The Power Of The Urban Canvas: Paint, Politics, And Mural Art Policy, Maura E. Greaney

New England Journal of Public Policy

In cities across America, outdoor mural paintings have brought public art to the urban landscape. Paint and politics have been splashed upon city walls for decades, replacing bleak, often graffitied, exteriors with vibrant color. But this transformation runs deeper than the artistry of the murals; the real works of art are the changes these collaborative projects inspire within communities. Mural projects mobilize communities to articulate dreams, express frustrations, and most importantly, consider strategies for change. Thus, they are a worthy consideration for public policymakers. This case study traces the contemporary mural movement in three cities: Boston, Philadelphia, and Los Angeles. …

The current U.S. mediation system is founded on a paradigm of individual focus and Western values. This model may fail to represent the various cultural components disputants from more collective cultures may bring to the mediation process. In addition, the U.S. mediation system relies on the collaboration of two or more disputants to confront the issues between them. Again, this model presupposes that confrontation is an appropriate means of conflict resolution.

This article examines several developments in electronic technology which appear to hold great potential for advancing human well-being and community organization and have already manifested some important portion of that potential in recent years. They are, in order of presentation, electronic communication and networking, electronic advocacy, fund raising support, geographic information systems and data base management. We conclude this brief article with a brief discussion of information poverty and the growing disparity of information haves and have-nots.

Small groups have formed to resolve social issues since the beginning of time. It is the village concept where activists meet in the center of town to discuss a concern and together work toward a solution to a problem. This is represented in the town of Plato’s Republic and how they handled its dilemma with Socrates disrespect and disruptions to their way of ruling/ their culture. People met at a central location, discussed the issue, agreed on a solution and, together, enforced the resolution. Costing Child Protective Services Staff Turnover, Michelle Graef, Erick L. Hill

This article details the process used in one state to determine the financial costs to the child welfare agency accrued over the course of one year that were directly attributable to CPS staff turnover. The formulas and process for calculating specific cost elements due to separation, replacement and training are provided. The practical considerations inherent in this type of analysis are highlighted, as well as the use of this type of data to inform agency human resource strategies.

This study examines the influence which pressure groups, unelected, unrepresentative groups, exert on the legislative process. This thesis studies the issue in relation to the Western Australian School Education Bill 1999, and the action of four pressure groups- the Aboriginal legal Service of Western Australia, the Disability Services Commission, the Home Based Learning Network and the Western Australian Council of State Schools Organisations. The re-writing of the School Education Bill1999 presented an opportunity to study pressure group activity against the background of two unusual circumstances: the first being that the updating of the seventy year old Act was the occasion …

This report describes a local initiative, Policing Diversity in Lambeth (PDL), which was developed to address the challenges of policing a highly ethnically diverse population.

The report is timely. The report of the Macpherson Inquiry into the death of Stephen Lawrence has substantially redrawn the policy landscape in relation to policing and race issues. The Home Secretary’s priorities for policing in 2000-1 emphasise the need for improved community relations. The follow-up report by Her Majesty’s Inspectorate of Constabulary, ‘Winning the Race Revisited’, further stressed the need for urgent action. Parallel with these developments, the 1998 Crime and Disorder Act imposed …

Chapter One outlines the existing conditions for public participation and introduces a set of questions to be explored. Chapter Two defines the scope and methodology employed in the research. This thesis deals primarily with residential use of water in the Las Vegas Valley, an arid climate located in the Mojave Desert, and whether the education of people living here has any bearing on whether or not they conserve water. Many of the residents of the Las Vegas Valley have moved from other areas of the country, and perhaps are not aware of the fact that there is a limited supply of water available to the Valley.
