Federal and state law prohibit government officials from accepting gifts or “emoluments” from outside sources. The purpose of gift bans, like restrictions on more explicit forms of bribery, is to protect the integrity of political processes and to ensure that decisions about public policy are made in the public interest — not to advance a private agenda. Similar considerations animate regulations on campaign funding and lobbying. Yet private entities remain free to offer gifts to government itself, to foot the bill for particular public projects they would like to see government pursue. Because current tax laws exclude employer-paid health insurance premiums from employees’ taxable wages and income, employer-sponsored insurance remains the primary source of health insurance for most employed Americans. Economists have long blamed the employer-based insurance tax exclusion for inflating health care costs, and, more recently, for constraining income growth and exacerbating income inequality.

We execute a simulation to test the effect of permitting employees to receive their employers’ premium contribution directly and then purchase health insurance themselves, using tax-free funds. The North Carolina Medicaid program currently constitutes 32% of the state budget and provides insurance coverage to 18% of the state’s population. At the same time, 13% of North Carolinians remain uninsured, and even among the insured, significant health disparities persist across income, geography, education, and race.

The Duke University Bass Connections Medicaid Reform project gathered to consider how North Carolina could use its limited Medicaid dollars more effectively to reduce the incidence of poor health, improve access to healthcare, and reduce budgetary pressures on the state’s taxpayers.

Disasters begin and end locally, but anecdotal evidence suggests that national disaster policies significantly influence state and local approaches. The federal government influences local and state emergency management through national emergency management doctrine as well as providing considerable grant programs to local and state governments who adopt the federal policies. The study attempts to explore some effects of this policy dichotomy.

A survey along with selective interviews were conducted of local and state emergency management officials in North Carolina to examine the impacts of select federal preparedness grants. From 70 surveys and 6 interviews, the following findings were identified. There …

The purpose of this qualitative and quantitative research study was to explore the factors and outcomes associated with the lack of emergency preparedness activities related to college campuses. Within the context of pertinent literature was the confirmation of existing campus emergency action plans but the stated behavioral expectations contained in those plans raised questions related to effective functional performance. The major transit systems operating in San Francisco are San Francisco Municipal (MUNI), Bay Area Rapid Transit (BART), and Caltrain. The system of interest for this paper is MUNI, in particular the bus and light rail systems. During the past decade transit ridership in the area has experienced diverging growth, with bus ridership declining while rail ridership is growing significantly (Erhardt et al. 2017). Our data show that between 2009 and 2016, MUNI rail ridership increases from 146,000 to 171,400, while MUNI bus ridership decreases from 520,000 to 450,000. Technological advances have created new avenues for the perpetration of sexual violence. The widespread availability of cameras has made it easier to take covert recordings of an individual’s intimate body parts, and whether sexually explicit images are recorded with or without an individual’s consent, growing access to the Internet has facilitated the nonconsensual dissemination of those images. Yet criminal laws have not kept pace with technology in most jurisdictions across the United States, and victims of nonconsensual pornography typically have no avenue by which to seek justice. In Idaho, the FY18 budget drew upon the usual agency requests, executive recommendation, and legislative appropriation activities. However, less business-as-usual was the judicial branch involvement due to the post-sine die transmittal, and subsequent veto, of a bill to eliminate the sales tax on food. Citing the implications for General Fund revenue and fiscal challenges from extreme weather conditions in early 2017, Governor Otter vetoed the sales tax repeal sparking a legal challenge from legislators. The Idaho Supreme Court upheld the executive veto in a 4‒1 decision.

Executive Summary

The mission of the National Park Service (NPS) is “to conserve unimpaired the natural and cultural resources and values of the national park system for the enjoyment of this and future generations” (NPS 1999). To uphold this goal, the Director of the NPS approved the Natural Resource Challenge to encourage national parks to focus on the preservation of the nation’s natural heritage through science, natural resource inventories, and expanded resource monitoring (NPS 1999). Through the Challenge, 270 parks in the national park system were organized into 32 inventory and monitoring (I&M) networks.

The Upper Columbia Basin Network I&M (Inventory and Monitoring) program and Craters of the Moon National Monument and Preserve are collaborating to monitor winter bat use in Arco Tunnel, which is a safely accessed cave in the northern portion of the monument that consistently has been found with the largest number of bats (~30/year) among the set of caves recently inventoried. This research produces original empirical estimates of Hispanics in Florida’s Dept. of Corrections (FDOC) and uses those estimates to measure the impact felony disenfranchisement is having on Hispanics in Florida. Research institutions find that data on Hispanics in the criminal justice system, particularly in Florida, is either lacking or inaccurate. This research addresses this problem by applying an optimal surname list method using Census Bureau data and Bayes Theorem to produce an empirical estimate of Hispanics in FDOC’s data. Using the Hispanic rate derived from the empirical FDOC analysis, the rate of Hispanics in the disenfranchised population is estimated. The …

Current ambulance patient compartment designs have proven dangerous to paramedics during patient transport. Currently, there are no set safety standards for patient compartments of ambulances. This study focused on three fire protection districts: Coal City, Wilmington, and Elwood; each identified that the current ambulance design is very dangerous for paramedics in a crash, particularly concerning usage of seat belts and dangers of the side-facing CPR seat and bench seat. Job satisfaction is important to consider when developing strategies for recruitment and retention. The Public Health Workforce Interests and Needs Survey (PH WINS) conducted in 2014 was the first nationally representative assessment of the state public health workforce. Prior to this assessment, the job satisfaction of state agency public health workers and preceptor capacity had not been measured. This study fills the current research gaps by studying the job satisfaction among the applied epidemiology workforce, identifying factors influencing job satisfaction, and the describing the preceptorship capacity among epidemiologists. In this dissertation, I examine the within-country and between-country effects of state-based human rights violations on annual counts of total, fatal and attributed attacks. I use the Global Terrorism Database (GTD) for my outcome variables and Political Terror Scale (PTS) to measure state-based human rights violations.

Scholars argue that repressive governments that silence dissidents and close all avenues of political expression increase the likelihood of terrorism and other acts of violence against the state (Gurr, 1970; Crenshaw, 1981; DeNardo, 1985; Piazza, 2017). E-bikes are bicycles that provide pedal-assistance to aid people in cycling. Because of the potential of promoting sustainable transportation, more attention has been focused on the e-bike market. This paper investigates the differences of the cycling experience and perceptions between e-bike and conventional bicycle users, using samples drawn from independent bicycle dealer customers. A total of 806 respondents in the United States took the on-line survey, including 363 e-bike-owning respondents. The results show that e-bikes play a more important role in utilitarian travel, such as commuting and running errands, compared to a conventional bicycle. This research analyses how parking availability levels affect commercial vehicle parking costs and operations in congested urban areas. Unlike passenger vehicles, parking availability has an impact on route characteristics and commercial vehicle fleet sizes. Hence, commercial vehicles parking costs cannot be captured solely by estimating delays and/or the cost of parking fines. This research combines logistics, queuing, and optimization models to study the impact of last mile parking availability on commercial vehicle costs and operations.
