In 2022, countries and territories across Europe experienced a sharp increase in the number of people seeking asylum, mainly due to the war in Ukraine. Over 3,5000 Ukrainians have sought refuge in the Basque Autonomous Community (BAC) and as of July 2022, over 7,000 Ukrainians have sought refuge in Scotland (“3.587 refugiados de Ucrania”, 2022 and The Scottish Government, 2022). This increase is on top of the over 250,000 foreigners living in the BAC and the thousands of refugees already resettled throughout Scotland (Ikuspegi, Observatorio Vasco de Inmigración, 2022 and “Refugee resettlement”, 2022). The primary objective of this research is to ascertain, at least in part, the importance Rwandan’s place on different aspects of democracy. This is done with the hope of giving Rwandans more voice in the discussion of the “democratization” of their own country. Human rights and terrorism are two of the most frequently invoked, powerfully deployed, and hotly contested paradigms of our time. They are, first and foremost, words. They are words that attempt to describe concepts, values and actions. Human rights are understood as the fundamental “civil, political, economic, social, and cultural rights that all human being should enjoy” beyond the non-negotiable, fundamental right to life (United Nations). Bush the unlimited use of Shannon Airport in an invasion of Afghanistan. Since then, Ireland has played the role of controversial accomplice in America’s War on Terror. Each year hundreds of thousands of U.S. troops land in Shannon to fill up on beer and craic while their planes fill up on fuel and supplies.
