Community Members' Perspectives On The Thurgood Marshall Academic High School Riot: A Case Study Of The Effects Of Embedded Law Enforcement In High School, Kim-Shree Maufas

Doctoral Dissertations

Despite studies by legal and social-justice organizations pointing to connections between school-based police referrals and arrests that lead youth (particularly of color) into the juvenile-justice courts and criminal courts and are funneling students of color into the school-to-prison pipeline, schools increasing use school resource officers (SROs) in programs on K-12 campuses. Much of the academic literature about SROs in schools highlight the rationale for placing programs in urban schools from the perspectives of policymakers, legislators, members of the juvenile- and criminal-justice systems, and school district officials. Limited scholarly work documents the voices of impacted members of school communities (educators, students, …

Luck, Justice And Systemic Financial Risk, John Linarelli Jan 2017

Luck, Justice And Systemic Financial Risk, John Linarelli

Scholarly Works

Systemic financial risk is one of the most significant collective action problems facing societies. The Great Recession brought attention to a tragedy of the commons in capital markets, in which market participants, from first-time homebuyers to Wall Street financiers, acted in ways beneficial to themselves individually, but which together caused substantial collective harm. Two kinds of risk are at play in complex chains of transactions in financial markets: ordinary market risk and systemic risk. Two moral questions are relevant in such cases. First, from the standpoint of interactional morality, does a person have a moral duty to avoid risk of …

Collaborative Governance And Anticorruption In Postwar Monrovia, Tewroh-Wehtoe Sungbeh

Walden Dissertations and Doctoral Studies

Public sector corruption is a major problem in Monrovia. Successive national

governments have instituted anticorruption measures in the 1970s and 2000s, and anticorruption agencies were established to eradicate corruption. However, there appears to be a significant lack of resources and political willpower to prosecute corrupt government officials. A failure to curb political corruption indicates that current policies are not working. Government works when there is a perception that it delivers results and that the needs and safety of the citizenry are protected. The purpose of this qualitative phenomenology study was to gain a deeper understanding of public sector corruption at …

Walden Dissertations and Doctoral Studies

In early 2014, 3 West African states of Guinea, Liberia, and Sierra Leone made news headlines when Ebola virus disease (EVD) ravaged the sub-region. The Liberian government was ill-equipped to efficiently contain EVD outbreak due to inadequate training for hospitals and healthcare workers. The government's mandatory cremation policies and the banning of public gatherings significantly contributed to the spread of EVD. Using Bandura's Social Cognitive Theory (SCT) as the theoretical framework, the purpose of this case study research was to examine the social, …

Evaluation Of The Brazilian Agrarian Reform Objective: Agricultural Production Yield Change, Tiffany Kwader Harbour

Walden Dissertations and Doctoral Studies

Brazil has an active agrarian reform policy program, publicly organized by the federal government and publicly administered at the state level by the National Institute for Colonization and Agrarian Reform. The objective of the agrarian reform policy program is to retitle unproductive and underproductive rural lands to increase agricultural production and land use. Previous agrarian reform researchers have examined quantities of land redistributed, rural technology developments, and the impact of social movements on land redistribution, but a knowledge gap remains regarding the correlation of agricultural production yields in rural municipalities before and after policy program participation. The State of Ceará …

Subsistence Farmers' Perceptions Of Pluralistic Agriculture Extension In Northern Ghana, Amos Kwame Egyir Baah

Walden Dissertations and Doctoral Studies

In 2013, the Ministry of Food and Agriculture of the Republic of Ghana implemented a reformed food and agriculture sector development policy (FASDEP II) to reduce poverty among the poorest subsistence farmers in the nation. These extension efforts have been unsuccessful. The theoretical framework of collaborative advantage was used to analyze farmers' opinions of how the decentralized, pluralistic extension policy did or …

Achieving Sustainability In Hazard-Prone Territories: A Case Study, Denise J. Roberts

Walden Dissertations and Doctoral Studies

Achieving sustained economic growth and development has been an area of concern for policy-makers in the Anglophone Caribbean since the transition from colonial rule to self-governance. This qualitative multiple case study of Barbados and Grenada was conceptualized from the perspective of critical theory from the World Commission on Environment and Development to explore and understand why sustainability has not been sufficiently realized and how sustainable development may be pursued in territories that …

The Effects Of Policy Gaps On Governance In Ghana, Jojo Benin Jan 2017

The Effects Of Policy Gaps On Governance In Ghana, Jojo Benin

Walden Dissertations and Doctoral Studies

The need for governance institutions in Ghana to focus on policy results that impact directly on citizen's wellbeing rather than results that are achieved immediately after implementing program of activities has become more relevant than ever before due to widening policy gaps (the difference between policy intention and policy outcome) in Ghana. Defective policy implementation by the Ghanaian Civil Service is widening policy gaps in Ghana. With the aid of the institutional analysis and development framework, this quantitative study examined the relationship between policy gaps and governance in Ghana. Empirical data were collected from 539 Civil Servants in Ghana using …

Impact Of Financial Reporting Frameworks On The Quality Of Not-For-Profit Financial Reports, Jobra Mulumba Kisaku

Walden Dissertations and Doctoral Studies

Even when clean audit reports are issued for not-for-profit organizations (NFPOs), misuse of donor resources may continue for years without detection by financial statement users. Previous research has established creative accounting, haphazard reporting, and fraud among NFPOs. As a result, aid has been reduced and some projects have been suspended. With Uganda as the study area, the key research question was the following: What is the impact of financial reporting frameworks on the quality of financial reports in Uganda, controlling for class of external auditors? The purpose of this quantitative, causal-comparative study was to establish whether reporting frameworks used by …

Perceptions Of Homeless Shelter Staff Workers On Chronic Homeless Individuals, Jimmy L. Griffith

Walden Dissertations and Doctoral Studies

From 2004 to 2015, the health sector in Nigeria was substantially underfunded despite the existence of a federal health policy committing 15% of the national budget to health care financing. The purpose of this narrative and phenomenological study was to explore the nature and significance of economic claims made in this policy. The central research question examined the extent to which these economic claims were perceived to be realistic, attainable, and successful in meeting their intended policy objectives and impact. The study's conceptual framework combined Kingdon's ambiguity and multiple streams theory, Roe's narrative policy analysis, and Skocpol's policy feedback theory. …

Using Carlson's conceptualization of resiliency theory, the purpose of this phenomenological study was to assess the impact of housing foreclosure and the experience of recovery from foreclosure on Black and Hispanic people in Lee County, Florida. Data were collected through in-depth interviews with 15 people in Lee County …

Spiritual Well-Being, Intelligence, And Job Satisfaction Among U.S. Federal Employees, Jesse Earl Moore

Walden Dissertations and Doctoral Studies

Until a slight 1% increase in FY2015, job satisfaction within the United States federal government had decreased between 2010 and 2014. However, even with the slight increase, the job satisfaction level was low which presents a cause for concern for federal government agencies. A growing body of research has indicated that employees are looking for ways to express their spiritual essence in the workplace. Research in this area has suggested that when organizations allow their employees to exercise their spiritual essence in the workplace it not only increases job satisfaction for the employee but also increases job performance. This study …
