The effects of Syrian migration in Europe have revolutionized refugee resettlement globally. Most immigration and refugee problems have historically been settled similarly post WWII, however, Syria is the largest refugee crisis since WWII. It is important to learn how to respond to future conflicts with displacement and resettlement affecting Western countries that are unprepared to respond to a conflict of such magnitude. This thesis will compare previous conflicts and the Syrian conflict, while highlighting the resilient political momentum of reactionary new political groups in European states, particularly Germany and Austria.

The dramatic rise in the number of civilian casualties from explosive ordnance (EO) since 2013 has triggered a debate in the mine action (MA) sector about the effectiveness of explosive ordnance risk education (EORE) (often shortened to risk education – RE). This rapid appraisal of EORE approaches, capacity, coordination and resources examines how the EORE sector is responding to new and emerging EO threats and violent operating environments to identify EORE good practices and potential needs. This report, based on document review and interviews with MA stakeholders conducted between mid-May and mid-June 2019, summarizes the research findings.

Sexual exploitation and abuse (SEA) by humanitarian workers are some of the most serious failures of protection and are grave violations of the responsibility of humanitarian personnel to do no harm. Whereas instances of SEA are not a new occurrence, the pervasiveness of this phenomenon was only exposed to the public eye in 2002 following allegations of SEA by aid workers against refugees and displaced women and children in West Africa. This article argues West Point responded to the changing strategic environment from the end of the Cold War through the post-9/11 period by innovating its curriculum. Over the past several decades, however, the academy’s educational model has remained remarkably stable, rooted in an enduring commitment to a rigorous liberal education as the best preparation for officers confronting the inherent uncertainties of future wars.

Russia’s Internet Research Agency (IRA) launched an extended attack on the United States by using computational propaganda to misinform and polarize US voters. This report provides the first major analysis of this attack based on data provided by social media firms to the Senate Select Committee on Intelligence (SSCI).
This analysis answers several key questions about the activities of the known IRA accounts. In this analysis, we investigate how the IRA exploited the tools and platforms of Facebook, Instagram, Twitter, and YouTube to impact US users. Upon request by the United States Senate Select Committee on Intelligence (SSCI), New Knowledge reviewed an expansive data set of social media posts and metadata provided to SSCI by Facebook, Twitter, and Alphabet, plus a set of related data from additional platforms. From 2017 to 2019, the Committee held hearings, conducted interviews, and reviewed intelligence related to Russian attempts in 2016 to access election infrastructure. In 2016, Russian operatives associated with the St. Petersburg-based Internet Research Agency (IRA) used social media to conduct an information warfare campaign designed to spread disinformation and societal division in the United States. Masquerading as Americans, these operatives used targeted advertisements, intentionally falsified news articles, self-generated content, and social media platform tools to interact with and attempt to deceive tens of millions of social media users in the United States. Constructing And Destructing The Peace: Models Of International Engagement In Post-Conflict States, Colin Churchill

Variance in the stability of post-conflict states presents an interesting predicament. What causes this variance in states two or three decades removed from civil conflict? In this paper, I argue that the type of engagement that international actors take towards post-conflict states explains differences in stability. I draw out four distinct models of international engagement from three case studies of Lebanon, Bosnia and Herzegovina, and Northern Ireland that present the different ways that international actors have constructively and destructively engaged in these states. Furthering this analysis is an examination of the transition or possible transition between models in the cases.

This article puts forth a “4M Way” of dealing with the threat of violent Islamist extremism in Southeast Asia. It argues that our narrative must be fundamentally more attractive to the target audience than the competing vision of the violent extremists. The memes that constitute our narrative in the social media space must be “stickier” than those of the violent extremists. The personal credibility of our messenger in the eyes of the target audience should exceed that of extremist ideologues vis-á-vis that same audience.
