In this report we use the data collected for ONCHIT to focus on EHR adoption in the inpatient setting. We report on several important policy issues. These include the rate of adoption of EHRs among U.S. hospitals generally and among safety-net hospitals, changes in both state and federal policy, and the potential of EHRs to change the quality measurement enterprise.

The Montgomery County and Cities of Dayton and Kettering Analysis of Impediments to Fair Housing (AI) is a review of barriers to fair housing in the public and private sector that restricts housing choices or the availability of housing choices based on a person’s membership in a protected class. Title VIII of the Civil Rights Act of 1968 (Fair Housing Act) prohibits discrimination in the sale, rental, and financing of dwellings to the protected classes, which include: race, familial status, disability, sex, religion, or National origin.

Global agri-food and transportation systems have dramatically expanded food production and distribution worldwide. This integration, however, also adversely affects human health. The negative effects arise from unequal access to healthy food, unequal access to transportation for agri-food workers, increasing geospatial and economic concentration in the agri-food industry, and an emerging competition between food and fuel. Because the health of individuals is inextricably tied to the health of communities, regions, and ecological systems, health and transportation professionals need to act to both mitigate current disparities and enhance the future viability and sustainability of these systems. Technology enabled non-face-to-face collaboration has the potential to enhance information sharing and shared situational awareness (SSA) by providing near real-time information to a wide audience. Collaborators require an awareness of what critical information should be shared to develop this SSA. Previous research suggested that participants, while reporting that they shared relevant information, in actuality did not. To explore this issue, the previous research was repeated with the addition of having half of the participants exposed to a short training video on how to collaborate. Participants who received training on how to collaborate located significantly more SCUDs during each of the …

Like waterfronts and transit stops, parks leverage value in urban areas. While much recent attention has been given to the signature mega-park, the value of the small-scale neighborhood park in reinventing the city has been overlooked. Once connecting neighborhoods of differing character, and sponsoring more than 80 residential structures along its edges, the historic MacArthur Park at the edge of downtown Little Rock is radically underutilized as an urban neighborhood asset. Severed from its neighborhoods along two edges by interstate construction in the 1960s, this moribund 40-acre municipal park is left with only 16 residential structures along its frontage. The …

The Fusion Project, funded through a grant from the Office of Refugee Resettlement (U.S. Department of Health and Human Services), was a three year project in Lincoln, Nebraska targeting four refugee ethnic communities: African; Asian; Eastern European; and Middle Eastern. The project’s goals were for:

• the refugee communities to work together to share and learn about developing vibrant ethnic communities;

• each refugee family to achieve self-sufficiency and social and civic integration into their new country and community; and

• Lincoln’s mainstream community to be better equipped to work with refugees.

Wolves, Canis lupus, on Ellesmere Island traveled a daily round-trip distance of 40.2 km from their den to a landfill during July 2008, plus an undetermined distance hunting after leaving the landfill. Although long travels by Wolves are well known, this appears to be the first documentation of long daily movements by Wolves rearing pups.

During the spring of 2004, the first federally funded voucher program – the District of Columbia Opportunity Scholarship Program (OSP) - was established. The School Choice Demonstration Project (SCDP) recognized that publicly-funded school vouchers represent a relatively new and unstudied approach to school choice and education reform. To address this need, the SCDP requested and received funding from the Annie E. Casey Foundation to capture the “Parent and Student Voices on the OSP.” A total of 110 families, representing 180 students, that applied during the first two years of the Program volunteered to participate in this study. Agile Command and Control (C2) requires agile information sharing with an increasingly wide variety of military and non-military partners. While current net-centric approaches may improve information sharing within a particular niche of C2, they do not support information sharing across the larger C2 domain. Although not a silver bullet, the development and application of a C2 domain ontology to improve C2 data and service integration appears to be increasingly realistic. Battle Management Language (BML) is being developed as an open standard that unambiguously formalizes and specifies Command and Control information, including orders and reports built upon precise representations of tasks. BML is a language specification, based on doctrine and consistent with Coalition standards. The goal of BML is to enable and improve the interoperability in the C2 area, especially by enabling also the military communication with simulation systems and future robotic forces.

Semantic mismatch between systems is due, in part, to the grouping together of terms who have defined meaning in different levels of granularity, and which are composed together into different groupings by distinct systems. Stories about violent crime are a common feature of the local evening news and their emotional nature can often create the hook politicians need to showcase their “tough on crime” agendas. Often anecdotal and lurid, stories of criminal misdeeds are widely used to convince the public of a need to create or change laws. This article demonstrates the perils of making law by extrapolating from a few random, albeit attention-grabbing, events.
