The Effects Of The Louisiana Scholarship Program On Student Achievement After Three Years, Jonathan N. Mills, Patrick J. Wolf

School Choice Demonstration Project

The Louisiana Scholarship Program (LSP) offers publicly-funded vouchers to students in low-performing schools with family income no greater than 250 percent of the poverty line, allowing them to enroll in participating private schools. Established in 2008 as a pilot program in New Orleans, the LSP was expanded statewide in 2012. This report examines the experimental effects of using an LSP scholarship to enroll in one’s first choice private school on student achievement in the three years following the program’s expansion. Large negative achievement effects in the first year of the program appear to have been followed by improvement in the …

Understanding The Factors That Make Public Participation Effective In Health Policy And Planning: A Realist Synthesis, Celso P. Pagatpatan Jr., Paul R. Ward

Although researchers argue for the importance of involving the public in developing health policy, there has been little focus on central research questions – such as what techniques of public participation work, in what circumstances, and why. This paper presents a realist synthesis which identifies and explains the underlying mechanisms and specific contextual factors that lead to effective public participation in health policy and planning. Peer-reviewed, English language literature was searched, which resulted in 77 articles for review and synthesis. This synthesis uncovered the underlying mechanism of ‘political commitment’ that generates public participation effectiveness. The other three possible underlying mechanisms, …

This brief is about the relationship between identifying as a transgender veteran, military sexual trauma, and mental health disorders. In policy and practice, transgender veterans who have experienced military sexual trauma should discuss the trauma history with a mental health provider, and health care providers should work with transgender veterans to connect them with proper counseling services. The DoD should work to reduce gender identity stigma within the military and the VA should research MST treatment effectiveness among transgender veterans. Suggestions for future research include using self-rated identity as a variable and determining more about the effectiveness of MST treatments …

The debate over school vouchers continues as more states offer government dollars to fund private schooling for students as a method of improving choice and quality in K-12 education. Previous research in the charter school sector has found that special education enrollment discrepancies between charters and traditional public schools is likely due to a mixture in parental choice making, differential identification practices, and the removal of special education labels. This study is the first experimental analysis of the impact of a enrollment in a private school choice program on special education identification and de-identification. Since school voucher funds are public, policymakers fiercely debate how those funds should be spent. A goal of many decision-makers is to ensure that every private school option is “highquality” through program accountability regulations. Private schools, however, have a say in the matter. They can decide whether or not to participate in a private school choice program and likely factor the type and level of program regulations into that decision. We examine the impacts of private school regulations on the supply-side of voucher programs in D.C., Indiana, and Louisiana. Private schools value their autonomy. During the past decade, computer models have predicted that the physical impacts of a nuclear exchange between India and Pakistan, or even a single strike on a large city, would be devastating. The social, economic, and political impacts – although less well known – would also be crippling and would reverberate throughout the world. Efforts to use “Armageddon estimates” to scare the people of India and Pakistan have thus far not significantly reduced the risk of nuclear weapons use in this turbulent region. The Riddle Of Malnutrition : The Long Arc Of Biomedical And Public Health Interventions In Uganda, Jennifer Tappan

More than ten million children suffer from severe acute malnutrition globally each year. In Uganda, longstanding efforts to understand, treat, and then prevent the condition initially served to medicalize it, in the eyes of both biomedical personnel and Ugandans who brought their children to the hospital for treatment and care. Medicalization meant malnutrition came to be seen as a disease—as a medical emergency—not a preventable condition, further compromising nutritional health in Uganda.

Rather than rely on a foreign-led model, physicians in Uganda responded to this failure by developing a novel public health program known as Mwanamugimu. The new approach prioritized …

[Excerpt] “In my most recent column, I expressed concern about the effectiveness of the constitutional decision rules that currently govern gerrymandering – the redrawing of electoral districts in a manner that favors the incumbent majority at the expense of those out of power.

Briefly, the Constitution has not been interpreted to prohibit redistricting with an eye toward advancing the interests of the political party in power. But it has been interpreted to bar legislators from redistricting on racial grounds – at least in most circumstances.

What are the cross-cultural experiences of Saudi sojourners studying in the United States that lead to intrapersonal identity conflict? Sojourner identity conflict is a foundational issue in culture shock and can promote or limit positive relationships between Saudi and American students. It is important to study Saudi sojourners’ cultural backgrounds and the factors that inhibit or promote assimilation into their host culture to ensure the success of cultural exchange through providing data needed to learn how to best ameliorate the dissonance caused by identity conflict. Eloquent, wise, generous; in short, “exemplary,” Kisêdjê political leaders are also said to be “animal-like” dangerous beings. For Anthony Seeger, this “ideological ambivalence” expresses the contradiction which constitutes the leader’s position-function, whose “political power” working at the center of the village derives from peripheral kinship affiliations. Moreover, supposed to withhold the group’s “norms”, he is surprisingly entitled to violate them–primarily, he is exempted from uxorilocality. I try to demonstrate that the inflections the leader subjects patterns of kinship-making process alter his body and agency, rendering him more or less human and, therefore, capable of mediating between the Kisêdjê and their …

The New York City Childcare Influenza Vaccine Mandate: A Case Study, Amy E. Metroka

Background. In 2014, New York City (NYC) became the third jurisdiction in the United States (US) to enact a childcare influenza vaccine mandate, after the states of New Jersey and Connecticut. The mandate was enacted by the NYC Board of Health by amending the NYC Health Code. The mandate’s goal was to increase vaccination rates among 6-59-month-olds attending city-regulated public and private childcare programs, including prekindergarten, to protect children, families, and the community against influenza. Children younger than 5 years are at high risk for severe illness and complications from influenza. Children are also known to be a major source …
