A Canary In The Payout-Rate Coal Mine, John C. Alexander Jr. Jun 2020

A Canary In The Payout-Rate Coal Mine, John C. Alexander Jr.

The Foundation Review

In this article, we create a capital markets-based indicator to trigger when a discussion about changing portfolio payout rates may be appropriate. Although the payout rate is often a calendar agenda item for foundations and endowments, volatility in capital markets may cause a deluge of ad hoc payout discussions that may decrease the effectiveness of investment committees.

Recent market performance provides a poor foundation for decisions related to a sustainable payout. The most sustainable portion of the investment return is the portfolio yield. We construct a metric using equity and bond market yields as a quantitative leading indicator of when …

Early Voting Versus Election Day Voting: Identifying Individual Indicators Of Election Stage Participation In Louisiana Elections, 2015-2016, Anthony Licciardi Jr. May 2020

Early Voting Versus Election Day Voting: Identifying Individual Indicators Of Election Stage Participation In Louisiana Elections, 2015-2016, Anthony Licciardi Jr.

LSU New Orleans Theses and Dissertations

Abstract

Does early voting advance the democratic process in achieving political equality? Does it create more equity in the representativeness of an electorate? According to rational choice and economic theory, the expanded opportunity to vote should reduce an individual’s cost to vote, thus resulting in higher voter turnouts where traditionally marginalized voters will take advantage of early voting opportunities.

This research conducts an individual-level analysis of more than five-million voter cases over four consecutive Louisiana statewide elections of all individuals who voted in each of the elections from 2015 to 2016. These elections include the 2016 U.S. presidential election, a …

Can Cities Be Feminist? A Cross-National Analysis Of Factors Affecting Local Female Representation In Latin America, Katie Davis May 2020

Can Cities Be Feminist? A Cross-National Analysis Of Factors Affecting Local Female Representation In Latin America, Katie Davis

Honors Theses

Women are underrepresented in mayor’s offices and on city councils across Latin America. In this paper, I examine gender-based differences in individual opinions toward running for office in Argentina and Uruguay, as well as conduct a twenty-six country analysis on factors related to female representation in municipal government. Based on these analyses, I make three main conclusions about female local representation in Latin America. The first conclusion is that women in Latin America are significantly less likely to want to run or feel qualified to run for office. The second conclusion is that cross-national variation in the percentage of female …

Creating Accessory Dwelling Units (Adus) During The California Housing Shortage: Benchmarking Adu Programs Within Selected Bay Area City And County Jurisdictions Against The City Of The Santa Cruz And The County Of Santa Cruz, Ivo Niko Basor

Master's Projects

The State of California is currently in a housing crisis, which many researchers believe stems from a foundational issue with the supply and demand for housing (Tanner, Garcia, Buhayar, 2019). More specifically, California has seen a steady population increase for several decades; however, the growing demand for housing has not kept up with supply. The influx of new people coming to California, and birth rates exceeding death rates, have been defining factors in the growing demand for housing (Public Policy Institute of California, 2018). As high paying jobs are created and bring in top wage earners, and the cost of …

Operational Procedures For Releasing Police Records: A Process Evaluation Of California Law Enforcement Agencies’ Implementation Of Senate Bill 1421, Bianca Madrid May 2020

Operational Procedures For Releasing Police Records: A Process Evaluation Of California Law Enforcement Agencies’ Implementation Of Senate Bill 1421, Bianca Madrid

Master's Projects

This research intends to explain how law enforcement agencies in California have implemented operational procedures to comply with the CPRA pursuant to SB 1421 requirements. Because SB 1421 vastly expanded the CPRA, demand for law enforcement record requests has significantly increased in volume. Also, due to key components of SB 1421 which lack clarity in defining specific terminology, each law enforcement agency had to develop its own interpretation of how to implement requirements set forth by the statute. Law enforcement agencies have implemented new requirements to reflect the changes in SB 1421 by establishing working protocols for compliance, developing standard …

Weaponizing The Epa: Presidential Control And Wicked Problems, Craig A. Jones May 2020

