A Guide To Developing National Mine Action Standards, Gichd
A Guide To Developing National Mine Action Standards, Gichd
Global CWD Repository
National Mine Action Standards (NMAS) are issued by a national mine action authority (NMAA) or an organisation acting on its behalf. They guide the management and implementation of mine action projects in in a safe, coordinated and efficient manner. NMAS must reflect the national situation posed by the hazards of landmines and explosive remnants of war (ERW) both on land and in the water. They should also consider the environmental impact of these hazards, the situation of survivors and victims, as well as the legislation that supports a strategic response to these known hazards and their residual contamination. The aim …

China And Africa’S Peace And Security Agenda: The Burgeoning Appetite, Oita Etyang, Simon Oswan Panyako
Journal of African Conflicts and Peace Studies
China and Africa have had contacts since time immemorial. It is, however, in the last two decades that China vastly increased its engagement with Africa, following the first Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC) that took place in 2000 and the Beijing Summit held in 2006. China has skillfully utilized its international strategy of multipolarity and non-interference to champion its economic interests as well as its hegemonic quest. It is undeniable that China has heavily invested in Africa through Foreign Direct Investments (FDI), and infrastructure development. China has also increased its appetite on matters peace and security. …

The Voice Of The People: Public Participation In The African Continent, Rafael Macia
Indiana Journal of Constitutional Design
Public participation is becoming a more common characteristic of constitutional drafting processes around the world, and Africa has not been an exception in this regard. This paper seeks to survey several of the public participation processes undertaken in a number of African nations, in order to examine the methods followed and the effects produced by such processes. For that purpose, I have analyzed the constitutional drafting efforts in South Africa, Uganda, Eritrea, Zimbabwe, Rwanda, Kenya, and Egypt. These processes all show different circumstances and approaches, with variations in terms of their top-down or bottom-up nature, and, more importantly, in terms …

Victim Assistance In The Context Of The Use Of Explosive Weapons In Populated Areas, Hi
Global CWD Repository
The international process underway to develop a political declaration on preventing civilian harm from the use of explosive weapons1 in populated areas is making good progress. Meanwhile, the International Network on Explosive Weapons (INEW) and other national and international organisations are working alongside leading governments to ensure the declaration will be comprehensive and will effectively meet the expectations of those suffering from the consequences of explosive weapons use around the world.
Wishing to contribute to the political declaration drafting process, Handicap International, supported by the Irish Department of Foreign Affairs and Trade, launched an initiative with a view to developing …

How The City Of Indianapolis Came To Have African American Policemen And Firemen 80 Years Before The Modern Civil Rights Movement., Leon E. Bates
Electronic Theses and Dissertations
This study explores a series of events that occurred in the spring of 1876. The relationship between the Indianapolis city government, the Marion County Courts, the Indianapolis Police Department, and the African American community came together to usher in changes never before envisioned. The Indianapolis Police Department (IPD) was formed in 1855, then disbanded 12 months later in a political dispute. From 1857-to-1876, the IPD was all white. These changes took place as the Reconstruction era was coming to a close. The first Ku Klux Klan was at its apex, terrorizing black communities, and Jim Crow was coming into its …

On Multiethnic Schools In Consociational Democracies: A Comparative Analysis Of Brčko District And Bosnia-Herzegovina, Jusuf Šarančić
Lawrence University Honors Projects
The 1995 Dayton Peace Agreement both ended the Bosnian War and created the consociational democracy that exists in Bosnia and Herzegovina to this day. The ethnic autonomy created by the Dayton Agreement has resulted in a frozen conflict between ethnic groups that has manifested itself in the country’s monoethnic education system. This study explores the short-term stability under consociationalism and the long-term stability under a multiethnic education system. Additionally, this study explains the importance of the country’s only multiethnic education system in Brčko District and how it came into existence.

