The protection of civilians against all types of explosive weapons is at the core of the GICHD mandate. I am pleased to see that the United Nations Secretary-General, in his latest report on the protection of civilians in armed conflict of 22 May 2012, has urged relevant actors to undertake and support further collection and analysis of data related to the humanitarian impact caused by explosive weapons. In this vein, the GICHD has started to work on a classification scheme for explosive weapons.

In 2012, APOPO’s Mine Action Mozambique program delivered beyond set requirements and exceeded the expectations of the country’s national demining authority. APOPO fi nished its work in the Gaza province and declared it free of known minefi elds a year ahead of the initial schedule of 2013. This excellent achievement was realized due to the successful expansion of the program’s capacity. During the handover ceremony, HRH Princess Astrid of Belgium commended the work in Gaza as “a shining example of how national priorities can be achieved with the right partnerships, sustained effort and, most importantly, sheer human intent”.

In 2011, in Afghanistan, where we have the largest UNMAS programme, over 880,000 explosive items were destroyed, thus facilitating security and development initiatives. In the Democratic Republic of the Congo, more than 6,000 kilometres of roads were verified safe, contributing to freedom of movement and development. In Western Sahara, 6.8 square kilometres of land were released, marking a 242 per cent increase from 2010. In Sudan, the mine action programme was transitioned to national ownership. The adventure of the Swiss Foundation on Mine Action (FSD) started 16 years ago with demining activities and the destruction of antipersonnel mines. It is only natural that the FSD very quickly broadened the range of its activities to encompass all types of mines and unexploded ordnances of war.

Thanks to the know-how it acquired and to its experience in project management, FSD was able to successfully embark on new projects dealing with all types of explosives, be it in or on the ground like cluster munitions, battlefield clearance, ammunitions stockpile management and destruction of stocks.

The evaluation of the Support to Tajikistan Mine Action Programme (STMAP) was commissioned by UNDP to:

  • Develop a roadmap for the future of TMAC
  • Review the progress of STMAP against the goals of CPAP, UNDAF 2010-2015 and the national mine action strategy 2010-2015


The evaluation was conducted over a month and involved document review and a two week field visit to Tajikistan to interview TMAC staff and partners, and observe mine action activities.

2010 was an important year for everyone striving for a world free of landmines, cluster munitions and other explosive remnants of war. It was particularly important for the Antipersonnel Mine Ban Convention (APMBC) and for its implementation. A landmine survivor recently said of APOPO’s work in Mozambique: “There is happiness our land has been returned to us, freedom of grazing for livestock, no restrictions on where we walk. Our Mine Detection Dog Partnership Program (MDDPP) put 22 lifesaving dogs into service in Afghanistan, Angola, and Sri Lanka. On 1 May 2006 Irish Aid started funding Mines Advisory Group (MAG) to implement the project ‘Integrated Humanitarian Mine Action Programme, Iraq' in Erbil, Dahuk and Mosul. The Geneva International Centre for Humanitarian Demining (GICHD) is generally perceived to be relevant and effective within the mine action sector, although there are some vocal, and potentially significant groups that take a more negative view.

In interviews with attendees at the 13th International Meeting of National Mine Action Programme Directors and UN Advisors, 65% of respondents were positive about the Centre's relevance and 63% about its effectiveness.

Elements of both projects can be seen as very successful. Overall, the UNMAS project was more successful, whereas UNDP's ANBP was seen as increasingly under-performing, and became less relevant, during this funding period. However, the work of ANBP's Implementing Partners (IPs), and in particular the HALO Trust's village level Weapons & Ammunition Disposal (WAD) programme, initially funded by ANBP, is seen as highly successful.
