This article examines the difficulties in the implementation of gender mainstreaming in the Public Policy of Medellin’s women, under the lens of the meta-governance literature. The purpose is to determine how the problems of coordination between actors and means of governance have influenced incorporation and implementation processes of this international strategy, within the Municipal Administration of Medellin, and especially for the period 2012-2015. For several decades, the so-called public policy turn has become more relevant in the context of Latin America in general, and Colombia in particular. Both in the political and academic spheres, research projects or intervention have been put forward which, directly or indirectly, relate to a vague and general notion of "public policy." However, the advances in the specific field of the policy theory are timid. Given the inexistence in Spanish of an introductory synthesis to prospective policy analysis, this article proposes its conceptual and historical bases, the analysts' work and skills, and the ways to approach it, listing some of the most used methods and techniques . For this, the article reviews an important part of the English literature on the subject, organizing it descriptively for pedagogical and analytical purposes. The purpose of this study is to trace Hugo Chavez’s transition-towards-Socialism efforts in Venezuela between 1999 and 2008, and by means of discourse analysis. Through combined qualitative and quantitative analyses of a random transcript sample from the ‘Aló Presidente’ Sunday program, the study: 1) analyzes the president's discourses that have to do with production relations, for the purpose of clarifying the trajectory of Hugo Chávez's policies regarding these, and in associated models of production; 2) identifies the discursive strategies employed by Hugo Chávez to legitimize and push forward changes in the very production relations that he promoted. The analysis of collective action from Medellin’s cycling advocacy groups on the political agenda of the city, when seen through an Interpretativist Theoretical Perspective, is a reflection of the actual gap between the citizens and the public policy. This fact gives importance to the contexts, local knowledge, and the citizenry’s arguments. The case study is in itself a tool of methodological inquiry. Empirical evidence is gathered by applying semi-structured interviews, direct observation, and documentary review. Such evidence is systematized using matrixes and map-analysis. Workforce Well-Being: Personal And Workplace Contributions To Early Educators' Depression Across Settings, Amy M. Roberts, Kathleen C. Gallagher, Alexandra Daro, Iheoma Iruka, Susan Sarver
Buffet Early Childhood Institute Reports and Publications
Building on research demonstrating the importance of teachers' well-being, this study examined personal and contextual factors related to early childhood educators' (n =1640) depressive symptoms across licensed child care homes, centers, and schools. Aspects of teachers' beliefs, economic status, and work-related stress were explored, and components of each emerged as significant in an OLS regression. After controlling for demographics and setting, teachers with more adult-centered beliefs, lower wages, multiple jobs, no health insurance, more workplace demands, and fewer work-related resources, had more depressive symptoms. Adult-centered beliefs were more closely associated with depression for teachers working in home-based settings compared …

The community school model is rooted in John Dewey’s (1902) conceptualization of the public school as a hub for the community. The model has recently been identified as part of New York City’s school turnaround strategy and continues to gain prominence nationally, because of this, it is essential to identify the key components of an excelling leadership partnership. This dissertation describes findings and recommendations from interviews with principals and community school directors in ten New York City community schools. The implementation of the high school admissions process in the New York City Public schools, has re-defined the work and identities of professionals working the screened high school-programs. This study uses descriptive statistics culled from the Directory of New York City High Schools for 2007 and 2017, and interviews with school personnel from three screened school-programs, to review the impact of the implementation of this process during its first full decade in existence. These data establish the fact that screened school-programs are experiencing the phenomenon of marketization by way of their admissions process. This thesis investigates the intertextuality of language policy, K-12 TESL pedagogies, and EL identity construction in the perpetuation of unjust TESL practices in these contexts. By examining the power structures of English language ideology through critical discourse analysis of recent California language policy, this thesis demonstrates English language teaching’s intrinsically political nature in K-12 education through negotiations and exchanges of power. Currently, sociolinguistic approaches to TESL and second language acquisition acknowledge the value of language socialization teaching methods. The ‘paradox’ in this title refers to a set of contradictions that sit at the heart of education policy in many school systems. Policymakers in these systems want things that, if not inherently at odds, are nevertheless in tension— such as a tightly defined set of national standards and a broad and balanced curriculum; academic stretch for the most able and a closing of the gap between high and low performers; choice and diversity and equity; and so on. Charter schools have been a part of the educational landscape in New York City since the first New York charter school opened in Harlem in 1999. We define a charter school as any school that (1) operates based on a formal charter in place of direct school district management and (2) reports its finances independently from the school district. We define all other public schools as district schools. According to the New York State Department of Education (NYSDoE), New York City was home to 1,575 district and 183 charter schools in Fiscal Year 2014 (FY2014). Seven percent of all public …

