Conflict forecasts are crucial to Combatant Commanders’ understanding of the dynamic environment encompassing countries within their area of responsibility. The current structure of the Combatant Commands (COCOMs) is rooted in geography by grouping nations in geographic proximity to the same regional command. However, leaders today question the effectiveness of the current structure. A novel modified k-means clustering algorithm is developed and implemented that groups countries based on data similarities and geographic proximity resulting in new COCOM groupings that improve conflict forecasts. Decisions to intervene in a foreign country to prevent genocide and mass atrocities are among the most challenging and controversial choices facing national leaders. Drawing on techniques from decision analysis, psychology, and negotiation analysis, we propose a structured approach to these difficult choices that can provide policy makers with additional insight, consistency, efficiency, and defensibility. ASEAN member states represent a region that has experienced a dramatic reduction in mass atrocity crimes in the last forty years. Scholars have identified three structural explanations for this reduction: the decrease in the use of mass atrocities as a tool of war, rising incomes, and the spread of democracy. The evolution of complex and contested human rights norms during this same period contributed significantly to the positive role played by the three structural factors in the decline of atrocity crimes. This article investigates the prevalence and determinants of fear as a consequence of living through armed conflict. We use survey data from Nepal during the armed conflict (1996–2006) to examine how trauma, sex and gender, age, marriage, and household size affect fear of violence. We also disaggregate types of worry, and find substantial variance on whether respondents were more concerned about livelihood consequences of conflict than physical danger. We supplement quantitative analyses with discussion of in-depth interviews from the study area on these same topics. This article focuses on challenges in the commemoration of war dead for peace education, drawing on modes of remembrance of the war dead in Germany as an informative case: In Germany’s official remembrance culture ‘all victims of war’ are mourned. Yet in public and in private divided narratives and interpretations have been cultivated. This article maps two distinct bodies of thought before moving to a synthesis discussion, which proceeds in dialogue with the contributions of Pope Francis to fostering substantive peace. The first section presents select challenges and promises of employing inter-religious dialogue as a tool for peacebuilding. The article then positions papal contributions coupling inter-religious dialogue and peacebuilding. A synthesis section analyzes how Francis is buttressing this connection in particular ways with reference to his notion of building up cultures of dialogue and encounter. A Comparison Study Of The Typologies Of Terrorist Organizations Using Geographic Information Systems, Michael Alaimo, Yonghong Tong

This study uses a geographic information system (GIS) and a zero-inflated negative binomial regression model to evaluate if terrorist organizations that display a higher level of abstract/universal characteristics are more lethal in individual terrorist attacks than those organizations that exhibit a higher level of limited/political characteristics The results from the zero-inflated negative binomial regression model indicate that indeed there is an association between organizations that demonstrate a higher degree of abstract/universal characteristics and higher fatality rates in individual attacks. Likewise, terrorist organizations with a greater degree of limited/political characteristics were determined to produce less fatalities in individual attacks.

In 2018, the International Campaign to Ban Landmines – Cluster Munition Coalition (ICBL-CMC) encouraged the universalization and full implementation of the Mine Ban Treaty and Convention on Cluster Munitions, with a focus on three goals:

• No more use of landmines or cluster munitions
• A significant decrease in land contaminated by landmines and cluster munitions
• Measurable progress in the quality of life for victims of mines and cluster munitions

This was done through advocacy activities and through the publication of the most comprehensive research data on landmines and cluster munitions in Landmine and Cluster Munition Monitor reports.

These questions are crucial for understanding the role of the military in democratization, given competing expectations in the literatures on civil-military relations, pacted transitions, and civil resistance. Why do some ceasefires last for days, while others last for months or years? Previous research on ceasefires has not directly considered the question of ceasefire durability, or has focused solely on the dynamics of ceasefire durability in interstate war. In order to address these knowledge gaps, this study explores the question of ceasefire durability in the context of ethnic civil wars. It is hypothesized that ceasefire durability is related to belligerents’ territorial satisfaction, relative power, and actor cohesion.
