Major legislative actions during the early part of the 115th Congress have undermined the central argument for regulatory reform measures such as the REINS Act, a bill that would require congressional approval of all new major regulations. Proponents of the REINS Act argue that it would make the federal regulatory system more democratic by shifting responsibility for regulatory decisions away from unelected bureaucrats and toward the people’s representatives in Congress. But separate legislative actions in the opening of the 115th Congress only call this argument into question. Since 1995, sage-grouse (Centrocercus spp.) conservation planning in the western United States has largely been based upon local working groups comprised of federal, state and local governments, environmental groups, landowners, interested citizens. In this article, we review the history and process of these local working groups in western Colorado. These groups are generally convened by one or more government agencies, operate on the general principle of consensus, and have little or no administrative or financial support. The greater sage-grouse (Centrocercus urophasianus) has been the subject of multiple status reviews under the Endangered Species Act (ESA). Wyoming accounts for approximately 38% of the range-wide population. Since 2000, 2 statewide and 8 local citizen working groups have been established in Wyoming to developed conservation plans and advise state policy. The first statewide plan for the conservation of sage-grouse was formally adopted in 2003. The statewide plan established local sage-grouse working groups charged with developing and facilitating implementation of local conservation plans. Those 8 plans were completed in 2007 and 2008, and updated in 2014. From 2005-2017, …

There are many non-profit organizations which provide immigration and other legal services to immigrants in Santa Clara County. However, the capacity of legal services providers and their partners still face daunting challenges when trying to meet an overwhelming need that contrasts with limited resources (McAllister, 2015). Under these circumstances, the quality and effectiveness of immigration legal service providers in delivering their services is a subject of concern for immigrant groups. Community-based organizations are best suited to help immigrants with the legalization process (Cordero-Guzman, 2005) and their integration into the economic, political, and social mainstream in the long run.

Santa Clara County conducts a Senior Nutrition Program (SNP) in conjunction with the City of San Jose, the Outreach Paratransit Program and local community-based organizations (CBOs) like Sourcewise (Lam, 2015). These programs combined represent a significant investment of public funds, with more than 45% of the SNP program’s funding coming from the county General Fund (Lam, 2015). Such a large financial commitment needs to demonstrate some benefit to the participants, and some positive outcomes from the current program design. Using Actor-Network Theory (ANT) as a way to do Critical Policy Analysis (CPA), this instrumental case study explores the relationships between citizenship and immigration (CI) policies and the internationalization of Canadian higher education. By utilizing a critical-sociomaterial approach, the research exposes actors and actor-networks that are otherwise overlooked in these policy areas. Moreover, this lens underscores the impacts and consequences of policy and how the enrollment and/or exclusion of actors in actor-networks enables certain actors to exert control, power, and primacy over others.

When filing a civil case in a federal district court, attorneys must identify one, and only one, of ninety issue area nature of suit (NOS) codes that best describes their case. While this may seem like a trivial moment in litigation, the selection of this single descriptor has significant implications for court statistics, empirical research findings, and the allocation of resources to federal courts, including judgeships. Health insurance literacy is central to identifying eligibility for coverage and subsidies, choosing a plan, and using optimal healthcare services under the Affordable Care Act (ACA) or other insurance reform initiatives. The housing foreclosure crisis of 2007-2010 in the United States disproportionately affected persons of color. Some states, such as Florida, were heavily impacted by property value losses yet little is known about the experience of losing a home and recovering from that loss from the perspective of the homeowner. Using Carlson’s conceptualization of resiliency theory, the purpose of this phenomenological study was to assess the impact of housing foreclosure and the experience of recovery from foreclosure on Black and Hispanic people in Lee County, Florida. This research examines the process when adult sexual assault survivors in San Francisco decide to pursue legal justice and how survivors experience the local criminal justice system. My analysis exposes the mistreatment of survivors who participate with local law enforcement and recommends survivor-centered policies that could support the wellbeing of survivors pressing charges. The purpose of this research is to encourage law enforcement practices that prioritize survivors’ self-determination and welfare.

This paper looks at how the state of California maintains an aging water system – the California State Water Project (SWP) – that will threaten California’s water supply if further maintained, and concludes that the system faces three major problems that are of concern in 2017 – aging pipes, health hazards, and environmental threats. Fin-fish aquaculture presents a problem for planners and policy-makers. While there are negative environmental impacts and questions regarding aquaculture's sustainability, there are also benefits such as increased local food production. Solutions balancing these detriments and benefits are often obscured by ingrained perceptions of aquaculture leading to exclusionary or suppressive outcomes and a lack of exploration into aquaculture's value within various contexts. To examine these perceptions, I developed a multi-scalar series of studies at the national, regional, and individual levels.
