Article 1 of the US Constitution assigns the US Congress numerous responsibilities. These include creating new laws, revising existing laws, funding government programs, and conducting oversight of these programs' performance. Oversight of US Government agency space policy programs is executed by various congressional space policy committees including the House and Senate Science Committees, Armed Services, and Appropriations Committees. These committees conduct many public hearings on space policy, which invite expert witnesses to testify on US space policy programs and feature debate on the strengths and weaknesses of these programs. From 2017 to 2020, the Trump administration cut United States refugee admissions tenfold. These reforms come unprecedented to the 40-year-old resettlement program (USRAP). By critically reviewing literature on this topic as well as conducting eight original interviews with five national nonprofits contracted by the Department of State to do refugee resettlement casework, this study sought to identify the implications of the Trump administration’s reforms to the program. Once implications were identified, I used the applied frameworks of program model as well as Michael Worth’s sociological and political science theories of American nonprofit-government relations to better inform and guide the study. …

Liberal peacebuilding is at the center of a critical debate amongst scholars and practitioners due to the horrific consequence of conflict relapse or escalation in the wake of failed international interventions. Despite international efforts to promote durable peace, empirical research suggests that up to one half of all civil wars relapse into conflict within five years of negotiated settlement (Collier & Hoeffler, 2002; Suhrke & Samset, 2007). As an alternative to top-down liberal peace, locally-led post-conflict peacebuilding has been proposed as an innovative solution (Mac Ginty & Richmond, 2013). Traxx is an extremely compact, remote controlled vehicle capable of working in and around slopes of up to 60 degrees. It is equipped with a variety of commercial vegetation cutting implements and custom designed mine clearing tools. At less than 1.3 tons Traxx is easily transported to remote sites and capable of climbing and working on the most challenging hillsides. The factory equipped remote control has a working range of more than 300 meters and the 1.3 meter brush cutting attachments has demonstrated excellent capability for cutting saplings and heavy brush with little residual debris. This research project conducted and then analyzed qualitative interviews from former and current addicts and criminal offenders who are voluntarily participating in the Christian faith at the same non-traditional, Protestant church. An abridged case study of this church is also provided for background and context. Life-course theory and grounded theory are utilized.
Both the offenders and this church were chosen in an attempt to better understand how the offenders’ involvement at this house of worship, along with their faith in general, have impacted them. The Target Reacquisition Positioning System (TRPS) is a dual-purpose, target reacquisition and survey tool. TRPS is a lightweight, low-cost and highly accurate system that simplifies the use of Differential Global Positioning System (DGPS) for reacquiring ground target positions previously identified UXO detection systems. TRPS is also a surveying tool that provides the ability to quickly survey boundaries, locations of items found, or mark other points of interest with centimeter level accuracy. The Medium MineWolf is a powerful remote control or manually operated mine clearing system that uses large earth tilling and flail attachments to neutralize landmines. The tiller’s teeth engage the ground to a depth of 25 centimeters, physically destroying anti-personnel (AP) and anti-tank (AT) landmines, and mulching vegetation up to 15 centimeters in diameter. The Improved Backhoe is a modified commercial backhoe that incorporates a variety of commercial off-the-shelf attachments used for vegetation reduction and soil sifting in mine suspect areas. The vehicle has been modified by armoring the cab and chassis, and adding blast proof SETCO tires capable of withstanding multiple anti-personnel mine detonations. The light/sandy soil sifting project is evaluating the feasibility and operational suitability of using commercial beach-cleaning technologies to remove mines and clutter from sandy and mechanically prepared soils. Demining applications envisioned for these systems are removal of mines from sandy and other light soils, raking surface soil to collect clutter, and assisting with inspection and quality assurance behind mechanical clearance equipment. The Rebel Crusher is a commercial mobile soil sifter and rock crushing plant modified for demining operations. It is designed to operate in areas where a significant fraction of the soil is composed of mine-sized objects (rocks) which make sifting difficult, or where dense metallic clutter makes mines undetectable. Modifications to the system include hardening the crushing chamber to withstand anti-personnel mine blasts, and increasing the capacity of the sifting mechanism. This study examines the failure mechanisms that might occur within the so-called ‘Shoe Polish’ mine, which was improvised by the FARC insurgents in Colombia. Since this device shares many of its characteristics with other mines (both manufactured and improvised), the principles are likely to be far more broadly applicable. In fact, many elements of the analysis are likely to apply to all forms of mechanically-fuzed ammunition.

The safe removal and disposal of conventional weapons from civilian populated areas in a post conflict scenario is fraught with dangerous, complex and wide-ranging challenges. The worldwide proliferation of improvised explosive devices has added to the existing burden of landmine clearance already being undertaken by various organizations. Who participates in multilateral disarmament meetings? Building on recent studies, this report investigates patterns of participation in disarmament, non-proliferation and arms control forums. In addition to overall levels of participation, we look at two indicators in particular – the gender balance of meeting delegations and the development status of the states these diplomats represent. We also examine the link between those two indicators: to what extent gender balance of diplomatic forums is associated with the socioeconomic composition of the group.

The United Nations, the International Committee of the Red Cross, and the International Network on Explosive Weapons have convincingly documented that the use of explosive weapons (especially those with wide area effects) in populated areas (EWIPA) creates an unacceptably high risk of indiscriminate harm. As humanitarian mine action organizations working in urban environments, we see this harm being done in numerous conflict zones every day.
Discussion of the harm caused by EWIPA typically focuses on the immediate effects of these weapons when they explode, as well as reverberating effects leading to displacement; damage to vital services such as healthcare, water, …

UNMAS colleagues in the field and at Headquarters drew on their reserves of resilience and empathy to deliver life-saving programmes with innovative approaches - such as the early inclusion of COVID messaging in risk education campaigns. We relied on and deepened our partnerships. Working closely with national authorities, donors and implementing partners we managed to maintain and eventually resume operations and serve communities that live with the constant threat of explosive ordnance.

In 2020, UNMAS Iraq prioritised the following areas of support:
- Support government and national mine action entities with managing, regulating, and coordinating a mine action response through Technical Support (TS) initiatives;
- Deliver Explosive Ordnance Risk Education (EORE) at the community and national level; and
- Provide Explosive Hazard Management (EHM) response in support of humanitarian and stabilization efforts.
Due to the nature of threats posed by EO, UNMAS and its implementing partners are among the first responders allowing the humanitarian community and local authorities to intervene quickly and efficiently to help civilians.

The persistent conflict faced by the Palestinian population has resulted in large areas of the Palestine being contaminated by various ERW. The key threats differ regionally between Gaza and the West Bank Areas A, B and C. Whereas Gaza has been continually exposed to ERW including Israeli Aerial Bombs; the West Bank is contaminated with a mixture of mines. ERW and Riot Control Agents such as tear gas.
