The 8MSP was a formal meeting of the 156 States which have accepted the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction. It was held in accordance with Article 11 of the Convention and pursuant to the decisions of the 2004 First Review Conference and the 2006 Seventh Meeting of the States Parties (7MSP).

On 01 November 2007 at 09:50 am an accident happened on [the Victim] deminer of section # 2 of the mentioned team. The victim deminer was walking around and wanted to cross the boundary of the MF using unclear area that suddenly he stepped on an AP mine and caused it to explode. The accident happened during rest time of the team and the deminer was without PPE, so as a result of the accident he lost his left leg, sustained right foot ankle joint fracture and some other minor injuries to other part of his body.

22 October, 1045 hrs, as the tractor moves back down the track after completing the first plough run an explosion occurs under the rear left wheel, this splits the tractor in two and kills the driver. Map and photographs attached. Immediate action drills were carried out by the SEOD officer [Name removed], (who was at one end of the plough run and 58m from the blast and the tech survey team who were at the other end of the plough run and 176m from the blast.

On 18 October 2007 at 10:45 Hrs, the accident occurred on [the Victim] deminer of [Demining group] DT-4, while he was excavating a signal. As a result of the accident his left foot palm [sic] was injured and as he was fully dressed with PPE, other parts of his body remained unharmed.

On 13/12/2007 at 11:05hrs a demining accident happened on a deminer named [the Victim] as he was working on a detected signal using a pick; suddenly his pick hit top of an YM1 Iranian AP mine and caused it to explode. As a result of the explosion the victim deminer got injuries to his face, eyes and fingers of his right hand.

On 9th Oct 2007 at 08:10 Hrs, the accident happened on [Victim No.1] the Asst. Team Leader of [Demining group] EOD-4 while he was shifting UXO to pit. There were three antipersonnel PMN-2 mines near to the UXO and the Asst. Team Leader has stepped on one of these mines which in result the mine exploded and cut off his right leg and he also received some injuries on other parts of his body.

I would like to commend Human Rights & Human Welfare for their recent roundtable on the Iraqi refugee crisis. The Roundtable rightly draws attention to the United States government’s woefully inadequate efforts thus far to address a major humanitarian crisis of its own making.

However, I do not agree with Professor Daniel Whelan’s assessment of “why Congress won’t act” on Iraqi resettlement. On 23 September 2007 while [Demining group] DT#5 was working in this MF as usual, [the Victim] one of the deminers detected a signal at 7:40 hrs and started excavation on it. While removing the excavated soil, an explosion happened and as a result he lost two fingers of right hand. The victim deminer had worn his PPE and visor which saved him receiving harms to vital part of his body like chest, abdomen and face.

One person, [the victim]; aged twenty-seven was injured in the accident whilst conducting an intrusive visual surface search within allocated and marked boundaries as part of a Battle Area Clearance operation. After the accident he was transported to the Jabel Amel Hospital in Tyre where he was admitted and treated before being discharged after twenty – eight hours.

The accident happened on a portion of unclear area while he touched a stone. As a result of the accident he lost his left hand from the wrist and his right hand thumb. After a brief break for refreshments, the group watched the movie, The Reluctant Prophet, by Fr. George Zabelka. This 1988 documentary explores Zabelka’s trips to Hiroshima and Nagasaki, Japan to ask for forgiveness for these terrible crimes. The film included footage of the Pantex Nuclear Bomb plant in Amarillo, Texas, that is producing 5-8 mega bombs per day and transporting 180 bombs every three months for the Trident subs. The film also showed how we knowingly napalmed Dresden. Napalm is immoral and we knew it meant death for all civilians, yet we did it. Without repentance for these actions, there …
