This briefing paper provides a short background to the 2012 elections in Timor-Leste, and explores the UNPOL mandate to support and build the capacity of the Polícia Nacional de Timor-Leste (PNTL – the Timor-Leste National Police), so that Timor-Leste will be able to manage security for its citizens without international assistance. Based on fieldwork conducted during June 2012, including interviews with human rights-focused NGOs, and with international police implementing bilateral and multilateral capacity building, we argue that the 3,200-3,400 strong PNTL is theoretically ready to go it alone when the UN Integrated Mission in Timor-Leste departs, and explore questions as …

The role of a mayor is integral within local governance. Their leadership and influence directly effectuates outcomes for the cities over which they preside. For big city mayors, their impact extends beyond local government and into the national policy arena. The way an individual demonstrates the role of mayor can be influenced by his/her perception of their own identity. However, within the realm of academic research dedicated to mayoral leadership and African Americans in politics, Black female mayors have largely been ignored. Will Women Gain Seats?: The 2012 Election And The Representation Of Women In The Massachusetts Legislature, Paige Ransford, Meryl Thomson

The Center for Women in Politics and Public Policy at the University of Massachusetts Boston released this fact sheet just prior to the November 2012 general election. Currently, just less than one quarter (24.5%) of Massachusetts legislators are female, putting Massachusetts behind all other New England states when it comes to the election of women to state legislative office. Vermont has the highest percentage (38.9%) of women in its legislature in the New England region.

The Center for Women in Politics and Public Policy (CWPPP) at UMass Boston’s McCormack Graduate School of Policy Studies has been tracking the election of women at the municipal level in Massachusetts since 1996. In 2003, the Project expanded to include all New England states. CWPPP remains the only research center in the United States that regularly tracks women’s political representation at the local level.

The Closure Of New Orleans' Charity Hospital After Hurricane Katrina: A Case Of Disaster Capitalism, Kenneth Brad Ott

Abstract
Amidst the worst disaster to impact a major U.S. city in one hundred years, New Orleans’ main trauma and safety net medical center, the Reverend Avery C. Alexander Charity Hospital, was permanently closed. Charity’s administrative operator, Louisiana State University (LSU), ordered an end to its attempted reopening by its workers and U.S. military personnel in the weeks following the August 29, 2005 storm. Drawing upon rigorous review of literature and an exhaustive analysis of primary and secondary data, this case study found that Charity Hospital was closed as a result of disaster capitalism. This study posits to investigate the relationship between fiscal deficits, economic growth and money supply in Nigeria. In Nigeria, huge fiscal deficits had been recorded over some years. What has been the nature of the relationship between fiscal deficits, economic growth and money supply in Nigeria? To answer this question, Granger causality test was conducted to see whether fiscal deficits granger cause economic growth and money supply or economic growth and money supply granger cause fiscal deficits. Low-Income Women Speak Out About Housing, Joan Rollins, Renee Saris, Ingrid Johnston-Robledo

This review of the social science literature examines correlates of homelessness. The review is supplemented by the voices of 12 low-income women who are temporarily housed or living in public housing. Homelessness for women is associated with teen pregnancy and parenting, domestic violence, working at minimum-wage jobs, and waiting lists of several years for subsidized housing. We conclude with a summary of women_s experiences accessing government housing programs. Public policy recommendations regarding housing programs are made. Government housing programs are briefly described in an Appendix to the article.
