The Bocas del Toro archipelago of Panama has seen a rapid growth in its tourism industry since the 1990s. From a neoliberal perspective, tourism development is beneficial for all. Alternatively, I analyze the recent, rapid tourism development in Bocas from a critical development theoretical perspective, identifying its positive and negative implications, as well as who they accrue to. While there are economic benefits to tourism in Bocas, only foreign investors, the Panamanian government and English-speaking residents appear to earn them. This national mine action strategy was developed with the active participation of all relevant stakeholders in Sri Lanka’s mine action programme, including:

• representatives from the Government of Sri Lanka (GoSL);

• Sri Lankan Army Humanitarian Demining Units (SLA HDUs);

• national and international non-governmental organisations (NGOs); and

• civil society organisations.

The Geneva International Centre for Humanitarian Demining (GICHD) assisted with facilitating a four-day strategy and prioritisation workshop in Colombo in June 2015, bringing all key stakeholders together. GICHD delivered an advanced level training course on ammunition identification and disposal in Kabul, Afghanistan on 16-29 April 2016. The focus of the course was to build on existing skillsets and improve the knowledge of the characteristics of NATO and other ammunition encountered in Afghanistan.

By not offering a formal IMAS explosive ordnance disposal (EOD) qualification and associated testing protocols, the course curriculum allowed flexibility. The 1973 War Powers Resolution (WPR), which places limits on presidential power to deploy troops in combat situations, has ample application to the political functioning of the United States today. This study confirms that the use of explosive weapons in populated areas in Syria is at times nearly continuous, with indiscriminate bombing that lasts for days. The attacks are sometimes seemingly random, until there is complete destruction of an area. All Syrians interviewed said they fled because of the various effects of the conflict, and most of them stressed that the main reason for leaving their homes was the use of explosive weapons in their villages, towns, and cities. The 2008 Convention on Cluster Munitions is a legally binding international treaty that comprehensively prohibits the use, production, stockpiling and transfer of cluster munitions, requires destruction of stockpiled cluster munitions within eight years, and clearance of contaminated land within ten years.
