Almost all faculty, even those in graduate public affairs programs, will at some time encounter incivility in the classroom. How we respond sends an important message about how we as individuals, programs, and a profession value civility. Master’s of Public Administration and Master’s of Public Policy programs have a particular responsibility to graduate individuals who not only have substantive expertise but also meet the highest standards of civility. In this essay, we present a series of recommendations for how individuals, programs, and institutions might respond to incivility. The Journal of Public Management and Social Policy, beginning its sixteenth volume, aims to continue bringing together a collection of articles and research that review polices and cases underscoring the area of social policy and management throughout the United States and around the world. Executive Summary
The condition of natural resources in parks and other units of the National Park Service (NPS) is fundamental to this agency’s mission to manage park resources “unimpaired for the enjoyment of future generations.” Park managers are increasingly confronted with complex and challenging resource management issues and need a broad-based understanding of the status and trends of park resources for the long-term protection of park ecosystems. The Utility Of Trouble: Leveling The Playing Field: Giving Municipal Officials The Tools To Moderate Health Insurance Costs, Robert L. Carey

According to the research, Boston could have reduced its 2010 health premiums by between 15.6 and 17.1 percent, for a savings of between $41.4 and $45.4 million by joining the state’s Group Insurance Commission, more widely known as the GIC. The City is unable to join the GIC, however, without first receiving 70% union approval, according to state law. This requirement and the associated tradeoffs involved are a major barrier to municipal participation in the GIC. Revised Relative Abundance Estimates And Temporal Activity Of Bats At Three Great Lakes National Parks Based On Acoustic Data, Bruce W. Miller

Abstract
In this study, Miller re-analyzed acoustic bat data collected from June-August 2003 that was part of a baseline inventory of bat species in three national parks in the Lake Superior region. While the original study presented base-line data on the presence/absence of bat species in these parks, this reanalysis provides estimates of relative abundance and temporal activity of the identified species. Using a suite of recently developed acoustic analysis tools, Miller created species specific filters. This allowed parsing of calls from non-fragmented sequences and differentiate between two species, Myotis septentrionalis and Myotis lucifugus, that were combined into a …

Contracting relationships vary in the extent to which they are complete and involve formal contract specification as well as the extent to which they are based on strong relationships and rely on cooperation and trust. Where a contracting arrangement falls on these two continuums constitutes what this paper refers to as "relationship design" and is likely to impact contractor performance. We use data from a survey of child-care centers and Head Start agencies in Ohio to examine the association between the design of contracting relationships and contractor performance. Looking Beyond The Undergraduate Classroom: Factors Influencing Service Learning's Effectiveness At Improving Graduate Students' Professional Skills, Yi Lu, Kristina T. Lambright

This study provides a greater understanding of which factors influence the effectiveness of service learning projects at improving graduate students’ professional skills. Data for this study was gathered from students in eight Master of Public Administration (MPA) courses taught during two semesters at a large state university. Younger students were more likely than older students to believe that their service learning project was helpful in improving their professional skills. We also find that students who spent more time working on a service learning project outside of class reported their projects were more helpful in improving their professional skills. In addition, …

Executive Summary
Niobrara National Scenic River spans a 122-km (76-mile) long reach of the Niobrara River in rural, north-central Nebraska. The scenic river encompasses 9,338 ha (23,074 acres) of land and water, all of which is in private ownership, except for about 320 ha (790 acres). Because the scenic river does not own land, it achieves management goals by coordinating and collaborating with federal, state, and local jurisdictions and private landowners.

Clackamas County Alternate Work Week Pilot Project, Masami Nishishiba, Jana Bitton, Dennis Kurtz, Charlene Zil

In November 2008, Clackamas County, Oregon began a one-year pilot program: switching employees to an alternate four-day work week, with 10-hour workdays (typically 7:00 a.m. to 6:00 p.m., Monday through Thursday). About 828 of Clackamas County's 1,800 employees were affected by the program, which does not extend to emergency service providers.
This report summarizes the evaluation of Clackamas County’s alternate work week pilot project based on the data collected between November 2008 and July 2009.
