As a field-based organization working in conflict areas and specializing in operations that address weapons and ammunition, NPA has proven that it is well placed to contribute to processes to develop and strengthen international policies, rules, and norms to better protect civilians and the environment from unacceptable harm. Building on the experience of our contributions to the global movements that successfully banned antipersonnel mines and cluster munitions, NPA will continue to have a strong voice on other unresolved or emerging weapons-related issues that call for an international response.

The Paradox Of Power-Sharing: Stability And Fragility In Postwar Lebanon, Amanda Rizkallah

This article examines the consequences of civil war and power-sharing settlements for the development of sectarian networks of mobilization. While power-sharing presents a viable mechanism for ending civil war, it allows the participating militias-turned-parties access to state resources and leaves their population networks and organizations intact. This continuity reduces the militias-turned-parties’ start-up costs for violent mobilization in the future, enabling them to mobilize more effectively than new parties with no combat experience. I exploit rich variation in the wartime legacies and settlement status of the major postwar parties in Lebanon to explain whether and how parties mobilized during the clashes …

This study investigates perceptions of the Liberian Truth and Reconciliation Commission (TRC), particularly focusing on understandings of, and the links between, truth, justice, and reconciliation. Forty-five semi-structured interviews were conducted at three research sites in Liberia. Findings indicate that although most Liberians agreed with the TRC in principle, most of those who followed its proceedings saw major problems in its implementation, harming perceptions of reconciliation. Participants expressed concerns that the Commission had failed to discover the full truth of wartime abuses, that the truth that was discovered was not told in the right way, and that there had been problems …

Just 15 years ago, landmines and other explosive remnants of war killed or injured nearly 10,000 men, women, and children every year—more than 25 every day. After the United Nations' mission in Liberia (UNMIL) ends on September 30, 2015, effective policing will be a security concern for Liberians. Liberians have expressed fear that conflict could return if ongoing police training programs do not sustain public safety. The purpose of this mixed methods study was to understand how UNMIL's training affected public confidence in the Liberia National Police (LNP). Ghana is considered an oasis of peace despite having the same mix of ethno-political competitions for state power and resources; north-south horizontal inequalities; ethno-regional concentrations of Christians and Muslims; highly ethnicised elections; a natural resource dependent economy; and a politically polarized public sphere, among others, that have plunged other countries in Africa into violent and often protracted national conflicts. Use of the conflict paradigm to explain Africa's conflicts glosses over positive deviance cases such as Ghana. This research examined the lived experiences of an Afghan Muslim male participant group. This study explored their immigration from a Southwest-Asian, highly non-secular society to a Western-style, liberal, secular nation-state. Further, this research was an examination of Muslim male identity as an attribute that is closely related to lived experiences, environment and cultural assimilation. Also, this study looked closely at the meanings that this Afghan Muslim male immigrant group attached to identity, as well as exploring their unique narratives during pre-immigration and post-immigration periods. This study defined family mediator effectiveness as ‘having a lasting positive impact on parties after mediation has concluded’. The purpose of this research was to uncover the nuances that give some family mediators effectiveness. This study used Husserl’s transcendental phenomenology as presented in the book, Idea: General introduction to pure phenomenology (Husserl 1962/1913). Since this was a phenomenological study, advanced family mediators shared their lived experience to provide valuable information. This thesis is an investigation of insurgency and counterinsurgency, how actors from within and without a country combat instability and how the security apparatus, coupled with peace building measures, can attain a monopoly on violence. The thesis uses Afghanistan as a case study to carry out this investigation, covering the time period from 2002 – 2011. Ultimately the thesis provides an assessment of the nation building project in Afghanistan in light of the research into insurgency investigating why the efforts of the security actors have, ultimately, failed to attain a monopoly on violence.

U.S. Foreign Policy In Pakistan: Bringing Pakistan Into Line With American Counterterrorism Interests, Henry E. Appel

This thesis is a review of U.S. foreign policy in Pakistan through a realist lens. It critiques the current state of U.S. policy and recommends that the United States prioritize national security interests, particularly with regards to counterterrorism, over building Pakistani democracy and running civilian aid programs. It then further recommends ways for the United States government to account for ground level dynamics in Pakistani politics in crafting foreign policy aimed at bringing Pakistan into line with U.S. counterterrorism priorities.

Using narrative research study founded in social constructionism, I explored the lived experiences of thirty Afghan humanitarian aid workers in Kabul, Afghanistan, to discover how they experienced the war on terror. Ten participants were individually interviewed and their stories, personal experiences, perceptions, and voices have been presented in this study. I also facilitated a focus group of twenty Afghan NGO directors, and their views are echoed in the study. This dissertation investigated how the Gikuyu people of central Kenya understood justice, forgiveness and trauma healing or their absence during a decade of intra-group reciprocal violence. This qualitative research study employed the narrative research method utilizing the "Williams Model" (Riessman, 2008). Field interviews were guided by a primary research question: What do the narratives of perpetrators and victims in reciprocal violence reveal about their understanding of justice, forgiveness and trauma healing or their absence? Fourteen research participants aged 78 to 92 years shared their full narratives. Current conflict analysis literature overwhelmingly centers on the victims and less on perpetrators. The …

This phenomenological study examines the lived experiences of bloggers who focused on the gay, lesbian, bisexual, and transgender (LGBT) movement in the United States to understand the impact bloggers and their work as online activists have on existing LGBT social movement organization and operation. Through the identification of consistent behaviors, a personality like condition is recognizable, and the underlining motivations dictate national policy independent of any current social/political influence. This paper critically revisits the A-bomb victims' plea for cosmopolitan commemoration that takes humanity, rather than nationality, as a primary frame of reference. To this end, I first elaborate the nature of cosmopolitan commemoration espoused by A-bomb victims in Hiroshima and Nagasaki in comparison with another form of cosmopolitan commemoration pertaining to the Holocaust victims. I then analyze limitations in these cosmopolitan commemorations and explore how they can be transcended. In light of my critical analysis, I argue that genuinely cosmopolitan commemoration, a prerequisite for reconciliation and world peace, will appear on the horizon if the commemorations of the two …
