This paper examines the implementation aspects of the Public Sector Accounting Board (PSAB) standard for tangible capital assets (TCA) accounting in Middlesex County. A series of interviews with treasurers who work for municipalities in the region were conducted to evaluate the success of the new policy. The findings reveal that in order for local governments to effectively implement the new accounting procedure, having the necessary resources, especially in terms of money and people, is absolutely critical.

This article looks at the subject of accountability in the administration of the human services. The history of accountability over the last four decades is chronicled and discussed. The point is made that during this period, funders have largely determined the nature of accountability. Because funders have been primarily concerned with funding, accountability has tended to be financial in nature. The authors argue that the focus on financial accountability had two major detrimental effects. First, programmatic accountability was reduced to secondary importance. Abstract

In this study, Miller re-analyzed acoustic bat data collected from June-August 2003 that was part of a baseline inventory of bat species in three national parks in the Lake Superior region. While the original study presented base-line data on the presence/absence of bat species in these parks, this reanalysis provides estimates of relative abundance and temporal activity of the identified species. Using a suite of recently developed acoustic analysis tools, Miller created species specific filters. This allowed parsing of calls from non-fragmented sequences and differentiate between two species, Myotis septentrionalis and Myotis lucifugus, that were combined into a …

According to the research, Boston could have reduced its 2010 health premiums by between 15.6 and 17.1 percent, for a savings of between $41.4 and $45.4 million by joining the state’s Group Insurance Commission, more widely known as the GIC. The City is unable to join the GIC, however, without first receiving 70% union approval, according to state law. This requirement and the associated tradeoffs involved are a major barrier to municipal participation in the GIC. This study is an empirical examination of whether the policy of issuing travel warnings is politically and/or economically motivated or rather if it is a tool of protecting nationals from harm when traveling abroad. Based on Logistic Regression analysis, results indicate that the issuance of travel warnings by the United States is in response to political turbulence and the presence of terrorism and thus is an effort to protect American citizens traveling abroad. At the same time, however, the results suggest there is a sanctioning effect that is more likely to be imposed on non-democratic states. Factors such as crime, …

This study provides a greater understanding of which factors influence the effectiveness of service learning projects at improving graduate students’ professional skills. Data for this study was gathered from students in eight Master of Public Administration (MPA) courses taught during two semesters at a large state university. Younger students were more likely than older students to believe that their service learning project was helpful in improving their professional skills. We also find that students who spent more time working on a service learning project outside of class reported their projects were more helpful in improving their professional skills. In addition, …

Rather than view the alleged proliferation of “czars” in recent presidential administrations as a threat to the constitutional order, we consider it part of an ongoing reorganization of the presidential branch designed to maximize leadership capacity as presidents continue to take more responsibility for policy development and implementation, a phenomenon driven as much by congressional abdication as presidential zeal for power. The real debate lies over whether the president can delegate his constitutional authority to those who work beneath him. We posit that presidents may choose to delegate within their own discretion, so long as it is within the limits …

Contracting relationships vary in the extent to which they are complete and involve formal contract specification as well as the extent to which they are based on strong relationships and rely on cooperation and trust. Where a contracting arrangement falls on these two continuums constitutes what this paper refers to as "relationship design" and is likely to impact contractor performance. We use data from a survey of child-care centers and Head Start agencies in Ohio to examine the association between the design of contracting relationships and contractor performance. This paper examines the Green Energy Act (GEA) and the economic circumstances that enabled the bill to become law in Ontario. An analysis of electrical power research, planning, and recommendations over the past forty years was conducted. The findings reveal that a variety of changes led to the approval of the GEA, including an environmentally conscious value shift and the economic recession, and the coincidence of these factors allowed forty years of government funded energy research to culminate in a publicly supported piece of legislation.

In November 2008, Clackamas County, Oregon began a one-year pilot program: switching employees to an alternate four-day work week, with 10-hour workdays (typically 7:00 a.m. to 6:00 p.m., Monday through Thursday). About 828 of Clackamas County's 1,800 employees were affected by the program, which does not extend to emergency service providers.

This report summarizes the evaluation of Clackamas County’s alternate work week pilot project based on the data collected between November 2008 and July 2009.

Such arrest and detention of human rights defenders (HRD)–who individually or with others act to protect and promote human rights—has demonstrated the repressive nature of the Iranian regime. Human rights lawyers, civil society representatives, journalists, and women’s rights movements and trade union activists are among the most commonly targeted HRD.

Since its inception in 1948, the state of Israel has based development plans on an agenda of nation-building that has systematically excluded Palestinian Arab citizens such as the indigenous Bedouin. Policies of relocation, resettlement, and restructuring have been imposed on the Bedouin, forcing them from their ancestral lands and lifestyle in the Naqab (or Negev, as it is called in Hebrew) desert of southern Israel. The rapid and involuntary transition from self-sufficient, semi-nomadic, pastoral life to sedentarization and modernization has resulted in dependency on a state that treats the Bedouin as minority outsiders through unjust social, political, and economic structures. …

Niobrara National Scenic River spans a 122-km (76-mile) long reach of the Niobrara River in rural, north-central Nebraska. The scenic river encompasses 9,338 ha (23,074 acres) of land and water, all of which is in private ownership, except for about 320 ha (790 acres). Because the scenic river does not own land, it achieves management goals by coordinating and collaborating with federal, state, and local jurisdictions and private landowners.

This study examines the utilization of employee performance appraisal in a sample of 59 Detroit-area suburban communities. Despite the emphasis placed on employee performance appraisal in the literature, over half of the communities do not possess formal systems of employee appraisal. Also two variables help explain performance appraisal usage: form of government and extent of unionization.

Importantly, respondents in non-utilizing communities often acknowledge the benefits of systems of performance appraisal but they cite various reasons for not having such systems in place, with the opposition of municipal unions being cited most often. Forty-nine of the U.S. states have balanced budget requirements, and every state acts as though bound by such constraints. These constraints create fiscal volatility - the states must either cut spending or raise taxes during economic downturns, while doing the opposite during upturns. This paper discusses how states should cope with fiscal volatility on both the levels of ordinary politics and of institutional-design policy. On the level of ordinary politics, the paper applies principles of risk allocation theory to conclude that states should primarily adjust the rates of broad-based taxes as their economies cycle, rather than fluctuating public spending.
