Since the anti-personnel mine-ban treaty was adopted in September 1997, mine action has helped an ever-increasing number of civilians reclaim their lives and restore their livelihoods. The treaty has helped mobilize the international community’s response to landmines and their impact on people. It is a testament to what can be achieved when we collectively take on a grave humanitarian and development challenge.
The United Nations pledges to assist mine-affected countries in meeting their obligations under the anti-personnel mine-ban treaty and other international norms related to mine action. The United Nations continues to clear areas known or believed to be contaminated …

In the international area, we help displaced people with identification papers and papers documenting their right of ownership, etc. In this way, DRC advocates the cause of displaced people applying a rights-based approach.
Advocacy can be complicated and may affect our programme activities. We live in a globalised world, and therefore, what we say in Denmark will be heard far and wide. A couple of years ago, DRC was critical of the forced return of Tamil asylum seekers at a time when the war was at its highest, which was why we were concerned about the fate of the Tamil …

The team found that mid to long term planning was insufficient to meet the changing context of the country. There team felt that there was a clear lack of congruence between mine action strategies and the countrywide priorities and strategic direction. The team believes that there is currently too much emphasis placed on creating a functional national mine action structure to the detriment to mid to long term planning for actual clearance activities in the country. The team also found that limited consideration has been placed on ensuring a long term solution to dealing with any residual mine and UXO …

Welcome to the 8th edition of To Walk The Earth In Safety. Although we have seen real progress in combating the threat of mines and explosive remnants of war (ERW), conflicts persist, and the destabilizing effects of other weapons threaten peace and stability around the world.
The United States works with other nations to clean up the debris of war, combat trafficking in small arms and light weapons, and improve the security and management of munitions stockpiles. Catastrophic explosions at munitions storage facilities in populated areas have become a growing problem and have the potential to create more casualties than …

Mine action programmes often are not linked early and strongly enough with key development actors. Despite the availability of extensive research documenting the need for greater coordination between mine action and development organisations, concrete guidance for practitioners and policy-makers on how to link mine action with development has been lacking. In response, the Geneva International Centre for Humanitarian Development has published guidelines on how to ensure mine action promotes development in mine-affected countries. More specifically, the guidelines seek to:
- Increase awareness that landmines and other remnants of conflict block development in many affected countries
- Strengthen coordination between mine action and …

In May 2007, after training Landmine Impact Assessment Teams (LIATs) for the job, Mine Action Center Afghanistan (MACA) started to conduct PDIA. LIATs perform their duties conscientiously and are generally more comfortable with the figures and calculations involved in economic analysis related to demining rather than the slightly more nebulous aspects related to the ‘people'‐end of activities and social impact assessment. Foremost among the latter would be the relatively unexplored aspects of how mines affect the intimate relations between people and the landscape in predominantly rural or agrarian communities. According to the LIATs basic comparison between forms exploring the pre‐ …

As we prosecute the current campaigns in Iraq, Afghanistan, the Horn of Africa, and the Philippines, the military must also prepare for an uncertain security situation beyond the present theaters of conflict. It is a future that will be heavily influenced by global competition for declining natural resources, rapidly rising populations in underprivileged and underdeveloped areas, unstable economic markets, and the continuing resurgence of violent religious and secular ideologies challenging democracy as a credible political theory. Additionally, U.S. Force must account for the impact of rapid information transfer, porous national borders, globalization, increased indigent migrating populations with elevated expectations, and …

In 2008, mine action operations supported by UNMAS enabled hundreds of thousands of people and local communities to resume normal lives and reclaim their livelihoods by regaining access to previously contaminated lands. The clearance of thousands of kilometres of mined roads and essential infrastructure has contributed to the protection and empowerment of men, women, girls and boys in the nine countries or territories where UNMAS operates and in other countries and territories supported by UNMAS. One of the more remarkable achievements of the year was the clearance of 84,000 anti-personnel mines in Afghanistan, which is more than double the average …

In 2009, APOPO has made tremendous progress in reaching its mission to become the Centre of Excellence in detection rats technology and achieving social impact for underprivileged communities and people in Africa.
Implementation of the strategic plan and transformation process, which was started in 2008, has improved both APOPO’s internal structure and operational outputs. These changes have strengthened the management team and fostered the formation of strategic partnerships that will provide the basis to further enhance the impact of APOPO’s life-saving technology and facilitate the sustainable growth of the organization.
However, the most tangible results of this year can be …

