Major legislative actions during the early part of the 115th Congress have undermined the central argument for regulatory reform measures such as the REINS Act, a bill that would require congressional approval of all new major regulations. Proponents of the REINS Act argue that it would make the federal regulatory system more democratic by shifting responsibility for regulatory decisions away from unelected bureaucrats and toward the people’s representatives in Congress. But separate legislative actions in the opening of the 115th Congress only call this argument into question. The goal of this study was to capture information about the amount of money Maine’s older adults have lost to financial exploitation, along with information about those exploited, the perpetrators of financial exploitation, the type of loss, and amount of money lost. This report summarizes key findings emerging from this analysis. In particular, we found that, when compared to Maine’s general population of adults age 60 and older, the victims of financial exploitation served by Maine's Adult Protective Services (APS) and Legal Services for the Elderly (LSE) are more likely to be age 80 and older, female; and widowed, single, …

• Active transactions of multifamily rental properties have been disproportionately NOAH. There have been over two thousand transactions of NOAH buildings in the Portland metro area from 2006 to 2017 — over 68,000 units of housing. These sales are accelerating, with over 20 percent occurring in just the last 18 months.
• Sales prices for multifamily rental properties have increased substantially, making preservation of affordable rents more challenging. Regionally, the average sale price increased by 78 percent between 2010 and 2017; during this period there was a 43 percent …

Rare earth elements (REE) contain unique chemical and physical properties such as lanthanum, are found in small concentrations, need extensive precise processes to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as IPhones, satellites, and military weapons systems as varied as Virginia-class fast attack submarines, DDG- 51 Aegis destroyers, the F-35 Joint Strike Fighter, and precision guided munitions. The U.S. has some rare earth resources, but is heavily dependent on access to them from countries as varied as Afghanistan, Bolivia, and China. Anticipating the new administration’s efforts that may undermine food justice enables advocates, researchers, and policy makers to choose priorities and forge strategic partnerships.

Women are the targets of street harassment perpetrated by men every day, particularly in communal spaces such as streets and public transportation. In Tunis, young women must alter their dress and behavior in order to comfortably and navigate public spaces; however, despite these measures, their access to space is still far more limited than men’s access to public space. I interviewed four women in their 20s from the greater Tunis area on their experiences of public street harassment. Penetration, fortunately, did not provoke any detonation, but resulted in rupturing the plastic mine casing and spraying of the liquid explosive charge contents into the eyes, mouth and facial area of the deminer operating the demining tool.

The Seventh Meeting of States Parties (7MSP) to the Convention on Cluster Munitions (CCM) took place from 4 to 6 September 2017 at the Palais des Nations in Geneva.

The 7MSP, presided by Germany, was the second formal meeting of the Convention after the adoption of the Dubrovnik Action Plan, a five-year action (2015-2020) plan that provides a roadmap for States Parties to implement and universalize the Convention. 393 participants from States, international and non-governmental organizations took part in the three-day Meeting to take stock of the implementation of the CCM’s steering action plan.

Charter schools have been a part of the educational landscape in New York City since the first New York charter school opened in Harlem in 1999. We define a charter school as any school that (1) operates based on a formal charter in place of direct school district management and (2) reports its finances independently from the school district. We define all other public schools as district schools. According to the New York State Department of Education (NYSDoE), New York City was home to 1,575 district and 183 charter schools in Fiscal Year 2014 (FY2014). Seven percent of all public …

The historic and primarily Latino 2006 immigrant rights protest wave occurred in response to proposed federal anti-immigrant legislation (H.R. 4437). Research on the unprecedented series of demonstrations suggests that the draconian and racialized nature of the bill helps explain why it incited large-scale collective action. Utilizing a new survey with a considerable oversample of Latino respondents, the 2016 Collaborative Multiracial Post-Election Survey (CMPS), this paper investigates contemporary Latino support for immigrant rights activism. After the Three- Day Learning Institute, classroom teachers were assigned a mentor who provided monthly supports to the classroom teachers in the adoption English language learners and cultural competency strategies with the goal of creating culturally and linguistic responsive classrooms. This typically involves supporting the requested adjustment with financial and operational data. The cost-intensive nature of this process limits its frequency. Many jurisdictions conduct a formal review every five years, with interim rates set using a proxy for marginal cost changes, typically an index such as the Consumer Price Index (CPI)1. When filing a civil case in a federal district court, attorneys must identify one, and only one, of ninety issue area nature of suit (NOS) codes that best describes their case. While this may seem like a trivial moment in litigation, the selection of this single descriptor has significant implications for court statistics, empirical research findings, and the allocation of resources to federal courts, including judgeships. Public pension plans in the United States have $3.8 trillion of invested assets, more than two- thirds of which are in equities and similar assets. Unlike private pension funds, public pension funds have increased their equity allocations dramatically over the last two decades, making their investment returns and unexpected investment gains and losses far more volatile than before. This means that plan funded status and contributions requested of governments also are more volatile than before, increasing the risks to taxpayers, stakeholders in government services and investments, and workers and retirees.

Health insurance literacy is central to identifying eligibility for coverage and subsidies, choosing a plan, and using optimal healthcare services under the Affordable Care Act (ACA) or other insurance reform initiatives. To fully benefit from policy efforts to improve health insurance access, rural residents must have the ability to select the plan that best meets their healthcare needs. The housing foreclosure crisis of 2007-2010 in the United States disproportionately affected persons of color. Some states, such as Florida, were heavily impacted by property value losses yet little is known about the experience of losing a home and recovering from that loss from the perspective of the homeowner. Using Carlson’s conceptualization of resiliency theory, the purpose of this phenomenological study was to assess the impact of housing foreclosure and the experience of recovery from foreclosure on Black and Hispanic people in Lee County, Florida. School choice reforms comprise a broad category of policies aimed at improving public education through the introduction of market forces that expand customer choice and competition between schools. Here we summarize our research to date on the effects of a large statewide school voucher initiative, the Louisiana Scholarship Program (LSP), and draw the following conclusions: • Overall, participating in the LSP had no statistically significant impact on student English Language Arts (ELA) or math scores after using an LSP scholarship for three years. • The subgroup of students who were lower achieving before applying to the program did show significant …
