The Section Commander was doing the prodding himself because he considered the work dangerous and wanted to be sure it was done properly. He was working in a kneeling position and not wearing safety spectacles. He did not use water to soften the ground despite the fact that it was very hard. "The explosion occurred when the Section Commander was prodding a mine 50cm outside the safe lane, his prodding tool slipped from the grassroots and landed on a Type 72 mine". He was said to have sustained temporary vision loss.

The mined area was laid by the District Police and Militia to protect a dyke from attack. The reconnaissance team warned of booby trapped 60mm mortars and B40 RPGs. At 13:45 on the day of the accident Victim No.1 located a device similar to one that had been found two hours before. He called his Section Commander to identify it. The Section Commander, Victim No.2, arrived and stood to his right behind him. The Section Commander removed his safety spectacles to wipe sweat from his eyes and get a better view. Victim No.1 began to probe again and Victim No.2 …

The Deputy Country Director was interviewed by the researcher on 18th November 1998 and later send a one page summary of the accident and two others (dated 01/11/95). He said that the victim had initiated a PMN mine at approximately 12:45 whilst prodding with his three-pronged fork. At the time an internal investigation [not made available] concluded that he had not used his detector in that area prior to the accident, which was against instructions from his supervisors. “If he had been using the detector the accident would probably have been avoided.”

The victim set off an OZM-72 bounding fragmentation mine at about 12:27, and was killed. An internal investigation concluded that he had been rolling up a trip-wire as he was working his way towards the mine. This contravened safety procedures, according to which deminers should not touch trip-wires at all but should call a supervisor.

A memo on the accident dated 6th January 1995 mentioned an investigation into the accident carried out by a UN TA [no copy was on file]. That investigation stated that Victim No.1 died in Maputo Central Hospital. Victim No.2 lost "one leg and fingers on his left hand". The memo stated that "the minefield survey is the most dangerous part of demining operations" and recommended suspension of surveying operations until SOPs had been "developed". No description of the accident was given and no blame was attributed.

The investigators concluded that SOPs were not broken and the Section Commander fell because the stick broke. The report noted that he was wearing his safety spectacles, and that they probably saved his eyes.

The weather at the time of the accident was "sunny, clear, slight breeze and 85ºF". The victim was walking along the Safe Lane carrying a radio and notebook and thinking when he walked into a small tree. Two small trees (5cm stem thickness) blocked about 1/3 of the Safe Lane at the place. He stumbled sideways and was not able to hold the tree for support. He placed his foot "10-15"cm outside the Safe Lane and detonated a mine at 12:45. The Safe Lane marking tape survived the blast.

The victim was working in an area covered with tall grass and bushes. The soil was heavily contaminated by metal, so detectors were only used to detect trip-wires. He was not using a detector at the time of the accident. The procedure for trip-wires was to report a find to a supervisor and not to touch it. The victim had been tested on this and the procedure had been followed for previous finds in the area.

In spite of the peace accord signed in October 1992 between government forces and RENAMO rebels, innocent civilians are maimed and killed by landmines in Mozambique on a daily basis. In spite of the peace accord signed in October 1992 between government forces and RENAMO rebels, innocent civilians are maimed and killed by landmines in Mozambique on a daily basis. To date, these weapons have claimed more than 10,000 victims — mostly civilians — and the casualty toll could increase rapidly as millions of refugees and displaced people return home to roads and fields littered with mines. Landmines were used …

The primary cause of this accident is listed as a "Inadequate equipment” because of the detector failure. The secondary cause is listed as “Field control inadequacy" because the victim trod on a mine that would have been found if appropriate field controls had been in place and if the detector inadequacy had been recognised in a timely manner.

On the day of the accident the victim felt sick and had fainted previously but had refused to see the medic because he was afraid of losing his job. He became dizzy and stepped in front of his end of lane marking stick. He stepped on a Type 72A and suffered injuries to his toes at 08:00. Immediately after the accident he apologised to those attending him for having stepped over his stick. A fortuitous medevac by helicopter was possible and the victim was picked up at 08:25. At 09:30 he arrived at Chimoio where he was taken by ambulance …

The primary cause of this accident is listed as a "Field control inadequacy" because it seems likely that the victim was not wearing his safety spectacles and may also have been working dangerously without correction.

