The notion of democracy, the motive behind party formation, ethno-regional spread of parties, voting behaviour and pattern of electoral results, and pre and post election crises among other fissiparous tendencies are all indications that Nigeria is a highly divided society. This article examines manifestation of ethno-regional identity politics, and how identity has re-focused political participation, struggles and conflicts in the Nigerian federation. It concludes that despite institutionalisation of measures aimed at preventing the use of any form of divisive identity in the Nigerian body politic. Nigeria, after over fifty years of state-building and political engineering, appears to be growing apart.

In 2011, the OECD turned fifty. To provide a broad foundation for further thinking on this organization, we analyse its evolution over half a century from two perspectives: phases in the international political economy and the literature on IPE. By so doing, we uncover two paradoxes. Firstly, we find that the organization’s evolution closely mirrored major phases in the postwar international political economy until recently. However, the OECD’s long-term dependence on theWest has now become an obstacle to its efforts to adapt to the latest phase, characterised by the rise of non-Western powers. The paper offers a socio-statistic perspective on the internalization of the European Administrative Space principles, namely, the rule of law, openness towards citizens, and public administration responsibility in a Romanian context, after the European Union accession. The way in which senior U.S. Army leaders such as the chiefs of staff define transformative change is important, especially if the meaning of that term is to be interpreted as originally intended by Army field grade officers. An Army chief of staff is responsible for creating a vision and establishing goals for the future, and field grade officers are responsible for pursuing that vision and those goals by implementing objectives that endeavor to arrive at the desired ends. Over the past few decades, presidents have made some increasingly noticeable efforts to fill their administrations with a higher number of minorities. Though not yet fully representative of the general public, such advances in descriptive representation are a sign of progressive change occurring within the executive branch, with positive potential implications for the state of representative democracy and public policy. In this article, I survey the current state of descriptive representation under the Obama presidency and the extent to which the president’s policy agenda has substantively addressed the needs of historically underrepresented groups. The selection of civil society institutions (which the author refers to as strands) around which the volume is woven is interesting because it contains several novel elements in a novel combination: civil society is said to consist of philanthropy, the common good, rule of law, nonprofit and voluntary institutions, individual rights, free expression and tolerance. This book is important reading for political philosophers, doctoral students and theorists interested in the connection of civil society and philanthropy. Yet it has a number of weaknesses that are enumerated in the review.

The design of policy tools reveals underlying biases that are not easily identified in policy documents. A review of two early childhood education and care subsidies in Ireland aimed at different target populations exposes differential treatment of children, parents and service providers. It also demonstrates how in a split system ‘early education’ is prioritised over ‘childcare’. The designs serve to reinforce stereotypes that enable the powerful and advantaged to accrue benefits while those perceived to be less deserving are burdened through the maldistribution of resources.

Some of the most important basic services provided by any level of government are the primary responsibility of municipalities, and urban managers devote more time and attention in making sure that these services are delivered. The availability of public services in any local jurisdiction usually depends on location, history, laws and regulations. Some local governments use alternative service delivery such as public-private partnerships, intergovernmental agreements, and contracting out or privatization. One of the consequences of major regulatory reform of the telecommunications sector from the end of the 1970s – particularly, privatisation, liberalisation and deregulation – was the establishment of a new business environment which permitted former national telecommunications monopolies to expand abroad. From the 1990s, a number of these firms, particularly those based in Europe, joined the rankings of the world's leading multinational corporations. Their internationalisation was uneven, however: while some firms internationalised strongly, others ventured abroad much slower. City parks and recreation departments are facing budget shortfalls and increasing expectations from customers. Governments are now embracing sustainability practices to create financial savings while also fostering relations with customers.

This study applies attribution theory to examine public appraisals of the president. To date, most political science research on attribution theory has focused on domestic policy and no work has considered both domestic and foreign policy domains in tandem. To fill this gap, we formulate and experimentally test a series of hypotheses regarding the level of responsibility and credit/blame that individuals attribute to the president in both policy domains across varying policy conditions. We also consider how party compatibility affects people’s attribution judgments.
