After the team had located all metal scrap and rests from the destroyed ammunition by raking the whole demolition area and checking inside the broken sandbags that was used as protection during the demolition, they started to clean the area from the broken sandbags and vegetation. No matter if the "weapons of mass destruction" (WMD) argument brought forward by the U.S. in respect of the multinational military intervention in Iraq in 2003 was meant to be "real" or rather was "constructed": It is a fact that the WMD case, along with the new concept of security after 9/11, is real in its consequences for international WMD non-proliferation policy, collective use of force, and thus the U.N. security system. Education researcher Grace Fraser talks about her research on the founding and operation of integrated schools and the challenges of running them. She distinguishes between schools that were called integrated but did little in terms of programs, schools that were integrated and ran educational programs but did little to affect interaction, and those that intensively worked to teach children about tolerance and to involve principles of integration into all aspects of their programs. The Greek Cypriots made a clear choice to reject the Annan Plan for their country in a referendum in April 2004. The Annan Plan offered a dichotomous choice to the electorate to accept or reject a federal solution to reunite Cyprus. In this paper, the author investigates the Greek Cypriot population’s preferences for a solution to the Cyprus Problem by performing multivariate analyses of data obtained from one thousand Greek Cypriots following the April 2004 referendum. The analyses find that preferences for solutions are a function of age and attitudes towards the ability of the two communities to interact successfully. …

Deconstructing The “War Of All Against All”: The Prevalence And Implications Of War Metaphors And Other Adversarial News Schema In Time, Newsweek, And Maclean’S, Michael Karlberg, Leslie Buell

This study examines and critiques the discursive construction of a Hobbesian “war of all against all” in North American commercial news magazines. The prevalence of war metaphors and related adversarial news schemas is documented over a twenty year period, from 1981 to 2000, through an analysis of TIME and Newsweek, along with their Canadian counterpart Maclean’s. After documenting the pervasiveness of these discursive constructs, the paper discusses the underlying causes and potential consequences of these patterns in commercial news discourse. Individuals both within and outside the legal profession have been drawn by the ‘promise’ of mediation. In it they see a means for facilitating communicative exchanges between actors in conflict, which they view as a dramatic improvement on the adversarial practices of the formal legal system. However, despite the appeal of mediation to potential practitioners, there is not yet sufficient consumer demand to sustain the number of people who possess mediation skills. Scholars and practitioners working with protracted conflicts in polarized communities have long recognized the complex dynamics between intragroup disputes and intergroup relations in these settings. In fact, the multitude of factors interacting within and between groups in these conflicts, and their tendency to change over time, largely contributes to their intractable natures. Unfortunately, the ability of scholars to conduct research on such dynamic phenomena has been largely constrained by the atomistic, linear approach of traditional research models and methods. The individuals who negotiated the peace agreement that ended the war in Bosnia and Herzegovina considered ethnicity to be the most salient division within Bosnian society. Consequently they organized Bosnia's political structure around ethnic representation. While it is doubtful that peace in Bosnia would have been possible without guarantees for ethnic-based political representation, such guarantees have proven insufficient for building a functioning, stable, and cohesive state. The Anti-Personnel Landmine Regulation mandates an overall assessment of all EC mine action every three years. This report contains the first such assessment for the period 2002-2004. The total funding by all EC budget lines for 2002-2004 for mine action was about 116M, of which the horizontal mine action budget line was nearly 40% at 45M. The total for the same period for all EU mine action, including contributions by Member States, was about 410M, of which the dedicated budget line is just 11%. As the result of field experience gained in Egypt and Angola, the Humanitarian Demining Program Management Office (HDPMO) of the U.S. Army Research, Development and Engineering Command (RDECOM), Communications-Electronics Research, Development and Engineering Center (CERDEC), Night Vision and Electronic Sensors Directorate (NVESD) undertook the design and fabrication of a heavy-soil cultivator to lift buried antitank (AT) and antipersonnel (AP) mines to the surface and move them off to the side in windrows.