Weaponizing The Epa: Presidential Control And Wicked Problems, Craig A. Jones

Boise State University Theses and Dissertations

In its broadest sense, presidential control encompasses all the actions, in both word and deed, whereby presidents “go it alone” to adopt policies in the absence of congressional will to do so, and sometimes directly contrary to it. This dissertation studies how President Obama used rhetorical and administrative tools of presidential control to address the “wicked problem” of climate change. The “administrative presidency” and the “rhetorical presidency” are familiar political science terms, but in the case of climate change policy, they appear to be moving policymaking in a new and perhaps profound direction, which this study refers to as “post-deliberative …

In the wake of economic downturn in the Great Recession and the adoption of a new …

Purchasing For A Better Future: Sustainable Procurement In The County Of Santa Clara, Mariah Teal Lindberg May 2020

Purchasing For A Better Future: Sustainable Procurement In The County Of Santa Clara, Mariah Teal Lindberg

Master's Projects

In brief, this study aims to address sustainable procurement in SCC and its Procurement Department (PRC). A multi-varied analysis and discussion of market industries and the vendor community, present SCC policies and programs, and the overarching feasibility and environmental impact of sustainable procurement is provided to assist SCC in meeting its vision of sustainability. Procurement is a dynamic process, and for that reason, requires transformation and "strategic decision-making about how to best pursue and achieve long-term sustainability aims and goals" through SCC's purchasing vehicles (SCC OOS, 2018c, para. 4). Today, SCC, like many other governments, is grappling with the problems …

Restructuring And Forgiveness In Financial Crises A: The Mexican Peso Crisis Of 1994-95, Christian M. Mcnamara, June Rhee, Andrew Metrick Apr 2020

Restructuring And Forgiveness In Financial Crises A: The Mexican Peso Crisis Of 1994-95, Christian M. Mcnamara, June Rhee, Andrew Metrick

Journal of Financial Crises

Following a year in which repeated political turmoil sapped investor confidence in Mexico, putting pressure on the peso and draining the country’s foreign exchange reserves, on December 22, 1994, the Mexican government sparked a financial crisis by unexpectedly abandoning its policy of anchoring the peso to the US dollar and instead allowing it to float freely. The resulting collapse of the peso left Mexico with $40 billion to $50 billion in external debt (much of it dollar-indexed) coming due in the near term and almost no foreign exchange reserves. Faced with the prospect that Mexico would either default on its …

Voluntariado En Latinoamérica: Aproximación A Las Diferencias Entre Países, Arelys López Concepción, Ana Isabel Gil Lacruz, Isabel Saz

Gobernar: The Journal of Latin American Public Policy and Governance

Npos And Their Stakeholders’ Psychological Contracts: The Value Of Implicit Expectations In Bolivia, Maria Renee Barreal, Roland Pepermans, Michael Dooms Apr 2020

Npos And Their Stakeholders’ Psychological Contracts: The Value Of Implicit Expectations In Bolivia, Maria Renee Barreal, Roland Pepermans, Michael Dooms

Gobernar: The Journal of Latin American Public Policy and Governance

Managing non-profit organizations (NPOs) in developing countries constitutes a challenge due to the intrinsic hardship of their missions, and the pressure of balancing their stakeholder’s interests and needs. Beyond the explicit challenges NPOs face (e.g., attracting volunteers, retaining employees, accounting to donors), we tackle the implicit obligations and returns that volunteers, employees, and donors hold towards an NPO. By introducing the concept of Stakeholder Psychological Contracts (SPC) and its three currencies (relational, transactional and ideological), we identify how each creates value for these stakeholders in a different way, using data from 409 respondents, representing 7 Bolivian NPOs. Despite the high …

Non-Traditional Church Involvement As A Life-Course Turning Point: Qualitative Interviews With Religious Offenders, William Hunter Holt Apr 2020

Non-Traditional Church Involvement As A Life-Course Turning Point: Qualitative Interviews With Religious Offenders, William Hunter Holt

Dissertations

This research project conducted and then analyzed qualitative interviews from former and current addicts and criminal offenders who are voluntarily participating in the Christian faith at the same non-traditional, Protestant church. An abridged case study of this church is also provided for background and context. Life-course theory and grounded theory are utilized.

