The nation’s first high-speed rail project is under construction in California’s Central Valley as of the date of this report. This research analyzes the immediate economic impacts, focused on employment and spending generated by California High-Speed Rail (HSR) Construction Package 1 (CP1) in the Central Valley and the rest of California. The authors use a two-pronged approach that combines original economic analysis and modeling with case study vignettes that explore the economic impacts through the lens of a sample of businesses and individuals directly impacted by this phase of HSR development. Guided by the question, "What are the implications of national educational evidence standards for school librarianship research?," prevailing U.S. evidence-driven educational policies are examined to identify implications for school librarianship research; promising methods to contribute to building this evidence base are explored; and finally, progress on a long-term research agenda designed to enable school librarianship researchers to contribute evidence to educational policy is reviewed. As promising methods are explored, an actionable agenda is proposed that school library researchers can undertake to participate in a causal research environment.

Systematic reviews of research methods in the public administration field have assessed the progress of research practice and offered relevant recommendations to further develop research quality. But most recent reviews examine quantitative studies, and the few assessments of qualitative scholarship tend to focus on specific dimensions. This article calls attention to the overall practice of qualitative research in the field of public administration. The authors analyzed 129 qualitative studies published during a five-year period (2010–14) in the six top public administration journals, combining bibliometric and qualitative analyses. How Much Do Users Value A Network Expansion? Evidence From The Public Transit System In Singapore, Eric Fesselmeyer, Haoming Liu

We estimate the network effects of a public transit system by examining the impact of its expansion on housing prices. Our results show that a major expansion of Singapore's Mass Rapid Transit (MRT) system increased the price of apartments within 0.5 km of a pre-expansion station by 1.8% relative to apartments that were further away from a station. Evaluated at the mean housing price, the expansion increased the value of pre-connected apartments by at least S$455 million in aggregate, which is equivalent to 9% of the estimated S$5 billion cost of the expansion.

Existing approaches are either based on estimating the time cost of each road segment or designed heuristically in a non-learning-based way. Faith-based rehabilitation programs receive both praise and criticism from the criminal justice academic community. Critics argue they risk violating inmates’ constitutional rights by forcing them to participate and adhere to religious principles and activities. Supporters of faith-based programs claim that they reduce both recidivism rates and high incarceration costs. Current studies evaluating the effectiveness of faith-based programs have struggled to accurately define and measure either variable. This study compares two popular faith-based programs to a similar secular program to determine if there is a significant difference in recidivism rates using an independent t-test.

It further looks at how the factors differ in their influence across the three levels of e-information, e-consultation, and e-decision making. Institutional and technology variables are identified using the literature review of offline and online public participation (or e-participation).
