Public-Private Partnerships (PPPs) are growing in popularity as a governing model for delivery of public goods and services. PPPs have existed world-wide since the Roman Empire, but their expansion into traditional public projects today serious questions about public accountability. This article examines public accountability and its application to government and private firms involved in PPPs. An analytic framework is proposed for assessing the extent to which PPPs provide (or will provide) goods and services consistent with the goals of effectiveness, efficiency and equity. Graffiti eradication is a problem for the Nevada Department (NDOT). Over 12,000 man-hours are spent on graffiti eradication each year. One recognized graffiti abatement method is the use of non-sacrificial, anti-graffiti coating. NDOT uses non-sacrificial, anti-graffiti coating as an abatement strategy to easily remove graffiti from the public's view. NDOT conducts an annual evaluation of non-sacrificial, anti-graffiti coatings in order to keep current with industry innovation and improved product formulations. Products that meet NDOT's performance expectations are added to the Qualified Product List.

Abstract

In the tallgrass prairie region of North America, grasslands are often burned on a rotational schedule to prevent the encroachment of woody species and maintain the vigor of plant communities. Although prescribed fire practitioners often consider the effects of fire on plant communities, the effects of fire on wildlife are also important. Practitioners as well as park visitors inquire about the effects of fire on birds, deer, and other animals of interest. Many wildlife species focus on vegetation structure in choosing suitable habitats, and fire can temporarily alter that structure. Wildlife species have varying habitat needs, and therefore, a …

Public managers are a key component of a bureaucracy. The reliance on a public manager by an elected official is high as is the expectations that these managers have the necessary skills to manage a public organization. The goal of this study was to explore what elected officials perceive are skills needed by managers to lessen the impact on the human resource, financial, and political challenges when faced with significant change efforts in order to meet their expectations and that of the citizens to whom the organization is responsible.

The last two decades have witnessed a proliferation of scholarly discourse on performance management. This discourse evolved out of a number of forces in the early 1990s from the new public management movement, which called for government to show its efficiency in expending public resources as well as prove that substantive results—or outcomes related to a program‘s effectiveness—had been generated by its activities. In addition, Osborne and Gaebler‘s (1992) 161 Reinventing Government echoed a revolutionary change in conventional wisdom by deploying words such as "reengineering," "entrepreneurial management," "empowerment," and "privatization". Almost all faculty, even those in graduate public affairs programs, will at some time encounter incivility in the classroom. How we respond sends an important message about how we as individuals, programs, and a profession value civility. Master’s of Public Administration and Master’s of Public Policy programs have a particular responsibility to graduate individuals who not only have substantive expertise but also meet the highest standards of civility. Senior centers off#11;er a variety of services to facilitate independent living of older adults. In the U.S., increasing suburbanization and aging of suburban residents necessitate reconfiguring senior services. We propose a two-echelon network of senior centers across large study areas and formulate a stochastic facility location/allocation model with mixed-integer recourse. We apply our model to Allegheny County, Pennsylvania, which has one of the oldest population in the U.S. Our model shows that a two-echelon network design is appropriate for increasing the occupancy of senior centers as community focal points while maintaining customized and accessible programming in small neighborhood areas.

This paper examines the implementation aspects of the Public Sector Accounting Board (PSAB) standard for tangible capital assets (TCA) accounting in Middlesex County. A series of interviews with treasurers who work for municipalities in the region were conducted to evaluate the success of the new policy. The findings reveal that in order for local governments to effectively implement the new accounting procedure, having the necessary resources, especially in terms of money and people, is absolutely critical.

Executive Summary

The condition of natural resources in parks and other units of the National Park Service (NPS) is fundamental to this agency’s mission to manage park resources “unimpaired for the enjoyment of future generations.” Park managers are increasingly confronted with complex and challenging resource management issues and need a broad-based understanding of the status and trends of park resources for the long-term protection of park ecosystems. The Journal of Sociology & Social Welfare

This article looks at the subject of accountability in the administration of the human services. The history of accountability over the last four decades is chronicled and discussed. The point is made that during this period, funders have largely determined the nature of accountability. Because funders have been primarily concerned with funding, accountability has tended to be financial in nature. The authors argue that the focus on financial accountability had two major detrimental effects. First, programmatic accountability was reduced to secondary importance. Punctuated equilibrium theory in public policy replicated from biological punctuated equilibrium theory has concluded that public policies alternate between stasis and punctuation. However, recent research on Pacific Northwest forest policy, U.S. state tobacco policy, and U.S federal auto efficiency policy have found no punctuations despite an attempt to do so. What is the efficacy of using biological punctuated equilibrium theory to also explain punctuated equilibrium in public policy?
