This research offers new insights into the options available to individuals as they navigate an increasingly complex vocational education and training (VET) system. It explores the extent to which the consumer model of training, aimed at increasing student choice, is changing the dynamics between prospective students and registered training organisations (RTOs). The focus here is on examples from Victoria, the first state to initiate market reforms, by means of the Victorian Training Guarantee. As cities and communities nationwide seek to develop Complete Streets that foster livability and accommodate all modes, signal timing control strategies that include pedestrians in the operational decision process are gaining importance. This research tested several efficiency-focused pedestrian treatments – coordination, actuated-coordination, free operation, short cycle lengths – and safety-focused treatment including leading pedestrian intervals and Barnes Dance. Using a software-in-the-loop simulation, the operational impacts of these treatments on all users (vehicles, heavy vehicles, bicyclists and pedestrians) at an intersection were evaluated. Results showed that among the efficiency-based treatments, free operation was most beneficial for reducing minor-street pedestrian delays. Both …

We examined Oregon’s new "motor voter" law to see if it affected turnout and to better understand the new voters added to the rolls in the ‘Beaver State.’ We looked at voter turnout and election results in Clackamas, Columbia, Multnomah, Washington, and Yamhill counties in Oregon and Clark and Skamania counties in Washington to answer several questions about the 2016 General Election.

The first phase of correcting the deficits of the patrol units is identifying pros and cons of the current police patrolling methods. This dissertation consists of three essays studying the impact of the American Recovery and Reinvestment Act in the energy policy field. The purpose of this research was to evaluate the effectiveness of ARRA funds, spent as temporary funding, on the change of energy efficiency policies, jobs, and technologies. The first essay examined variation in local level energy-efficiency grants and corresponding initiatives from American Reinvestment and Recovery Act (ARRA) in the United States. This report examines regional perceptions of transportation related issues from the 2017 Life In Hampton Roads survey (LIHR 2017) conducted by the Old Dominion University Social Science Research Center. Data from prior years is also provided when available to show comparisons in responses over time. Responses were weighted by city population, race, age, gender, and phone usage (cell versus land-line) to be representative of the Hampton Roads region.

These relationships take many forms; LFUCG employs grants, tax incentives for businesses, and contracts with other organizations. Unlike some of its peers, though, LFUCG does not have a strategic plan in place to drive decision-making processes and sharpen its focus on outcomes. Issue: The incoming Trump administration and Republicans in Congress are seeking to repeal the Affordable Care Act (ACA), likely beginning with the law’s insurance premium tax credits and expansion of Medicaid eligibility. Research shows that the loss of these two provisions would lead to a doubling of the number of uninsured, higher uncompensated care costs for providers, and higher taxes for low-income Americans.

The Portland Police Bureau (PPB) has partnered with Portland State University (PSU) to develop new strategies for improving public safety and police-community relations. The initiative seeks to provide residents with greater voice in where police work in their neighborhood and what steps the police take to address public safety concerns. The current report presents the findings from a household survey conducted in Portland's Parkrose neighborhood. Residents' top concerns were social disorder, property crime, and alcohol/drug use. The majority of residents surveyed reported that overall safety in the neighborhood had declined over the past 12 months and a significant proportion (63%) …

This dissertation looks at how enhanced political participation opportunities can increase individual liberty and improve public-sector reform efforts. It blends political theory with contemporary concerns for individual well-being and government accountability. To do this, several research methodologies are used, including normative, qualitative process-tracing, and quantitative analysis.

First, the dissertation draws insights from ancient and modern political philosophy and the political thought and example of Jane Addams in 19th Century Chicago. It begins with Josiah Ober’s work on civic dignity, which he defines as “equal high standing” among citizens, marked by “non-infantilization and non-humiliation.” This definition is a useful starting point …