American Peace Movement Organizations: The 1988 And 1992 Surveys, Mary Anna Culleton Colwell, Doug Bond
Institute for Nonprofit Organization Management
EXECUTIVE SUMMARY:
This is the definitive description of the 1988 Survey of Groups and Organizations Working for Peace and the 1992 follow-up of the peace movement organizations which responded in 1988. We discuss American peace movement organizations and the origins and history of the research effort in Part One along with a brief review of some of the theoretical considerations underlying this process.
In Part Two we explain the survey methods and procedures including details on the stratified sample selection, questionnaire development, survey procedures in 1988 and 1992 and response rates. The 1992 effort, especially, was the product of a …

Victim No.1 was sitting with his legs splayed leaning forward, holding the mine with his left hand when the booster charge detonated. He lost a finger, the top of two others and part of the thumb on his left hand, and was also injured above the eye. Victim No.2 suffered superficial injuries "to his hand and head" [from which it seems likely that both deminers had a hand on or near the device when it detonated].

They were working very slowly and had only cleared 15m2 by 14:00. He had checked the area ahead of the lane for tripwires, then cut the grass. The third deminer then went to rest and Victim No.2 checked the area with the detector and marked three places. Victim No.1 then went forward to prod the marked places. He prodded on one but could find nothing so called Victim No.2 forward to show him exactly where the detector had signalled. Victim No.2 did so and as he walked back he stepped on the mine at 14:05. The two victims were walking "through a cleared area to the rest area at the completion of their day's work. They followed a path which was used daily…. the evidence tends to suggest that the mine was laid after clearance by unknown persons". An attached document added that the area where the accident occurred (at 13:10) had been cleared "a month back".

"No Justice, No Peace!": The Politics Of Black-Korean Conflict, Claire Jean Kim
Trotter Review
In the opening scene of the recently released film, Menace II Society, the protagonists, two young African-American men, make a routine beer run to a convenience store owned by a Korean-American couple. The merchants’ manifest suspiciousness toward them triggers an exchange of hostilities that concludes when one of the men kills and robs the couple. For audiences of all colors. this depiction of black-Korean conflict appears starkly familiar. Ranging from verbal altercations to killings, to retail boycotts and picketing campaigns, conflicts between Korean-American merchants and black customers, including African Caribbeans, have become commonplace in many major American cities over …

The UN Supervisor instructed Victim No.1 to straighten the sticks marking where the mines had been destroyed because some had fallen over "due to rain". The victim took two steps and a mine exploded under his right foot. The victim "suffered severe leg injury resulting in amputation of right leg above the knee and splinters on his penis and testicles". The UN Supervisor was knocked over but "did not sustain any injuries".

Towards A Universal Nuclear Nonproliferation Treaty, T. P. Radhakrishnan
Graduate Program in International Studies Theses & Dissertations
The 1968 Treaty on the Nonproliferation of Nuclear Weapons (NPT) came into force in 1970 and expires in 1995. In 1995 an extension conference has to be convened to decide whether the treaty continues in force indefinitely or will be extended for an additional period or periods.
The treaty, cosponsored by the us, the USSR, and the UK, has 155 signatories, but a few countries like Israel, India and Pakistan have refused to be bound by it. They have done so mainly on the formal grounds that the treaty is structurally discriminatory between nuclear and nonnuclear weapons states.

Detection Of Deception In Law Enforcement Applicants: A Preliminary Investigation, Randy Borum, Harley Stock
Detection Of Deception In Law Enforcement Applicants: A Preliminary Investigation, Randy Borum, Harley Stock
Mental Health Law & Policy Faculty Publications
Using the MMPIand the IPI, the present study examined the differences in psychometric defensiveness between two groups of law enforcement applicants: applicants identified as being deceptive and a comparison group of candidates for whom no deception was indicated. Significant differences were found on the traditional validity (minimization) scales for both instruments as well as several supplemental scales and indexes from the MMPI. A new index (Es-K) from the MMPI showed a highly significant difference between groups and good classification accuracy. The results suggest that deceptive applicants show more defensiveness on psychometric testing and that test results may assist in raising …

[Victim No.2] started the clearance and was alone inside the tank at first. As it entered the area it set off a tank mine and the roller system was thrown backwards with far more force than anticipated, hitting the tank. The detonation made the driver’s view ports of armoured glass muddy, so [Victim No.2] called a deminer to clean it. The tank progressed and initiated another three AT mines.

Victim No,1 was working with Victim No.2 to his right when he saw a bush with a pile of PMN-2 mines beneath it. He crouched to peer under the bush, suspecting the cache might be booby trapped. Having seen no sign of a trap he stepped back and initiated a buried PMN-2 with his right heel. Victim No.2 was "less than ten metres away". He received fragment injuries to his arm and fragments of molten plastic in his leg which cut his tendons.
