On April 4, 2011, the U.S. Department of Education issued a Dear Colleague Letter on campus sexual assault reaffirming the intent of Title IX, the 1972 law that prohibits discrimination sex-based under any education program or activity receiving federal financial assistance. In response to growing concern over due process rights for defendants, in September 2017 the guidance was rescinded. Public policy continues to evolve, leading to potentially lasting institutional changes on many college campuses. These developments include the formalization of campus investigations and adjudications, the development of campus coordinating committees and expanded support mechanisms for victims. Utilizing a validated risk assessment tool to predict future offending is recommended as best practices in corrections by a number of professional organizations (Latessa & Lovins, 2010). Guided by the risk-needs-responsivity model, risk assessment tools have evolved to help inform criminal justice practitioners by identifying offenders most in need of intervention or supervision, guiding the case plan to optimize outcomes (Bonta & Andrews, 2007). Research has consistently linked residual trauma-related shame among child sexual abuse (CSA) survivors to sexual revictimization, health risk behaviors, and poorer response to mental health treatment. However, questions remain regarding the imprint of childhood maltreatment on trauma-related shame including which CSA characteristics or types of childhood maltreatment contribute to residual shame in adulthood. The Last-Mile Problem refers to the provision of travel service from the nearest public transportation node to a home or other destination. Last-Mile Transportation System (LMTS), which has recently emerged, provide on-demand shared transportation. We consider an LMTS with multiple passenger types—adults, senior citizens, children, and students. The LMTS designer determines the price for the passengers, last-mile service vehicle capacity, and service fleet size (number of vehicles) for each last-mile region to maximize the social welfare generated by the LMTS. As the initial US observer, David Rawson participated in the 1993 Rwandan peace talks at Arusha, Tanzania. Later, he served as US ambassador to Rwanda during the last months of the doomed effort to make them hold. Despite the intervention of concerned states in establishing a peace process and the presence of an international mission, UNAMIR, the promise of the Arusha Peace Accords could not be realized. Instead, the downing of Rwandan president Habyarimana’s plane in April 1994 rekindled the civil war and opened the door to genocide.

In Foreign Intervention in Africa after the Cold War—interdisciplinary in approach and intended for nonspecialists—Elizabeth Schmidt provides a new framework for thinking about foreign political and military intervention in Africa, its purposes, and its consequences. She focuses on the quarter century following the Cold War (1991–2017), when neighboring states and subregional, regional, and global organizations and networks joined extracontinental powers in support of diverse forces in the war-making and peace-building processes. During this period, two rationales were used to justify intervention: a response to instability, with the corollary of responsibility to protect, and the war on terror.

There are several competing beliefs regarding how political factions at the sub-state level choose to align and realign during a state of armed conflict. This research draws upon current literature to provide a framework for comparing the Anbar and Baghdad Awakenings of 2006–2007. This research concludes that alignment and alliance building is a process based on structural constraints only at the point of institutional maturity, therefore the critical point in the realignment process for the U.S. military is at a point between an individual’s realignment and the wider community’s perception of their success.

This essay identifies the systems fallacy: the mistaken belief that systems-analytic decision-making techniques, such as cost-benefit or public policy analysis, are neutral and objective, when in fact they normatively shape political outcomes. The systems fallacy is the mistaken belief that there could be a nonnormative or scientific way to analyze and implement public policy that would not affect political values. That pretense is mistaken because the very act of conceptualizing and defining a metaphorical system, and the accompanying choice-of-scope decisions, constitute inherently normative decisions that are value laden and political in nature. Little is known from research about how to motivate youth to choose non-car mobility, especially specific Portland-area youth. Understanding the current attitudes, beliefs, and behaviors of youth in relation to non-car mobility contributes to the sustainability of a long-term transportation system. Transportation system-related beliefs and behaviors of youth are likely to influence their willingness to access and support transportation services as adults. Today’s youth are tomorrow’s riders, bikers, walkers, voters, and transportation planners. Thus, it is important to develop age-appropriate messaging strategies and tactics that promote youth non-car mobility.

This article uses research about non-timber forest products (NTFP) gathering in Seattle, Washington, USA to examine how people gain access to natural resources in urban environments. Our analysis focuses on gathering in three spaces: parks, yards, and public rights of way. We present a framework for conceptualizing access, and highlight cognitive mechanisms of access associated with foragers’ internal moral judgments about harvesting. Key findings are: (1) internal moral calculations about whether it is right or wrong to harvest a particular NTFP in a particular place are an important but previously unacknowledged mechanism governing resource access; and (2) these calculations may …

On the surface, caring and the military appear to be opposites. The stereotypical image of the military giving and obeying orders does not conjure up images of leaders caring for their subordinates. In reality, caring for subordinates and caring for the mission could help leaders form stronger relationships with subordinates, because subordinates may have confidence that their leaders will not recklessly send them into harm’s way. This report summarizes results from a survey administered in spring 2018 to 501(c)(3) charitable benefit nonprofit organizations across Oregon. The survey was developed by Portland State University in collaboration with the City Club of Portland’s Earthquake Report Advocacy Committee (CCERAC) and the Nonprofit Association of Oregon (NAO), following Sutton & Tierney’s (2006) and Ritchie, Tierney, & Gilbert’s (2010) classification and previous survey. Little research has addressed questions involving the possible interdependence between work stress, family stress, and commuting stress: Do workers having many demands from work and family life get more stressed out from a stressful commute? Or do stressed workers try to cope with work and non-work stress by choosing more relaxing travel modes?
