Immigration reform has been a part of the United States policy discussions since the 18^th century. As early as 1790, Congress was developing laws to allow immigrants to become United States citizens. By 1891, due to the amount of immigrants flowing into the country, the federal government assumed responsibility for immigration control and the Immigration Service was established. Over the past century, policies regulating immigration have transformed reflecting public concern over changing migrant flows into the country. During World War I, immigration levels were relatively low, but when the mass flow resumed post World War I, Congress enacted the …

This project laid the groundwork for the formation of a health information exchange within an established network of critical access hospitals, clinics, public health providers, and behavioral health providers across the rural, remote Nebraska Panhandle. The three goals were: (1) to develop an operational entity and incorporate a regional health information organization to support the development of a health information exchange; (2) to provide standardized training and user capacity development programs throughout the Panhandle; and (3) to implement electronic health records in critical access hospitals and rural health clinics through a shared process. Increasing economic globalization has coincided with the emergence and escalating influence of non-state actors and organizations in domestic and international policymaking, from shaping policy agendas to promoting private authority. The latter phenomenon has arisen, at least in part, from a critique of states' failures to adopt effective and enduring environmental policies. Rather than contest "command and control" institutions, non-state strategies embrace market approaches built around incentives and price mechanisms. Several forms of non-state authority have emerged, including corporate social responsibility, provision of information through labeling, and self-reporting.

This book is one of several by several authors that grow out of the Culture Matters Research Project of the late 1990s. Mariano Grondona developed the grid of twenty-five elements of culture. A similar approach was developed by the anthropologist Edward T. Hall in his classic study, The Silent Language (1959). Ronald Inglehart has tested data from the World Values Survey and has found considerable correlation to support the Progress Typology about which he written.

In this study we set out to conduct a comprehensive quantitative research analysis of literature reporting results on the causal impact of leadership by focusing on examining what we refer to as ‘leadership interventions.’ We defined leadership interventions as those studies where the researcher overtly manipulated leadership as the independent variable through training, assignment, scenario or other means. Our focus included both examining experimental and quasi-experimental as well as lab and field studies conducted in public and private organizations. The Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), adopted by the United Nations in 1979, has now been ratified by 185 countries, consisting of more than ninety percent of all UN members. The United States, however, has never ratified the Convention. The history of the Convention provides evidence of global support for women’s rights. While there are complex reasons behind the United States’ failure to ratify CEDAW, the United States’ commitment to unilateralism, an attitude of “American exceptionalism” and the long-term inequality and discrimination against women in the U.S. all contribute to the stifling of …

The Managing Of The Presidency: Applying Theory-Driven Empirical Models To The Study Of White House Bureaucratic Performance, Justin Vaughn, José Villalobos

We argue that scholars of the presidency should begin to apply their rich descriptive understanding of White House organization and personnel to questions of causality. To help guide this effort, we offer a theory-driven empirical model that explains organizational performance. Importing theory from the public management literature, we show how scholars can use the Meier-O'Toole (MO) model to explain performance outcomes and dynamics for key political and policy functions within the institutional presidency. We introduce the MO model and discuss its potential impact on the field of presidency studies.

In this essay, we focus on the public administration challenge concerning the rising number of politically motivated administrative vacancies resulting from George W. Bush's tenure in office with which President Barack Obama must now contend. We argue that the hyper-politicization of personnel decision-making during the presidency of George W. Bush left many parts of the federal bureaucracy understaffed, yet more densely populated by staffers chosen more for ideological and political congruence than administrative competence. For President Obama to achieve key aspects of his policy agenda, he must first attend to fixing these staffing problems and then to reforming the personnel …

People have always given aid and comfort to each other during times of disaster. However, attempts to structure and professionalize this assistance are fairly recent developments. Disaster mental health, as an evolving field of practice and study, is a collection of interventions and practices that are designed to address incident-specific stress reactions, rather than ongoing or developmental mental health needs. Traditional mental health practice is based on a medical model, with a clinician seeing a patient in an office setting. Disaster mental health introduces a paradigm shift, requiring that practitioners (clinicians and indigenous helpers) work with individuals and whole communities …

Florida's health care system faces numerous challenges: a high proportion of residents without health insurance, a declining supply of primary care physicians at the same time that the state faces a growing need for high quality and cost efficient care for uninsured persons, and a growing emphasis on medical homes, especially for culturally diverse patients with complex chronic conditions. Nearly 3.8 million Florida residents lack health insurance, while more than 8 million lack access to a regular source of primary health care.

There is disparity in the quality of school experiences encountered by students of different races, languages, social classes, and communities. There are also systemic issues that affect the quality of education received by students attending schools primarily comprised of students from the lower socioeconomic status and ethnic minorities. Students of color and students from low socioeconomic backgrounds consistently earn lower grades and lower test scores than their peers. Despite many education reform efforts in the 1980s and 1990s, the academic achievement gap continues to persist.AVID program was evaluated as an academic intervention program geared toward closing the academic achievement gap. …

A gap persists in K-12 academic achievement, high school persistence, college attendance, and educational attainment by income level and race/ethnicity. Issues of race and ethnicity in education are often intertwined with those of economic status because African Americans and Latinos are more likely to live in poverty and have lower median household incomes than are Whites in US. Much of the literature regarding the achievement gap focuses on barriers faced by low-income and minority students; two barriers in particular are low student motivation and inadequate academic preparation. Companies that supply the Federal government with goods and services are required by law to have a supplier diversity program/initiative. They are also required to appoint a supplier diversity professional to manage the program. Programs are audited by the Small Business Administration to determine due diligence efforts to achieve the mandated annual spend, education, and development requirements from the Veterans Administration for small businesses.