Both the offenders and this church were chosen in an attempt to better understand how the offenders’ involvement at this house of worship, along with their faith in general, have impacted them. Obtaining the perspectives of the offender is essential for three reasons. First, qualitative research conducted in …

Environmental Justice In Little Village: A Case For Reforming Chicago’S Zoning Law, Charles Isaacs Apr 2020

Environmental Justice In Little Village: A Case For Reforming Chicago’S Zoning Law, Charles Isaacs

Northwestern Journal of Law & Social Policy

Chicago’s Little Village community bears the heavy burden of environmental injustice and racism. The residents are mostly immigrants and people of color who live with low levels of income, limited access to healthcare, and disproportionate levels of dangerous air pollution. Before its retirement, Little Village’s Crawford coal-burning power plant was the lead source of air pollution, contributing to 41 deaths, 550 emergency room visits, and 2,800 asthma attacks per year. After the plant’s retirement, community members wanted a say on the future use of the lot, only to be closed out when a corporation, Hilco Redevelopment Partners, bought the lot …

Hope: The Core Of Social Justice, Emily K. Locke Apr 2020

Hope: The Core Of Social Justice, Emily K. Locke

Public & Community Service Studies Student Scholarship

The purpose of Hope: The Core of Social Justice, is to defend the role of hope in social justice movements. For those who are aware of or who face systematic oppression, the idea of having hope can seem ineffective or even detrimental to any progress in overcoming such systems. But, by clearly defining hope and analyzing its characteristics, one may find that the goal of hope and the goal of any social movement are nearly identical. Philosophical, theological, psychological, and historical references help to shine light on the limited conceptions many have of hope and to support the idea …

Human-Centered Design And Foundation Staff: A Case Study In Engaging Grant Beneficiaries, Nicholas G. Randell, Megan Macdavey Mar 2020

Human-Centered Design And Foundation Staff: A Case Study In Engaging Grant Beneficiaries, Nicholas G. Randell, Megan Macdavey

The Foundation Review

As part of ongoing efforts to engage grant partner voices in their work with young people who have intellectual disabilities, program staff at the Peter & Elizabeth Tower Foundation have explored the notion of being physically proximate to these young people as a way to more authentically listen to them and their families — those for whose benefit the foundation’s grant dollars are ultimately intended.

The staff’s most recent engagement strategy looked at a way of solving problems and designing solutions for people that puts those people at the focal point of the process: human-centered design. For the Tower Foundation, …

Using Social Network Analysis To Understand The Perceived Role And Influence Of Foundations, Todd L. Ely, Katie Edwards, Rachel Hogg Graham, Danielle Varda Mar 2020

Using Social Network Analysis To Understand The Perceived Role And Influence Of Foundations, Todd L. Ely, Katie Edwards, Rachel Hogg Graham, Danielle Varda

The Foundation Review

Collaboration between foundations and other organizations is critical to the success of foundation-supported initiatives, but the power dynamics among foundations, grantees, and their broader communities can be challenging. Social network analysis is a tool to assess collaboration among organizations and its outcomes. A unique yet often underemphasized benefit of this method of analysis is its focus on dyadic relationships between organizations, which presents an opportunity for foundations to evaluate their role in a network and how they are perceived by the very organizations whose missions they support.

This article leverages a social network analysis of community partners focused on addressing …

Assessing Change And Deepening Impact In Early Learning Systems: The Formal-System Self-Assessment Tool, Erika Takada, Clare Nolan, Meera Mani Mar 2020

Assessing Change And Deepening Impact In Early Learning Systems: The Formal-System Self-Assessment Tool, Erika Takada, Clare Nolan, Meera Mani

The Foundation Review

The David and Lucile Packard Foundation is investing in a 10-year strategy, Starting Smart and Strong, that partners with three California communities to develop and test solutions to support parents, caregivers, and educators as they prepare children to be ready for school. Central to this strategy are community efforts to create comprehensive early learning systems that model quality teaching practices, secure and ensure adequate distribution of resources, and have capacity to improve, innovate, and scale.

One of the challenges in systems evaluation is identifying meaningful indicators of interim progress toward longer-term change. From the start, the evaluation has been learning …