The main purposes of this report are to (i) advise CIDA/ATF on what it should expect from the UN Mine Action Service (UNMAS) in terms of reporting on development results, and (ii) assess feasible timelines and approaches for the transfer of UN responsibilities for mine action in Afghanistan to national organs, capable of addressing the country's future problems stemming from explosives contamination. The specific objectives of the assessment relate to: 1. Donor coordination, particularly as this relates to the UNMAS/MACA exit strategy and the emergence of national ownership; 2. Nationalisation, particularly with respect to the transition to full national ownership; …

Mine Action With A Human Face: A Human Security Doctrine For Mine Action, Matthew Bolton
Global CWD Repository
Mine action needs to rediscover its ‘human face',1 to remember, as UNMAS has said, that “It is not so much about mines as it is about people….”2 Empirical research in Afghanistan, Bosnia and Sudan show that mine action is in danger of becoming distracted by commercial and strategic priorities. This is especially true since the advent of the ‘War on Terror' and the continuing trend of consolidating the commercial mine action sector into the private security sector. Ten years ago a group of NGOs critical of the donor and commercial interests tried to develop a framework to guide mine action. …

The operations managed by the United Nations Mine Action Service—or UNMAS—in 2007 allowed tens of thousands of people in hundreds of communities to resume their normal lives, reclaim their livelihoods and put formerly dangerous land to safe and productive use. In addition, thousands of kilometres of mined roads were cleared, enabling men, women, girls and boys to once again travel safely to markets, health centers and schools. Fewer civilians are living in fear in the nine countries or territories where UNMAS works. UNMAS continued to pursue the goals set forth in the United Nations Inter-Agency Mine Action Strategy for 2006 …

Since 1998, ITF has grown into an internationally recognized organization, supported by donations from extensive number of governments, public and private organizations, companies and individuals that has already surpassed the figure of 330 million USD. ITF contribution to the global fight against landmines and especially to the one in South East Europe (SEE) can not and must not be measured solely by numbers and statistical data. The contribution must be viewed in terms of its input to the restoration of conditions for cultural, social and economic lives of individuals and communities living in or emerging from war-torn society. Stable conditions …

2008 was a year of transformation and consolidation for APOPO.
Besides the technical achievements in the training and research programmes, APOPO went through a phase of restructuring and strategic revision of future plans. I firmly believe that this collective effort will result in a more sustainable social enterprise with a higher social impact in the future.
I am also proud to say that the long anticipated output of the Mine Detection Rats finally materialized in Mozambique, and we are confident this will trigger more operational deployment of the Mine Detection Rats in the region soon.

APOPO’s 10th year anniversary was marked with some major achievements and prospects.
In Mozambique, the APOPO Mine Action Program is now a full contributor to the National Demining Programme.
In Tanzania, the Tuberculosis detection rats are performing very well. They are finding, on a weekly basis, patients not detected with conventional methods, enabling follow-up for early treatment.
The breeding and training programmes were improved leading to higher efficiencies.
APOPO was given international recognition and exposure: its founder, Bart Weetjens, was awarded by Ashoka and Schwab Foundation.
APOPO was also endorsed by 11 Heads of States in the International Conference of …

The greatest challenge faced by the mine action community in 2006 was the aftermath of the armed conflict in southern Lebanon that left as many as 1 million unexploded cluster munitions across the south. This was the first time since the Iraq war of 2003 that the UN system had to deploy assets under the Framework for Mine Action Planning and Rapid Response. Due to the dedication of UNMAS international and local civilian staff who remained in the south throughout the conflict preparing for the postconflict period and excellent inter-agency and partner coordination at Headquarters, personnel and clearance assets were …

This sixth edition of To Walk the Earth in Safety summarizes the accomplishments of the inter-agency U.S. Humanitarian Mine Action Program for fiscal years 2004 and 2005. In a strict sense, it is a combined annual report for two years on what was then and still is the world’s largest such program. But it is also a chapter in a real-life story that has a beginning, middle, and, we now know because of more than fifteen years of practical experience, an end.
Public safety and regional stability can be endangered by illegally traffi cked small arms and light weapons, abandoned …
