From The Suburbs To The House: The Metropolitan–Rural Population And The Success Of Women Candidates, Elizabeth A. Stiles, Larry Schwab

Political Science

We analyze the voting behavior of metropolitan and rural residents in relation to women’s legislative representation. Examining election data on the U.S. House and all lower state houses, we find that the greater the metropolitan population in a legislative district, the more likely it is to be represented by a woman. We extrapolate from these findings that the modern increase in women’s representation can be attributed in part to the rural-to-suburban shift in population and legislative seats.

Canada (En)Counters Terrorism: Us-Canada Relations And Counter-Terrorism Policy, Veronica Kitchen, Karthika Sasikumar

This paper examines the role of identity in shaping counter-terrorism policy in Canada. We show that identity functions in three ways: constitutively by defining the range of choices a state is likely to consider; strategically by being a resource to buttress arguments based in economic or sovereignty interests; and heuristically by using identity as a marker for risk. This three-faceted explanation helps explain why, despite close economic, social, and political links between Canada and the United States which might lead us to expect Canada to follow American counter-terrorism policy, Canadian counter-terrorism policy often diverges from the American lead.

Contact programs, such as Seeds of Peace, subscribe to the assertion that an essential element to co-existence between groups with a violent history is to provide situations in which out-group members are encouraged to form new relationships. Although the individual may have positive feelings toward out-group members at the conclusion of the program, he or she must return home to existing social networks, which may not hold the same tolerant attitudes. This research explores what happens when individuals present new out-group relationships to existing peer groups. The International Criminal Tribunal For The Former Yugoslavia: The Promise And Reality Of Reconciliation In Croatia, Sara Parker

The international community is increasingly interested in promoting post-conflict reconciliation in a variety of forms, with trials and truth commissions featured most prominently. The contemporary academic discussion over transitional justice (and the practice of transitional justice itself) is largely focused on whether and how these types of large-scale national transitional justice mechanisms contribute to reconciliation. This article examines the promise and reality of the International Criminal Tribunal for the Former Yugoslavia (ICTY) to contribute to national reconciliation. Ultimately, the ability of state-wide policies to contribute to reconciliation rests on the active participation of local level actors. This requires political backing …

The field of conflict resolution is in constant evolution. Every day, theories are defined and redefined, and new contributions are made to the field. This continuous process challenges scholars, researchers, and practitioners to develop new conceptual and methodological frameworks for the analysis of conflict. This article highlights the potential of social cartography (participatory mapping) as a tool for the transformation of environmental and social conflicts at the household, community, national, and international levels. The advantages of social cartography as an appraisal, planning, and analytical tool for conflict transformation are illustrated here with a case study of the Afro-Colombian community of …

The Finance–Growth Link In Latin America, Luisa Blanco

This paper analyzes the relationship between financial development and economic growth in Latin America with a Granger causality test and impulse response functions in a panel vector autoregression model. Using annual observations from a sample of 18 countries from 1962 to 2005, it is shown that while economic growth causes financial development, financial development does not cause economic growth. This finding is robust to different model specifications and different financial indicators. Interestingly, when the sample is divided according to different income levels and institutional quality, there is two way causality between financial development and economic growth only for the middle …

Long Live Democracy: The Determinants Of Political Instability In Latin America, Luisa Blanco, Robin Grier

School of Public Policy Working Papers

In this paper, we investigate the determinants of political instability in Latin America. In a panel of 18 Latin American countries from 1971 to 2000, we find that democratic countries experience less average instability in the region, indicating that the move to increased democracy in the last couple decades may alleviate the persistent problem of instability in the area. We also find that income inequality and ethnic fractionalization are important determinants of instability. Countries with low levels of inequality also suffer less instability on average, while ethnic diversity has a non-linear effect on instability. Many macroeconomic variables commonly thought to …

Community Relations Work With Young People In Vukovar, Croatia: An Exploratory Study In Coexistence Building, Ankica Kosic, Sean Byrne

This article discusses the role of non-governmental organizations in promoting peace education, coexistence, reconciliation and dialogue among young people in Vukovar, Croatia. We argue that reconciliation cannot be imposed from above, but must be built, nurtured and sustained from the bottom-up. Much of this work of dialogue building is carried out at the community level by grassroots organizations. We describe the types of civic organizations, the peacebuilding approaches used, as well as the sustainability, strengths, weaknesses, opportunities and barriers for youth participation in these organizations. Bridge foundations must be designed based on acceptable risks of failure. To secure rapid implementation of Load Resistance Factor Design (LRFD) principles for foundation design, the American Association of State Highway and Transportation Officials (AASHTO) and the Federal Highway Administration (FHWA) are requiring their use through AASHTO code. The Bridge Section of the Oregon Department of Transportation (ODOT) has responsibility for satisfactory design of all the bridge structures across the state’s highway system. The overall theme of this paper is increasing knowledge of the evolution of Chinese priorities and strategy since the Korean War, and how the evolution of China's relationships reveals changes in priorities. Why were these partnerships entered into on the part of China? What was China's strategic thinking? How do strengths and weaknesses in these partnerships reflect China's changing priorities? An Overall Assessment Of The Ontario Municipalities Benchmarking Initiative (Ombi), Feven Gebremicael

This paper examines the success of the Ontario Municipal Benchmarking Initiative (OMBI) based on the performance measurement data reported in its annual publications of 2006, 2007, and 2008. The findings reveal that, although the program is important for municipalities in principle, the OMBI’s objectives are barely met and issues related to accountability and standard measures, which are at the heart of the initiative, have failed to ensure service excellence and the sharing of good practices.