As the laboratory rat is one of the most widely studied animals, the abundance of available research material on its olfactory capabilities is not surprising. However, very little information can be found on their mine/ERW detection abilities. Consequently, in late 2015, GICHD conducted a study of APOPO’s Mine Detection Rat (MDR) programs in Angola, Mozambique and Cambodia. The aim of the study was to focus on the operational efficiency and effectiveness of the MDR, as well as to determine compliance with the International Mine Action Standards (IMAS). Within the sector, MDR suffer from a negative perception of scent detection as …

Sustainability and Social Justice
This paper aims to outline the existing policies aimed at providing protection for sexual abuse survivors in the Democratic Republic of the Congo. In an attempt to provide justice for the survivors of sexual abuse, an analysis of the 1992-1995 Bosnia and Herzegovina post-conflict reconstruction is included. In particular, prosecution of sexual violence and rape as a weapon of war will be provided in order to weigh the benefits and weaknesses of international criminal law. The conflict in eastern Democratic Republic of the Congo witnesses widespread and systematic sexual violence abuses. With over 60 armed groups at any given day, …

Analyzing The Recent, Rapid Tourism Development In Panama's Bocas Del Toro Archipelago: Is Socioenvironmental Justice Attainable?, Olivia R. Bourque
Sustainability and Social Justice
The Bocas del Toro archipelago of Panama has seen a rapid growth in its tourism industry since the 1990s. From a neoliberal perspective, tourism development is beneficial for all. Alternatively, I analyze the recent, rapid tourism development in Bocas from a critical development theoretical perspective, identifying its positive and negative implications, as well as who they accrue to. While there are economic benefits to tourism in Bocas, only foreign investors, the Panamanian government and English-speaking residents appear to earn them. The Bocas residents, and indigenous Ngöbe residents in particular, suffer from a range of economic, sociocultural, environmental and land access …

The Power Of A Secret: Secret Societies And The Easter Rising, Sierra M. Harlan
Senior Theses
The Irish Republican Brotherhood (I.R.B.) and the Irish Volunteer Force (I.V.F.) altered Irish Nationalist tactics from Parliamentary supported Home Rule to a republican movement for Irish Independence. The actions of these secret societies between 1900 and 1916, during the Irish Revolutionary period,[1] are the reason that Ireland gained independence from the United Kingdom in 1922. The change from political negotiations by the ineffective Irish Parliamentary Party to the republican movement would never have happened without the Easter Rising of 1916. The centennial anniversary of this Easter Rising makes The Power of a Secret: Ireland’s Secret Societies and the Easter …

GICHD delivered an advanced level training course on ammunition identification and disposal in Kabul, Afghanistan on 16-29 April 2016. The focus of the course was to build on existing skillsets and improve the knowledge of the characteristics of NATO and other ammunition encountered in Afghanistan.
By not offering a formal IMAS explosive ordnance disposal (EOD) qualification and associated testing protocols, the course curriculum allowed flexibility. On the first day the program was customised to the assessed needs of the attendees, based on the feedback from interviews with them all. Cambodia is one of the oldest and most established mine action programmes in the world. Because of its extensive landmine and Explosive Remnants of War (ERW) contamination and the early response that was provided 25 years ago with the assistance of the international community, the country's mine action sector has developed a robust and qualified capacity of national professionals and has benefited from the assistance of an extensive number of international organizations as well as the massive support from international development partners.
As a State Party to the Anti-Personnel Mine Ban Convention (APMBC), Cambodia has demonstrated a strong commitment in …

The new aspirations are summarized and the merits and demerits of further elaboration and measurement including country-specific deadlines and targets are discussed. The hefty budget to achieve all 17 goals is estimated at more than $4 trillion US a year. North American policy-makers need to be aware of humankind’s shared aspirations as they consider the new and expensive SDGs. Foreign aid is one of the instruments of North American foreign …

New England Journal of Public Policy
Along with two literary essays, the articles in this issue of the journal address local, national, and international public policy questions. On the literary level, one article discusses whether arguments from an older era over a white writer’s presumption that he can accurately articulate black voices and experiences, itself an unconscious bias, can throw light on racial issues roiling college campuses and other arenas of public discourse today; the second, more mellow and reflective, ponders the incongruities and congruities that surface when the author explores how the meaning of the word home depends on one’s personality as he prepares to …

The international community has been actively engaged in mine action for over 20 years. Clearance has been remarkably successful both in reclaiming land and making life safer for some of the most disadvantaged people in the world. As the number of casualties due to landmines has fallen, we have seen the number of deaths and injuries caused by explosions in ammunition storage areas rise and an increasing diversion of ammunition away from state stockpiles and into the hands of non-state actors.
Poorly managed stockpiles of ammunition present two distinct threats to the wider community: the risk of an explosion within …
