This briefing paper provides a short background to the 2012 elections in Timor-Leste, and explores the UNPOL mandate to support and build the capacity of the Polícia Nacional de Timor-Leste (PNTL – the Timor-Leste National Police), so that Timor-Leste will be able to manage security for its citizens without international assistance. Based on fieldwork conducted during June 2012, including interviews with human rights-focused NGOs, and with international police implementing bilateral and multilateral capacity building, we argue that the 3,200-3,400 strong PNTL is theoretically ready to go it alone when the UN Integrated Mission in Timor-Leste departs, and explore questions as …

Designed to provide security and equity to defined benefit (DB) pension plans, the Employee Retirement Income Security Act (ERISA) became law in 1974. Since that time, the economy has shifted to a more globalized, non-unionized, service-based environment, where defined contribution (DC) plans replaced DB plans as the dominant type of private pension plan. Today workers and retirees bear the burden of managing their pension plans and the associated risks. To protect Americans against the financial risks they face in retirement and ensure greater economic security in old age, targeted financial education, research, and fundamental pension policy reform are required.

The Town of Cohasset is considering the construction of a new Senior Center that will provide the opportunity for expanded programming within a dedicated building. In support of planning efforts by the Town of Cohasset, a study was conducted by the Gerontology Institute of the McCormack Graduate School at UMass Boston. The study addresses the need for, and probable utilization of, a new Senior Center, and includes consideration of the recreational, educational and health-related programs that are likely to be offered through the new Center. Since the early 1990s, Georgia has been a leading participant in public-private partnerships, as exemplified by its many community improvement districts (CIDs). The goals and uses of CIDs vary, but commonly include fundraising, maintaining aesthetically pleasing business environments, controlling traffic flow, and infrastructural improvements. A survey research method was used to examine the effectiveness, performance, and accountability of CIDs in Georgia as perceived by their leaders. Lack of citizen participation was found to be a major problem of CID governance; this has serious public policy implications that can only be remedied by demands for inclusion by residents.

With sequestration looming—generating significant cuts to defense spending—the United States may find itself increasingly relying on nuclear and cyber deterrence as an affordable way to guarantee national sovereignty and prevent major conflict. While earlier defense planning and acquisitions were based on economic conditions that no longer exist, Congress’ options to balance the budget by cutting defense spending are politically palatable because far fewer American are “defense voters” than “social welfare voters,” according to a number of recent public opinion surveys.

In this article three important policy questions are suggested in light of signs of recent growth of nonprofit news and the possibility of a great deal more similar growth in the future: 1) Does nonprofit news production pose a plausible solution to the economic troubles of the U.S. news industry? 2) Would industrial subsidies of nonprofits, like those for “welfare state” health and human services co-production offer a potential solution to the economic problems of the U.S. news industry? 3) Can the currently evolving internet-based system of news production by volunteer citizens be sustainable in the long run?

This paper examines policy outputs associated with the 2004 Bhutan antitobacco law, including 2009 amendments, to determine if the law is congruent with punctuated equilibrium or social policy realism theories of policy change. There was no direct and sudden tobacco policy output change in Bhutan due to a shock to the policy system contrary to what punctuated equilibrium theory would predict. Rather, policy change was sweeping but nonpunctuated. This paper reconfirms prior findings of social policy realism theory that various and complex policy output patterns occur due to a mixture of contingent and complex factors. The purpose of this dissertation is to examine the experiences of St. Bernard Parish, La., residents as they coped with the impact of the catastrophe of Hurricane Katrina on August 29, 2005. An estimated 50,000 St. Bernard Parish residents relocated to a new home one year after Katina in 2006, and many of those residents moved again. This study examines the effects of the decisions of St. Bernard residents to relocate or to return on their social connections. The issued certifications are mutually recognized between the signatories of the Common Criteria Recognition Arrangement. The key element in any form of mutual relationships is trust. Nigeria has a federal system of government where political power is shared between the national and state governments. Nigeria returned to this system of governance on May 29, 1999 after sixteen years of military rule. In terms of religion, the country is uniquely split between Christians and Muslims.
