According to Paul Schultz, president of the National Indian Lutheran Board (NILB), 1983 was a year of continuing leadership and growing partnership.
In his report to the almost forty participants at the recent annual meeting in Tempe, AZ, Schultz noted that "It is exciting to participate in the process that is setting a vision for continuing Indian Ministry, and then translating that vision into action. "

Irreparable damage was inflicted on the U.S. Commission on Civil Rights during a bitter and protracted debate spanning much of 1983. The past year has seen the loss of an independent civil rights 'watchdog' that has served the nation welt for over 25 years. It was a one-of-a-kind agency that will be difficult, if not impossible, to replace.
The U.S. Commission on Civil Rights was created by President Eisenhower in 1957 for the express purpose of investigating and monitoring in an objective manner the civil rights policies of the federal government. Under this responsibility it monitors the performance of federal …

Nowhere in the crisis of American agriculture are the problems more imposing than in the decline of Black farm ownership and operation.
The decline of Black farming in the U.S. is illustrated by date from the U.S. Department of Agriculture. These data indicate that in every decade from 1959 to 1978, the number of Black-operated farms has been cut in half.

No longer wishing to be marginalized by the national Lutheran churches, and deeply concerned about the ongoing formation of a new Lutheran church, 35 persons gathered in Chicago, May 10-12, and formed a coalition of "edge-of-the-church" ministries. Called the Working Group On Justice Agendas and the New Lutheran church, it represents the broadest based coalition of such Lutheran ministries that has ever been formed.
The Rev. Dr. Albert "Pete" Pero proclaimed the event to be '' A union which will make the new church take justice seriously.'' Pero, a member of the Transcultural Task Force, Association of Black Lutherans (LCA) …

Under the theme of "A Church for Our Children," more than 200 persons participated in the 31st Annual Human Relations Institute at Carroll College, sponsored by Lutheran Human Relations Association of America.
The theme was derived from a document prepared by the Tri-Lutheran Trans-Cultural Task Force and was the focus of worship, reflection sessions and speakers for the weekend conference July 27-29.
Keynote speaker Wi Jo Kang, a professor of World Religions and Mission at Wartburg Theological Seminary, Dubuque, IA, highlighted the theme with an analogy to the church as experienced at the . first Pentecost.

In the early 1980's the U.S. Immigration and Naturalization Service began a policy of incarcerating Haitians at Miami's Krome Detention Center. A visit to the facility in those days revealed the inhumane treatment being afforded to people who in desperation had fled the tyrannical regime of President-for-Life Jean-Claude Duvalier in creaky, overloaded boats.
At Krome they sat-month after month-segregated from family and friends in a strange new land; prisoners penned in by barbed-wire fences. Krome was aptly characterized as an ugly scar on the face of American democracy.

Recent changes in federal and state welfare policies have had negative consequences for public welfare recipients. This paper summarizes a study which focused on the impact of these policy changes on the AFDC population in the most populous region of Oregon. Of particular importance are the changes in income levels, employment, and social service utilization of recipients. Personal reactions of recipients are also reviewed, as are expectations for the future. The differential economic impact of the policy changes on various categories of recipients is stressed.

This work attempts to estimate and evaluate income distribution in the urban areas of Egypt. It traces the development of the urban economy and the change of its structure over time. Moreover, it attempts to examine the factors responsible for making that structure different from the rest of the economy. The investigation goes on to look in detail at the factors which influence the pattern of income distribution in urban areas. It is particularly concentrated on the provision of basic needs, especially basic services, i.e. education, health, water, electricity, etc. An attempt has been made to evaluate nearly all previous …

In an interview published in The Atlantic, budget director David Stockman contrasted the powerful forces possessing "weak claims " to federal funds with the ' 'weak clients" having powerful claims to public support. The current state of the economy has intensified the competition between these two groups. Those who lack the power to press their strong claims for just treatment - the elderly poor, the handicapped, the disabled , children and their low income mothers - are being asked again this year to bear more than their share in the drive to cut back federal spending.
