This research project describes the leadership roles of the municipal Chief Administrative Officer (CAO) in smaller municipalities through two profiles of experienced professionals working in southwestern Ontario. The CAO is the organizational superior to all municipal employees. The position is the main conduit between council and administration, and is ultimately responsible for policy development and implementation. The profiles were developed through semi-structured interviews. On a much smaller scale, this replicates the method employed by Siegel in his 2015 book, Leaders in the Shadows: The Leadership Qualities of Municipal Chief Administrative Officers (University of Toronto Press). Development of an effective vaccine became a worldwide priority after the devastating 2013–2016 Ebola disease outbreak. To qualitatively profile the humoral response against advanced filovirus vaccine candidates, we developed Domain Programmable Arrays (DPA), a systems serology platform to identify epitopes targeted after vaccination or filovirus infection. We optimized the assay using a panel of well-characterized monoclonal antibodies. After optimization, we utilized the system to longitudinally characterize the immunoglobulin (Ig) isotype-specific responses in non-human primates vaccinated with rVSV-ΔG-EBOV-glycoprotein (GP). There is little data available on the complex cause and effect of delayed hospital discharge; however, some evidence suggests that long-stay patients tend to be complex, older, and sicker. In Maine, a 2014 Maine Health Association report found complex hospital patients were waiting weeks, months and sometimes over a year in Maine Hospitals before accessing long-term services and supports. In response to these concerns around delayed discharge from hospitals, the First Regular Session of the 127th Maine Legislature created the Commission to study Difficult to Place Patients. Self-confidence which is a building block of self-efficacy is hypothesized to be malleable and increased through training. Although a significant fraction of public transit riders in the United States are immigrants, relatively little research explores whether immigrants have unique transit experiences. This paper analyzes intercept survey data from 1,247 transit riders in the San Francisco Bay Area to explore how mode choices and travel experiences differ for low-income immigrants compared to higher-income immigrants and US-born residents. We find that some public transit experiences are similar across all immigrant status and income groups, while in other ways low-income immigrants differ from their higher-income counterparts or from US-born respondents. Vertical equity and the maximization of farebox revenue are important but conflicting goals in the development of fare policy in the United States. Reducing fares for low-income riders reduces revenue for a transit agency, while increasing fares could disproportionately impact lower-income riders. This paper details this conflict, explores strategies that could account for both goals, and evaluates fare programs in the United States. Two types of low-income strategies are discussed: first generation strategies and targeted subsidy strategies. First generation strategies have several limitations that targeted subsidy strategies account for; first generation strategies focus more on supply, while targeted subsidy strategies …

This paper investigates the nexus of transit and rural livability as demonstrated by case studies in the North Dakota communities of Valley City and Dickinson. While there are many factors that influence the livability of a rural community, transit is believed to be an important contributor. For each of the two North Dakota communities considered, public/resident surveys, local transit rider surveys, and stakeholder interviews were conducted to understand differing opinions on livability and how transit contributes to livability.

One feature of the Dodd-Frank Act is the elimination of too-big-to-fail (TBTF) banks. TBTF is a government guarantee of large banks that has been shown to increase the value of these banks, so removing the guarantee should result in a price decline of TBTF bank stock. Using event study methods, we find very limited reaction to the process of eliminating TBTF. Specifically, there is limited reaction among the largest banks and banks receiving special attention, such as Systemically Important Financial Institutions (SIFI) banks. Instead, smaller banks not receiving special attention show some evidence of negative returns with the elimination of …

The discoverability and admissibility of post-accident “preventability” determinations by trucking companies is often much disputed in truck accident cases. It is well known that Plaintiff’s attorneys will try to construe a trucking company’s classification of an accident as “preventable” as an admission of fault during the course of a lawsuit. However, statements made by the FMCSA provide significant support to a trucking company’s efforts to preclude discovery or admission of preventability determinations in a lawsuit. This article analyzes recent developments regarding public lands and their management, focusing on state demands to gain control over federal lands and controversies over national monument designation and the legality of monument reductions. I place recent conflicts over public lands in historical context and show that they are, for the most part, nothing new. Since the 1890s, when the first forest reserves (now national forests) were established, there have been calls to transfer much of the federally managed public lands to states for their management or sell them to private interests. This report analyzes the most common bundles of public assistance benefits for low-income residents of Massachusetts. The findings can be used to better understand the relative success of these public assistance programs at reaching low-income target populations. Maximum difference scaling was used to analyze the importance logistics students attach to 17 job attributes for internships as well as for full-time, entry-level positions. Significant differences in importance were found on nine of the 17 attributes tested. Room for advancement was the most important criterion for full-time positions while atmosphere/work environment was most important for internships. Implications for practitioners, academics and students are discussed. Surveys of retail security directors show that almost half of those polled had been the victims of a supplychain disruption directly related to cargo theft. This is a significant increase from just five years ago. In order to fully understand the issue of cargo theft, retailers need to know why it exists, who is perpetrating it, how risk can be reduced, and ultimately how to react to a loss. This article explores a number of dimensions of the issue, and offers several suggestions for mitigating the risk and dealing with theft after it occurs.

In light of the growing emphasis on quality reporting, it is important to understand factors influencing RHC readiness to participate in quality reporting including the Merit-Based Incentive Payment System (MIPS), Medicaid, and commercial payer quality reporting programs. This article analyzes the strategic allocation of presidential campaign visits in 2016. In particular, we test whether each campaign disproportionately targeted its presidential versus vice presidential candidates’ visits toward voters with whom they shared a salient demographic or political characteristic. Our purpose in doing so is to discern whether—and, if so, among which groups—the campaigns perceived the candidates as having a strategic advantage in appealing to affiliated voters. To this end, we analyze an original database of 2016 campaign visits that includes local population characteristics for each host site. Our results indicate that each ticket’s visits were highly coordinated across …
