In 2010–2014, Semarang was involved as the big three city with high incidence rate of dengue in Central Java province. This study aimed to analyze the financing by the local government for Dengue preventive program in 2013-2015, as well as the resources gap. The health account approach was used to analyze spending by source, function, and provider. Total local government spending for dengue in 2013 were IDR 4.018.927.020,- increased by 101% in 2014 and increased by 218% in 2015. The largest expenditure for Dengue Preventive program is epidemiological surveillance and infectious disease control. There was no gap between available resources …

Public Health Center is the frontline in the basic health services that include non-specialist cases to be solved in this primary health care level. However, a report from BPJS Kesehatan in 2015 showed that there were 11.487 referral of non-specialist cases in Primary Health Cares (PHCs) in Sukabumi. This study was to determine factors associated with high referral rate of National Health Insurance’s members with non-specialist cases by PHCs in Sukabumi in 2015. This article shares insights from a five-year evaluation of the Oral Health 2020 network, an effort by the DentaQuest Foundation to align and strengthen efforts in service of a national movement to improve oral health. The evaluation helped to place the foundation’s journey in the context of a broader field seeking new approaches to achieve deep and sustainable social change.

This article presents the findings of a summative evaluation of the Marguerite Casey Foundation that was conducted on the occasion of its 15th anniversary. The evaluation was designed to gauge stakeholders’ perceptions of the foundation’s operations to facilitate organizational learning. In sharing these results, the authors seek to elucidate the role of evaluation as a learning practice within the field of philanthropy.

The article describes the foundation’s organizational elements and evolution and discusses key themes that emerged from qualitative data collected from foundation leaders and staff, as well as findings from a survey of current grantees.

In 2013, the Hartford Foundation for Public Giving began to offer unrestricted general operating support grants in response to grantees’ expressed need. The foundation hired Technical Development Corp., a Boston consulting firm, to evaluate the process and implementation.

This article shares early indicators of the impact of the new grantmaking approach on both grantees and the foundation. Grantee outcomes include enhanced infrastructure and financial health, continued progress on strategic plan goals, and more creative thinking about programs. Beyond the adoption of a new funding option, the decision led the foundation to modify its overall grantmaking process.

This article demonstrates the relevance of correctly accounting for inflation to foundation structure and programs – including, for example, in analyzing perpetual versus spend-down strategies and in comparing the cost-effectiveness of programs over different time periods. Investment teams must also be provided with return targets, which are highly sensitive to inflation and which in turn determine a risk estimate that must be considered by foundation fiduciaries.

These situations exhibit the growing need for more adaptive funding approaches, such as emergent philanthropy.

This article looks at an application of emergent strategy at the Colorado Health Foundation. Based on PMK No. 69 in 2013, capitation is set at the same tariff for all age groups and only distinguished for each primary health care. Capitation is not adjusted by individual risk. This study aimed to calculate the capitation by age, using cross sectional design. The result of this study was capitation by age groups at the primary health care level. It was indicated that there was different capitation between age groups, with higher capitation observed in the age group of 0-4 and ≥50 years old and declining in productive age.

In Lubuklinggau City, there has been problem inutilizing capitation and financing surplus (SiLPA) for approximately 23% per year. This research aimed to analyze the utilization of capitationin Lubuklinggau City 2014-2016. This qualitative study was implemented in SimpangPeriuk Health Center, Taba, Citra Medika and Swasti Saba which werethe lowest and highest SiLPA absorption, and data were collected retrospectively. Short-time compensation (STC) is an optional program within some state unemployment insurance (UI) systems that allows employers experiencing a temporary reduction in business to lower the average hours of employees in lieu of laying them off. Employer use of the STC option has been low in states with STC programs. We conducted demonstrations in Iowa and Oregon to evaluate the effectiveness of several interventions designed to increase employer awareness and use of STC, including disseminating information about STC to specific employers (members of the “treatment” group) over a 12-month period. In this brief, authors Dante Scala and Kenneth Johnson examine voting patterns over the last five presidential elections. They report that although rural voters and urban voters are often portrayed as polar opposites, their differences are best understood as a continuum, not a dichotomy. From the largest urban cores to the most remote rural counties, they found significant variations in voting. Hillary Clinton nearly matched Barack Obama’s 2012 performance in most urban areas. School choice reforms comprise a broad category of policies aimed at improving public education through the introduction of market forces that expand customer choice and competition between schools. Here we summarize our research to date on the effects of a large statewide school voucher initiative, the Louisiana Scholarship Program (LSP), and draw the following conclusions: • Overall, participating in the LSP had no statistically significant impact on student English Language Arts (ELA) or math scores after using an LSP scholarship for three years. • The subgroup of students who were lower achieving before applying to the program did show significant …

The signifier ‘alternative’ in education has largely shifted from progressive or humanizing pedagogies to deficit framings requiring alternate graduation criteria. This development is part of broader neoliberal educational reform efforts that disrupt longstanding conceptions of teachers’ roles. This study serves to investigate long-term teachers’ understandings of their shifting roles in one secondary-level alternative education program in New York City. Specifically, this narrative analysis study explores participating teachers’ meanings around agency and their ability to form the relationships that they argue are central to meaningful pedagogies.
