Immediately after the events of September 11, the US was stunned by horror and disbelief, angry at the perpetrators of such awful violence, puzzled by the country’s inability to recognize itself in the eyes of the world, and eager to learn more about other cultures from which it felt so alien. Our college campuses reflected this range of responses. At their first meetings of the academic year, members of NERCHE’s Think Tanks, who represent faculty and administrators in New England, and SAGES (Senior Academics Guiding Educational Strategies), retired presidents and provosts, described their reactions and the range of responses campus.

The Section Leader was kneeling, or squatting, over the mine. When it exploded, his body took the full impact of the blast from a very close proximity. The team arrived in the local, approximately 10:40, and tried to park the vehicles in the usual parking area. The right rear of the truck set off an AT mine. The truck was projected to approximately 7 metres high. In the same time five occupants at the back of the truck were projected violently due to the blast effect. [Nine named victims were recorded in the Demining group’s accident spreadsheet, from which I infer that four were in the cab.] Six victims were listed as having suffered no injury.

The Managers turned off the track and drove up to the fence. In doing so they drove straight through the minefield followed by the victims in their vehicle. The lead vehicle drove through three or four rows of VS1.6 anti-tank mines. The following vehicle, with the office staff and the only vehicle radio, activated a VS1.6 anti-tank mine as it followed.

The TAZ II is a large tracked Caterpillar Graphic 1 – TAZ II Corporation vehicle (325B L Excavator) with a specialized vegetation cutting attachment developed by Timberline Environmental Services. See graphic 1. Timberline Environmental Services has been involved in vegetation clearance for nearly 23 years, supporting both civilian and military organizations. Military support missions have dealt primarily with unexploded ordnance (UXO). When first established by the Slovenian government in March 1998, ITF was to assist Bosnia and Herzegovina in solving its landmine problem, and help surviving landmine victims with physical-social rehabilitation and reintegration. However, as BiH was not the only country in the region affected by landmines (see Mine and UXO threat in SE Europe), it was only fair to spread its operations to all other mine-affected countries in SE Europe as well. Presently, ITF is working in Albania, Bosnia and Herzegovina, Croatia, Macedonia and Serbia and Montenegro.

JMU's Mine Action Information Center (MAIC) held a workshop on May 13-14, 2002 to examine issues related to landmine victim data collection. The U.S. Department of State, Office of Humanitarian Demining Programs was the sponsor of the two-year long casualty database project conducted by the MAIC, of which the workshop was the culminating phase. Based on its research and the workshop activities, the MAIC has developed a list of "action items" which it recommends to improve the collection and management of landmine casualty data. That list immediately follows this executive summary.

Specifically, it will review selected literature on domestic violence and examine social and cultural attitudes regarding violence in Northern Ireland. The Mine Action Information Center (MAIC) at James Madison University implemented this project to develop a framework for the systematic collection and management of landmine casualty data. The project was premised on the lack of an adequate system for collecting and managing landmine casualty data on a global basis. Data on landmine and UXO casualties is being collected in a systematic manner in some countries, but worldwide, it is not being collected in a comprehensive or consistent manner that allows it to be compared cross-nationally and aggregated globally. Detecting and removing over 300,000 estimated mines in Jordan’s 509 mine fields is a huge but not insurmountable problem. The deliberate clearing process requires courageous patience, a demonstrated quality of Jordan’s highly qualified engineer officers and soldiers. Trained and experienced deminers, outfitted with state-of-the-art protective equipment and using internationally recognized demining techniques and methodologies, form the base of the Royal Corps of Engineers Humanitarian Demining (HD) attack plan. Though many mines are unaccounted for due to erosion, flooding, and accidental detonation, Royal Corps of Engineer HD soldiers have an established perseverance that will prevail.

The United States seeks to relieve human suffering caused by landmines and unexploded ordnance (UXO) while promoting U.S. foreign policy interests. U.S. objectives are to reduce civilian casualties, create conditions for the safe return of refugees and displaced persons to their homes and reinforce an affected country’s stability. The U.S. seeks to accomplish these objectives by helping to establish and support sustainable indigenous mine action capabilities in mine-affected nations where appropriate. In early July 2001, I traveled to the Afghan cities of Kabul, Jalalabad, Herat, and Kandahar. The purpose of my trip was to assess the status of our Adopt-A-Minefield® program in the country. I was hosted by the Mine Action Program for Afghanistan (MAPA), which is a part of the United Nations Office for the Coordination of Humanitarian Affairs in Afghanistan (UNOCHA). This report was written after the terrorist attacks on New York and Washington DC on September 11, 2001. Adopt-A-Minefield® is a program of the United Nations Association of the USA.

Oman has a low to moderate landmine/unexploded ordnance (UXO) problem. Anti-tank (AT) and anti-personnel (AP) landmines were laid in the Dhofar region between 1964 and 1975 during an internal struggle with the People’s Front for the Liberation of Oman and the Arabian Gulf (PFLOG, later shortened to PFLO, a communist separatist group). Both the Royal Army of Oman (RAO)—with its allies Jordan, Iran and the United Kingdom—and the PFLO used landmines during the conflict; the RAO to support defensive positions or to interdict the separatists’ movements, and the separatists to ambush the RAO and allied units.

Long after anti-personnel landmines (AP) were planted to gain military advantage in battle, they continue to destroy lives by killing and maiming civilians and livestock, inhibiting productivity and preventing economies from developing in poor, third world countries. Landmines contribute to political instability in regions vital to the United States. The U. S. Department of State claims that there are approximately 85 to 200 million mines in 63 countries, producing approximately 15,000 casualties per year, an average of 70 people per day, or 500 people every week, most of them innocent civilians (DOS 1994).
