In the 400 years since European settlement, Portland has survived the ravages of war, invasion, pestilence, conflagration, and economic depression and recession. Once a renowned manufacturing, trade, and shipping center, it now enjoys what might be called a post-industrial renaissance as a vibrant center for the arts, education, entertainment, and banking, legal, and medical services; and is frequently cited as one of America’s best small cities. As a result, Portland is growing today and is positioned for more growth.

The 9/11 incident and its subsequent terrorism specifically the rise of radical Islamist groups like ISIS (Islamic State of Iraq and Syria), and al-Qaeda astounds the world. ISIS’s propaganda technique using digital media helps the terrorist group motivate and recruit a large group of people from around the world. Terrorist incidents like the Dhaka café in 2016 and France soccer game attack in 2015 provide a glimpse of ISIS ferocity and barbarism with its subsequent series of attacks. Retention Of Minority Students In A Bridge Program: Student Perceptions On Their Successes And Challenges, Chadwick Biermeier

This study was an examination of the minority student retention rate in a year-long bridge program. The retention rate of these students is 25%. University administration was concerned about the retention rate and its impact on future enrollment. Using Jack Mezirow's transformative learning as a framework of understanding, the purpose of this study was to identify successes and challenges that minority students experienced in the bridge program and how those experiences affected future decisions on retention. Registered Nurses use clinical documentation to describe care planning processes, measure quality outcomes, support reimbursement, and defend litigation. The Connecticut Department of Health, guided by federal Conditions of Participation, defines state-level healthcare policy to include required care planning processes. Nurses are educated in care planning process standards, however no policy-required competency verification processes in academia or employers exists. Guided by the advocacy coalition framework, the purpose of this quasi-experimental study was to determine if the quality of nurse coalition actors’ clinical documentation, a relatively stable parameter, would increase after attending policy-centered structured education. In Los Angeles County, California, approximately 2,245 victims of child sex trafficking were identified between 1997 and 2012. Several authors believed that poverty was linked to child sex trafficking because it increased the vulnerability of victims. The purpose of this nonexperimental, correlational study was to explore the question of how poverty was related to child sex trafficking in Los Angeles County, California. Intersectionality from the third wave of feminist theory was used as the theoretical underpinning of this study. Food insecurity in Africa is a threat to future generations because many countries rely on potentially unsustainable food policies. Eritrea's indigenous food sustainability policy has not been explored or analyzed in a scholarly manner. This qualitative case study analyzed the effectiveness of the current policy of food sustainability without relying on foreign food aid in Eritrea. The main research question addressed relates to how Eritrean irrigation farmers understand and implement the Eritrean government's food sustainability policy. Dropout rates among American Indian students have not shown significant improvement since the implementation of the No Child Left Behind Act (NCLB) of 2001. While extensive research exists on the dropout phenomenon, no studies were found that addressed why some Navajo girls leave school and the role education narratives play in their decision. Accordingly, this study examined the narratives shaping federal and Navajo education policies in order to understand how these influence school programs. Few women in academia occupy the leadership role of chief information officer (CIO), yet little is known about the underlying causes for gender disparity in this role. The purpose of this causal comparative study was to investigate whether gender stereotypes may impact perceptions about managerial characteristics of CIO candidates in academic settings. Although women offenders face barriers to successful reentry into their communities, as yet, no research has explored their experiences in accessing health care reentry services. Medicaid enrollment, the process of applying for Medicaid coverage, can be offered as a health care reentry service. Women offenders in jails have shorter sentencing times compared to those in prison, which presents Medicaid enrollment opportunities before release. The Second Chance Act provides the opportunity for reentry services, and the Affordable Care Act provides the opportunity for Medicaid coverage for women offenders. Abstract

Following the increase in foreclosures across the United States from 2007 to 2009, there was concern that foreclosed homes could lead to higher rates of crime in certain neighborhoods. Using social disorganization theory, the purpose of this difference-in-difference research design was to study the link between foreclosure levels, and crime rates in neighborhoods in Charlotte, North Carolina. Propensity score matching was used to examine whether neighborhood foreclosure rates have an impact on neighborhood crime level while controlling for neighborhood conditions. Increasing numbers of Florida parents are withdrawing their children from traditional public schools in highly-rated school districts to enroll them in tuition-free, startup, charter schools. Since not all parents have equal access or are as equally motivated to elect school choice alternatives, the fiscal sustainability of the traditional public school system is at risk. Likewise, myriad efforts have analyzed data related to student and program progress toward achievement of these competencies. This article adds to that conversation by recounting the approach to assessing competencies used in the Department of Public Administration at Portland State University. The paper presents an approach, based on business processes, assessment and control of the state of the state institution, the social insurance Fund. The paper describes the application of business processes, such as items with clear measurable parameters that need to be determined, controlled and changed for management. The example of one of the business processes of the state institutions, which shows the ability to solve management tasks, is given. The authors of the paper demonstrate the possibility of applying the mathematical apparatus of imitative simulation for solving management tasks.

This thesis takes an unconventional approach to environmental racism. Through the lens of white privilege and racial capitalism, I analyze hazardous waste procedures, work site dynamics, and governmental enforcement. Southeast Los Angeles encompasses 26 neighborhoods and the communities racial demographic is 85.8% people of color. The region is home to an abundance of hazardous waste generators, and the area is disproportionately burdened by pollution compared to the rest of LA County. The “social welfare function” (SWF) is a powerful tool that originates in theoretical welfare economics and has wide application in economic scholarship, for example in optimal tax theory and environmental economics. This Article provides a comprehensive introduction to the SWF framework. It then shows how the SWF framework can be used as the basis for regulatory policy analysis, and why it improves upon cost-benefit analysis (CBA).

Two types of SWFs are especially plausible: the utilitarian SWF, which sums individual well-being numbers, and the prioritarian SWF, which gives extra weight to the well-being of the worse off. Either one of these …
