babson College and direct involvement with the national scene, this analysis offers recommendations for implementing a program that helps to cultivate good citizenship and values.

The writing of Maine's transportation policy represents an innovative approach to broad based citizen participation in a policy arena (transportation) where public involvement has traditionally been limited. Through consensus building and shared stakeholder power, environmental concerns were integrated into transportation policy planning at the state level. The process offers a possible alternative to the gridlock and high expense associated with the use of litigation to resolve conflict.

Patronage is one of the basic concepts in the commons theory of voluntary action; it refers to the giving or donating of resources – money, objects for collection, or repertories of knowledge, skills or ‘know-how’. Patrons – those who give – are one of the three fundamental roles in philanthropods, along with intermediaries or agents, and beneficiaries. Patronage is also a heavily studied subject, extensively written about in the humanities as the items in this bibliography attest.

This paper includes a review of the evolution of social planning in the context of human services. It also includes an elaboration of nine approaches to social planning for aging services: community planning councils, the aging network, Title XX planning, state health planning, service reorganization initiatives, the national network of policy institutes, long-term care planning and housing planning. The paper concludes with a consideration of social planning technology, including needs assessment, resource analysis, comparison of alternatives, determination of priorities, implementation and evaluation. From the start of the Peel-harvey study in 1976, scientific research and extension have been closely linked. Trials, some involving major drainage works, have been set up on about 30 farms and several field days and seminars have been held.

The Peel-Harvey Study Group anticipates that farmer acceptance of the Department of agriculture's recommendations will reduce the phosphorus input to the estuary by 30 to 40 per cent over the next three to five years. At the same time farmers will benefit from modified cultural practices better suited to the sandy soils of the coastal plain.

This research study investigated social program development, social program coordination, and related training needs among Kittitas County social service agencies. A survey of 16 social service agency representatives demonstrated need for social program development and social program coordination training. A college-sponsored, community-based training program was recommended.

The purpose of this discussion is to demonstrate how the initiative power may be employed by citizens wishing to pass a law independent of the state legislature. Although the initiative power is granted in many state constitutions, in the past it has been used sparingly. However during these days of political activism the initiative power has been given new vitality. For example, in the area of environmental law it has been employed by citizens groups in such states as California, Illinois, and Wisconsin to reserve greater individual rights against environmental polluters.
