This article examines the work of William T. Vickers and describes how his theory about the flexible adaptation of the Siona-Secoya to their forested environment has spilled into their contemporary political life. Based on recurring fieldwork among the Secoya in Northeastern Ecuador, the article shows that “being flexible” has become a particular way of talking about and managing relations to powerful outsiders such as representatives of oil companies and government officials. The article brings together ethnography on the Secoya’s relationship to Occidental Petroleum Company in 1999–2001 and their turn to oil palm cultivation as subcontractors to a plantation company after …

The Great Recession has resulted in various changes in homeless populations in municipalities throughout the world. From “unsheltered homeless” in NYC to "rough sleepers" in London and to "sans-abris" in Paris, or "poblacion callejera" in Mexico City, the economic crisis of 2008 impacted economies in ways that put severe pressures on housing, particularly at the lower-income-level brackets. After all, the Great Recession was generated by a housing bubble, which then constricted capital markets for housing. After the immediate crisis, economic stabilization was followed by stagflation or deflation. There were flat or decreasing wages in the middle- to low-income brackets and …

The U.S.-Mexican border is a region discussed in public conversations; a place where vendors, disparate groups of people, public art, and many different levels of government converge; it is a place designed to be a gateway between countries. It is a public space, a place where substantive democracy should be paramount. This paper provides a theoretical overview of public space, democracy, and the main bureaucracy in charge, the Department of Homeland Security. The purpose of this study was to assess the relationship between economic determinants and student academic performance indicators of public school students in the State of Mississippi. It was hypothesized that public school districts with higher economic security leads to higher academic achievement. Data for the study were obtained through the Mississippi Department of Education Children’s First Annual Report for school year 2012 -2013, and the Annie E. Casey Foundation Kids Count Datacenter for 2013. Using bivariate analyses and multiple regression models, the results revealed that students’ academic performance indicators were statistically significantly with weak to moderate effects for each …

Corporate leaders with psychopathic traits are the subject of a growing scientific literature. Recently, scholars have begun to examine such personalities in public agencies. In this article, we relate psychopathic public leaders to research on toxic and destructive leadership, leader personality disorder, and the Dark Triad/Tetrad of psychopathic, narcissistic, Machiavellian, and sadistic personalities. Via a brief scenario, we illustrate how the term “corporate psychopath” might be used by lay employees lacking psychiatric expertise as a catchall term for any one of the four dark types in a leadership role. This paper addresses an important question: what can a highly complex public health situation such as the Dallas-Fort Worth Ebola outbreak tell us about the use of discretion by executive level public administrators? The public administration literature is rich with evidence of street-level bureaucratic discretion, but has not explored executive level discretion decision making. The authors argue that in highly complex situations of uncertainty, such as in the case of the Dallas-Fort Worth regional Ebola emergency response, the executive use of discretion translates to decisions under the conditions of uncertainty. The internationalization of higher education has become a politically strategic and economically promising policy area. As a result, the traditional authority and governance boundaries related to internationalization are becoming fluid. This paper focuses on the macro-regional internationalization strategies in Canada and the European Union (EU) in order to understand the changing dynamics of internationalization governance. By applying multi-level governance theory, the paper analyses and compares how internationalization is understood at the macro-regional level, revealing fundamental differences in the normative values. Violence in the City of Rockford, Illinois and surrounding cities has made the Rockford Police Department’s communication vitally important for shaping the future of the community. The primary objective of this project was to gain a greater understanding of how the local police department utilizes one particular communication channel: social media. While some research examining law enforcement’s use of social media exists, this study is unique as it specifically applies Fisher’s (1984) narrative paradigm and key concepts related to public relations functions including relationship building. This brief is about the relation between combat stressors, depression, and PTSD among female veterans. In policy and practice, health providers should refer female veterans to services if they have experienced military sexual trauma; the DoD and VA should conduct analysis on the experiences of service and veteran women, and how they can best support service women who experienced military sexual trauma. Suggestions for future research include using an expanded sample and more sampling strategies, as well as use clinical interviews to collect data.

Road safety concerns are a legitimate concern when promoting increased bicycle use. Currently, the share of bicyclist traffic fatalities and injuries is not proportional to its mode share, and presents both a public health concern and a disincentive to people taking up or continuing to bicycle for transportation. Bicycling is not an inherently dangerous activity; automobile drivers pose the most risk of harm in crashes with bicyclists. Despite that, drivers' attitudes and behaviors toward bicyclists have not enjoyed much systematic study, particularly in the United States. This paper argues for a dilemma: you can accept liberalism or immigration restrictions, but not both. More specifically, the standard arguments for restricting freedom of movement apply equally to textbook liberal freedoms, such as freedom of speech, religion, occupation and reproductive choice. We begin with a sketch of liberalism’s core principles and an argument for why freedom of movement is plausibly on a par with other liberal freedoms. Next we argue that, if a state’s right to self-determination grounds a prima facie right to restrict immigration, then it also grounds a prima facie right to restrict freedom of speech, religion, …

This paper will addresses access to health care in rural Quang Nam Province in Vietnam. In doing so, it will examine the existing literature surrounding healthcare in Vietnam and compare it with the shortage of physicians in the study area and how that impacts who is able to receive care. The research presented in this paper synthesizes this analysis with interviews conducted by the author with policymakers and health care professionals in the study area. The paper concludes by offering policy recommendations that may rectify the healthcare issues that pervade the study area.

This article argues that current research on school voucher programs misses a crucial point about the variability of vouchers’ effectiveness across school districts. Most research on school vouchers analyzes the effect of voucher programs on student achievement without engaging in a more fine-grained analysis to assess which districts see student success and which do not. This article seeks to correct course by synthesizing various strands of the leading research studies to conclude that vouchers have the strongest impact on the lowest- and highest-performing public-school students and in the most competitive school districts.