In February 2017, a survey regarding diversity and school climate was administered by the Diversity Committee based off of the National Climate Survey developed by the Gay, Lesbian and Straight Education Network (GLSEN). There were a total of 577 students that took the survey. Those students who had incomplete surveys (n = 20) or who marked all possible choices for sexual orientation (n = 3) were excluded from the data analysis, and the remaining 554 respondents were considered “authentic.”Of the 554 authentic respondents, 203 were sophomores, 169 were juniors, 176 were seniors, and six did not indicate their grade level. …

The US has a critical need to produce more STEM graduates and that need is exponentially more critical in Arkansas. Arkansas currently ranks last in the percent of STEM degrees conferred compared to overall degrees awarded. Students intending to pursue a STEM four-year college degree who start at a two-year college are significantly less likely to succeed in earning that degree. Arkansas passed Acts 672 and 182 aimed at strengthening the success of students who transfer from two-year colleges into four-year institutions. The New Jersey Cultural Competency and English Language Learners Summer Institute and Mentoring Program hosted its 10th Anniversary, Three-Day Learning Institute, Aug. 23-25, 2016, with the theme, World Changers: Inspiring Cultural and Linguistic Excellence for Children, Parents and Teachers. After the Three- Day Learning Institute, classroom teachers were assigned a mentor who provided monthly supports to the classroom teachers in the adoption English language learners and cultural competency strategies with the goal of creating culturally and linguistic responsive classrooms. We consider situations in which public charter school lotteries are neither universally conducted nor consistently documented. Such lotteries produce “broken” Randomized Control Trials, but provide opportunities to assess the internal validity of quasi-experimental research designs. Here, we present the results of a statewide charter school evaluation using a broad-based student matching evaluation design, and run two additional analyses using the charter application wait-lists as robustness checks. Our additional models, which address concerns of self-selection by using only charter applicants as matched comparison students, yield similar effect estimates and thus provide support for the use of matching designs in charter school …

School choice reforms comprise a broad category of policies aimed at improving public education through the introduction of market forces that expand customer choice and competition between schools. Here we summarize our research to date on the effects of a large statewide school voucher initiative, the Louisiana Scholarship Program (LSP), and draw the following conclusions: • Overall, participating in the LSP had no statistically significant impact on student English Language Arts (ELA) or math scores after using an LSP scholarship for three years. • The subgroup of students who were lower achieving before applying to the program did show significant …

The signifier ‘alternative’ in education has largely shifted from progressive or humanizing pedagogies to deficit framings requiring alternate graduation criteria. This development is part of broader neoliberal educational reform efforts that disrupt longstanding conceptions of teachers’ roles. This study serves to investigate long-term teachers’ understandings of their shifting roles in one secondary-level alternative education program in New York City. Specifically, this narrative analysis study explores participating teachers’ meanings around agency and their ability to form the relationships that they argue are central to meaningful pedagogies. The Louisiana Scholarship Program (LSP) offers publicly-funded vouchers to students in low-performing schools with family income no greater than 250 percent of the poverty line, allowing them to enroll in participating private schools. Established in 2008 as a pilot program in New Orleans, the LSP was expanded statewide in 2012. This report examines the experimental effects of using an LSP scholarship to enroll in one’s first choice private school on student achievement in the three years following the program’s expansion. Large negative achievement effects in the first year of the program appear to have been followed by improvement in the …

The debate over school vouchers continues as more states offer government dollars to fund private schooling for students as a method of improving choice and quality in K-12 education. Previous research in the charter school sector has found that special education enrollment discrepancies between charters and traditional public schools is likely due to a mixture in parental choice making, differential identification practices, and the removal of special education labels. Since school voucher funds are public, policymakers fiercely debate how those funds should be spent. A goal of many decision-makers is to ensure that every private school option is “highquality” through program accountability regulations. Private schools, however, have a say in the matter. They can decide whether or not to participate in a private school choice program and likely factor the type and level of program regulations into that decision. We examine the impacts of private school regulations on the supply-side of voucher programs in D.C., Indiana, and Louisiana. Private schools value their autonomy.
