Like most UN reports, particularly those concerned with the doctrine of the "responsibility to protect" (RtoP), the latest report of the UN Secretary-General is filled with plenty of pious guff mixed in with the platitudes that engulf UN diplomacy. But buried within the blathering are also some disturbing prescriptions for how the UN envisages rolling out RtoP around the world. I want to draw attention to three specific points in order to consider what these tell us about RtoP as a political model. In this article, we examine a model of terrorism that focuses on the tradeoffs facing a terrorist organization that has two qualitatively different attack modes at its disposal. The terrorist organization's objective is to successfully attack at least one target. Success for the target government is defined as defending all targets from any and all attacks. In this context, we examine how terrorist entities strategically utilize an efficient but discrete attack technology e.g., suicide attacks when a more conventional mode of attack is available, and the optimal anti-terrorism measures.

The Third Meeting of States Parties (3MSP) took place in Oslo, Norway, from 11 to 14 September 2012 and gathered some 800 delegates from 60 States Parties, 30 signatory States, 31 observer States and 15 international organizations (see list below).The 3MSP was opened by Dr. Adnan Mansour, Minister of Foreign Affairs and Emigrants of the Republic of Lebanon. During the first plenary meeting, Ambassador Steffen Kongstad, Permanent Representative of Norway to the United Nations and other international organizations in Geneva, was elected by the Meeting as President of the 3MSP.

In its work, the Croatian Mine Action Centre (CROMAC) has found that various forms of media, from new Internet applications to newspapers and the radio, are uniquely situated to raise awareness among at-risk populations about the realities of landmines. To examine the media's effectiveness in mine-risk education, in 2008, CROMAC completed a study evaluating the Croatian media's coverage of landmine incidents and related news. With cooperation, CROMAC hopes better reporting about MRE programs will prevent mine accidents and create a more informed population.

As efforts to clear landmines and other explosive remnants of war from Libya continue, international deminers risk their lives to eliminate the risks to people in the area. On 3 March 2012, a suspected Type 84 anti-tank mine, a Chinese-made cluster munition, killed civilian contractor Kaido Keerdo in Dafniya, 180 kilometers (112 miles) from the Libyan capital of Tripoli. Although Estonia's Government has not deployed any demining specialists to Libya, Estonian mine-expert Keerdo was working for DanChurchAid as a demining technician after having served six years with an explosive-ordnance disposal unit in the Estonian military.
