Armed conflict and its consequences do not discriminate according to gender. It affects all people. During an armed conflict, women are the majority of civilian victims: they are forcibly displaced, their family members are killed, and they suffer sexual abuse and torture. However, most peace processes have been exclusively controlled and led by men, while women and women’s issues are usually not included in peace negotiations or resulting agreements. Change management experts suggest that when readiness in an organization is high, the organization is better able to initiate and sustain a major change. Staff in organizations that are ready for change are more likely to exert greater effort, persist in the face of obstacles, and display cooperative behavior. In organizations where staff are not ready for change, implementation and evaluation of a new intervention can be very difficult. Scholars embrace multilevel governance as an analytical framework for complex problems, such as climate change or water pollution. However, the elements needed to comprehensively operationalize multilevel governance remain undefined in the literature. This paper describes the five necessary ingredients to a multilevel framework: sanctioning and coordinating authority, provision of capacity, knowledge co-production, framing of co-benefits, and inclusion of civil society. The framework’s analytical utility is illustrated through two contrasting case examples – watershed management in the U.S. and air quality management in China. The framework balances local and central actors, which can promote a more effective governance regime.

The Virginia Department of Social Services (VDSS) was the first QIC-WD site to select a workforce intervention. VDSS learned from the field that many workers leave the agency because they feel overloaded with paperwork. In Virginia, 2,400 Family Services Specialists (FSS) representing 120 local departments of social services (LDSS) perform child welfare and adult protective services. These FSS must document case notes for all interactions with clients, families, and service providers. FSS often manage several high-priority cases and need tools to complete their required documentation in a timely and high-quality manner. How Much Do Users Value A Network Expansion? Evidence From The Public Transit System In Singapore, Eric Fesselmeyer, Haoming Liu

We estimate the network effects of a public transit system by examining the impact of its expansion on housing prices. Our results show that a major expansion of Singapore's Mass Rapid Transit (MRT) system increased the price of apartments within 0.5 km of a pre-expansion station by 1.8% relative to apartments that were further away from a station. Evaluated at the mean housing price, the expansion increased the value of pre-connected apartments by at least S$455 million in aggregate, which is equivalent to 9% of the estimated S$5 billion cost of the expansion.

The response to the first part is a careful, completely non-technical exposition of the fundamentals for IRT models. It differentiates IRT models from other models by providing the rationale underlying IRT modeling and by using graphs to illustrate two key properties for data items. The National Oceanic and Atmospheric Administration’s (NOAA’s) Economics: National Ocean Watch (ENOW) provides an annual time series of select employment, establishment, wage, and gross domestic product data for all 30 U.S. coastal and Great Lakes states as far back as 2005. As detailed in Section 4 of this report, ENOW covers 47 six-digit NAICS industries across the following six ocean- and Great Lakes– dependent sectors of the economy:

The trucking industry faces a number of issues as it tries to meet growing demand for services. Trucking services are stifled by three factors: (1) strict enforcement of hours of service requirements which preclude carriers from meeting scheduled appointments; (2) over-the-road driver shortages; and (3) the absence of tort reform or federal preemption to trump nuclear judgments which reach upstream to shippers and brokers. However, rail may be an alternative for a growing number of commodities. This article examines the viability of rail services for the wine industry.

Cloud removal is significantly needed for enhancing the further utilization of Landsat imagery, since such optical remote sensing satellite images are inevitably contaminated by clouds. Clouds dynamically affect the signal transmission due to their different shapes, heights, and distribution. Past literature has established that individuals who have been incarcerated face difficulties reentering the work force following their release, while finding and keeping a job can significantly reduce recidivism amongst individuals with prior criminal convictions. In attempt to improve employment outcomes, many local and state governments in the United States have initiated "Ban the Box" regulations. These initiatives delay inquiries regarding criminal history on job applications. Versions of ban the box regulations covering public sector employment have been enacted in 31 states and more than 150 local governments. Roughly seven years before an Olympic Games, the International Olympic Committee (IOC) accepts bids from countries to host an Olympics. Subsequently, the IOC determines and announces to the world who has won (and lost) the right to host. Contrary to prior evidence, we find the announcements do not affect the bidding countries’ stock markets. We complement prior studies by including additional, more recent, years of announcements, by investigating whether there are effects prior to the announcement, and by testing for an effect both parametrically and non-parametrically.

On 24 April 2013 more than 1,100 people died in the Rana Plaza garment factory collapse in Bangladesh. TV cameras focused on the victims of this horror – the garment workers, their unsafe and pitifully low incomes. Improvements were promised, by the factory owners, their international buyer customers, Bangladesh Government and civil society groups. This study sought to examine to what extent these promises had been delivered upon. Bangladesh is the world’s second largest exporter of ready-made garments. Rethink London was an innovative, community driven approach to planning whose main objective was to collaboratively engage the London community in creating a shared vision for urban development. Since the Immigration and Refugee Protection Act (IRPA) came into effect in 2002, Canada has stopped placing so much emphasis in the selection process on refugee skills and ability to integrate. Rather, emphasis is placed on resettling refugees who need protection. As a result, post-IRPA Government Assisted Refugees (GARs) arriving in Canada are younger and have higher needs than previous groups of GARs.
