This article evaluates an environmental protection instrument that the literature has hitherto largely overlooked, Dirty Input Limits (DILs), quantitative limits on the inputs that cause pollution. DILs provide an alternative to cumbersome output-based emissions trading and performance standards. DILs have played a role in some of the world's most prominent environmental success stories. They have also begun to influence climate change policy, because of the impossibility of imposing an output-based cap on transport emissions. We evaluate DILs' administrative advantages, efficiency, dynamic properties, and capacity to better integrate environmental protection efforts. Public meetings were held in three locations – St. Louis Missouri, Columbus Ohio, and Syracuse New York. The Japanese government is now reviewing the National Defense Program Guidelines in and after FY 2005 (NDPG 04), and this review will be completed by the end of this year. Even though NDPG 04 provides Japan's security and defense policy vision to FY 2014, the government nevertheless has decided to change it completely. The purpose of this thesis is to know the reason why the Japanese government has decided to change NDPG 04 completely, the likely contents of NDPG 09, and NDPG 09's effect on the US-Japan alliance.

Peer And Maternal Relationship Predictors Of Adolescent Romantic Conflict Resolution, Pallavi Visvanathan

The objective of the current study was to examine whether change in adolescent conflict resolution in romantic relationships is predicted by adolescents' prior interactions with mothers and friends. A community sample of 191 adolescents (96 female), representative of the U.S. population, their mothers and close friends participated in this study. Data collection began when adolescents were in 10th grade (¬Average age = 15.9, SD = .52) and continued for the next five and a half years. Results indicated that teens engaged in positive problem solving, withdrawal, and compliance far more frequently than in aggressive conflict resolution strategies. Hierarchical linear modeling …

This study will use a qualitative and quantitative methodology to investigate and analyze if special education departments of school districts and universities are following the federal law in preparing students with learning disabilities to succeed in college. Research indicates universities are not complying with the federal mandates for learning disabled students. This research project will investigate whether or not some school districts and universities are implementing programs consistent with federal law.

The use of science has become an important practice in the decision making process of many federal agencies. Many different types of scientific information are used to make decisions within the EPA, with computer models becoming especially important. Environmental models are used throughout the EPA in a variety of contexts and their predictive capacity has become highly valued in decision making.

We argue that scholars of the presidency should begin to apply their rich descriptive understanding of White House organization and personnel to questions of causality. To help guide this effort, we offer a theory-driven empirical model that explains organizational performance. Importing theory from the public management literature, we show how scholars can use the Meier-O'Toole (MO) model to explain performance outcomes and dynamics for key political and policy functions within the institutional presidency. We introduce the MO model and discuss its potential impact on the field of presidency studies.

In this essay, we focus on the public administration challenge concerning the rising number of politically motivated administrative vacancies resulting from George W. Bush's tenure in office with which President Barack Obama must now contend. We argue that the hyper-politicization of personnel decision-making during the presidency of George W. Bush left many parts of the federal bureaucracy understaffed, yet more densely populated by staffers chosen more for ideological and political congruence than administrative competence. Scholars traditionally frame presidential efforts to politicize the federal bureaucracy as the result of divergence between the president's preferences and an agency's output. The authors argue that presidential concern with agency output is dynamic and is in part conditioned by the president's relationship with the public. To assess the relationship between politicization and public opinion, the authors use a data set that combines information on presidential efforts to politicize the Council of Economic Advisers from 1989 to 2004 with that of public attitudes concerning the president's handling of the economy. Two of those treaties are CERD, the International Convention on the Elimination of Racial Discrimination, adopted in 1966; and CEDAW, the Convention on the Elimination of all forms of Discrimination Against Women, adopted in 1979. Being located in Southeast Asia, Singapore is not immune to terrorist attacks from rebels found in the region. Many undergraduate students struggle when asked to engage in critical thinking. One approach we have found useful in fostering critical thinking is scaffolding, a process that involves the use of prompts, supports, and modeling to build a removable structure from which students can learn complex thinking skills. Through the development of these critical thinking skills, students are better able to analyze and formulate recommendations for real world applications. This paper discusses how to incorporate a critical thinking scaffold to guide the design and facilitation of a case-based learningdiscussed.

The expansion of online education has led to concurrent growth in emerging technologies being implemented in an attempt to enhance the learning environment for today’s students. A qualitative approach was utilized through blog entries and a focus group to explore student use and perceptions of integrated technology in iPods and podcasting through iTunesU. The present study sets out to characterize and analyze difficulties that typically face faculty of color who teach at Predominantly White Institutions (PWIs). Using personal narratives of junior faculty at a PWI, we explore the themes of shifting identity and marginality for faculty of color as these intersect with the presentation of public selves in university settings. This exploration is consistent with development of the themes of intersectionality and multiplicity in the work of Rivera and Ward in their Spring, 2008 Social Equity and Diversity symposium (2008).

The preponderance of postsurge analysis is devoted to military operations and their subsequent efficacy in reducing levels of violence by concentrating on troop deployments, tactics, and intelligence. Such studies are valuable, but only to a certain extent. Any holistic appraisal must also consider noncombat counterinsurgency strategies that addressed social issues—in particular, essential services. Projections of the future national-security environment are always laden with uncertainty and ambiguity. However, they help to serve an early-warning function concerning emergent threats and the nationalist capabilities that will be required to respond to them. With this in mind, I would like to offer a reconceptualization of the 2006 Quadrennial Defense Review, or QDR, threat categories by viewing these threat potentials through a modified perceptual lens.
