This policy analysis advocates for a hybrid universal coverage model combining sliding-scale subsidies (California Senate Bill 78) with full-scope Medi-Cal expansion for all income-eligible residents regardless of legal status (California Assembly Bill 133). The framework relies on existing funding mechanisms, including the Managed Care Organization tax and the Health Care Affordability Reserve Fund. This quality improvement project focuses on optimizing the intake process for the Removal Defense Program at a nonprofit immigration legal office serving asylum-seeking clients. The existing intake relied on unstructured, phone-call-based intake interviews that gathered incomplete information, leading to inconsistent documentation, reduced efficiency, and significant client processing delays. A structured, multilingual, and multiplatform new-client admission protocol coupled with the implementation of a client-facing resource guide for waitlist clients were co-developed and implemented using the Lippitt Change Theory framework. I examined the opportunities to enhance equity in energy performance, climate resilience, and environmental adaptation through climate-resilient envelope retrofitting and spatially guided implementation strategies (via mappings of the Urban Heat Island -UHI- and socio-economic vulnerability indicators). Passive envelope retrofits of attic insulation; high-performance windows; cool roofs; and green roofs / walls, are examined across multiple climate zones of California' aged single-family housing stock, focusing on the Disadvantaged Communities (DACs). Internal Revenue Service code automatically confers 501(c)3 nonprofit charity status on religious nonprofits which appear to be “A church, convention of churches, or association of churches described in section 170(b)(1)(A)(i),” as labeled in the IRS Form 990. Additionally, religious charities functioning as a part of a church have no requirement to report any financial information or policies to the IRS or anyone else. This acquiescence to secrecy keeps most of the data on these nonprofit organizations unavailable for research or to inform legislative action or agency policies. This project examines California’s journey to pass this Universal School Meals Program (USMP) and explores how such a program can provide equity for students.
