Workplace Flexibility 2010 has coined the term "Episodic Time Off" or "EPTO" to describe the type of workplace flexibility needed to address the recurring need for time off - sometimes regular, sometimes sporadic, sometimes foreseeable, sometimes not - for which Short Term Time Off is insufficient and which a Flexible Work Arrangement cannot resolve. Evidence illustrates that across the lifespan, for a variety of reasons, the need and desire for EPTO are great.

Effects Of Gender, Education, And Age Upon Leaders' Use Of Influence Tactics And Full Range Leadership Behaviors, John E. Barbuto Jr., Susan Fritz, Gina S. Matkin, David B. Marx

Relationships of gender, age, and education to leadership styles and leaders' influence tactics were examined with 56 leaders and 234 followers from a variety of organizations. Leadership behaviors were measured with the Multi-factor Leadership Questionnaire (MLQ—rater version). Influence tactics were measured with Yukl’s Influence Behavior Questionnaire (IBQ). Multivariate Analysis of Variance (MANOVA) was used to test behavioral differences attributed to leaders' gender, age, and education groups, as well as the interaction of age and education with gender. Results show that gender produced a small direct effect on leadership behaviors. The interaction of gender and education produced consistent differences in leadership …

In recent years, analysts have begun to study cooperation on public services among local governments. These studies have often concluded that services with scale economies are likely candidates for shared service delivery. This article contributes to the emerging literature on this topic by examining interlocal service arrangements for ten public works services in Michigan. Despite the fact that public works exhibit substantial scale economies, many local governments do not cooperate on these services. Empirical studies of local government contracting suggest four groups of factors that may help explain why local governments opt to collaborate on public services: local economic factors, …

Special districts have been seen as a formalized institution for promoting regional cooperation. They allow boundary design to the scale of public problems and may produce greater efficiency in the marketplace for local public goods. Many scholars also have highlighted the flexibility of special district boundaries once established, arguing that this flexibility allows for governance that is more adaptable to changing resource constraints and patterns of demand. While flexible boundaries might promote special districts’ ability to internalize spillovers while acting alone, it might impede more ad hoc forms of cooperation among localities. The United States currently provides a health care system that is neither efficient nor equitable. Despite outspending the world on health care, over three-fourths of developed countries produce better health outcomes (Auerbach et al., 2000). Simultaneously, the "Ecological School of Thought" has documented the large impact that social, economic, and environmental circumstances play in health outcomes. Unfortunately, these 'ecological" studies are frequently conducted without theoretical justification, and rely solely on a cross-sectional research design and a myriad of unrelated variables. The purpose of this research was to determine the effect work environment has on occupational commitment and intent to leave the profession for bedside registered nurses. Subscales of autonomy, control over the practice setting, nurse-physician relationship, and organizational support were incorporated into the analysis to determine which aspect of work environment most directly effects occupational commitment and intent to leave the profession. We describe results of a multi-year effort to strengthen consideration of the human dimension into endangered species risk assessments and to strengthen research capacity to understand biodiversity risk assessment in the context of coupled human-natural systems. A core group of social and biological scientists have worked with a network of more than 50 individuals from four countries to develop a conceptual framework illustrating how human-mediated processes influence biological systems and to develop tools to gather, translate, and incorporate these data into existing simulation models. Cultural aesthetics are the latent effects of human relations informing cognitive schemas as cultural variations of social forms in specific time-space contexts. To understand what conditions produce intra-national conflict during wartime, engagement reactivity between social control mechanisms and antiwar protesters was measured. Hypothesis-1 showed high numbers of arrests were influenced by the type and duration of protest and military presence at protest events during Vietnam, whereas place and size of protest were influential during Iraq. Hypothesis-2 showed that where and how antiwar protests occur has changed. Hypothesis-3 showed that, compared to Vietnam, Iraq antiwar protest has increased initial reactivity-intensity, has …

This paper suggests that a mixture of measures may be needed to encourage renewable energy under the Kyoto Protocol. It explains that the goal of maximizing short term cost effectiveness tends to conflict with the goal of encouraging the long-term technological development that the world will need to move away from fossil fuels. Because of this tension, policy-makers should not, and generally have not, regarded global emissions trading as a panacea. Many countries have health-care providers who are not trained as physicians but who take on many of the diagnostic and clinical functions of medical doctors. We identified non-physician clinicians (NPCs) in 25 of 47 countries in sub-Saharan Africa, although their roles varied widely between countries. In nine countries, numbers of NPCs equalled or exceeded numbers of physicians. In general NPCs were trained with less cost than were physicians, and for only 3–4 years after secondary school. All NPCs did basic diagnosis and medical treatment, but some were trained in specialty activities such as caesarean section, ophthalmology, and anaesthesia. Many NPCs …

This thesis explores the development of a series of posters created by Howard Chandler Christy during the World War I era. During this time, Christy was a Department of Pictorial Publicity (DPP) committee artist commissioned by the committee chair, Charles Dana Gibson. The DPP was part of the Committee on Public Information (CPI) developed by the Woodrow Wilson administration to generate the propaganda necessary to gain the support of the American people to enter World War I. The CPI was headed up by George Creel, a journalist and politician, who used advertising techniques to create the first full-scale propaganda effort …

This paper reviews some of the recent literature and experiences in healthcare reform in the light of the peculiarities of human nature. The review suggests that successful healthcare financing reform boils down to working out a cost/risk-sharing formula between government and citizens that can effectively preserve the incentives for efficient utilization of healthcare resources and for preventive care, while limiting the financial risk of citizens. The paper will also address issues arising from aging and redistributive concerns, as well as political and administrative feasibility.

Using technology to obtain and process information requires training not only in human-computer interaction but also in human-human-computer (collaborative) interaction. Warfighters must not only develop their own situational awareness (SA), they must understand each others’ SA (Pew, 1995). This common ground is what each collaboration participant assumes about the others to ensure effective interactions (Ross, 2003; Wellons, 1993). Communication is key. Collaborators must coordinate and share information. Collaboration influences military operations at all levels. Technical interoperability is not enough to produce the synchronization required.

In 2003, Senator Byars was approached by a group of developmental disability providers and advocates to review the role and function of service coordinators for the developmentally disabled. A task force of clients, advocates, providers, and Health and Human Services agency personal were assembled to review the quality and effectiveness of services coordination. Topics of consideration were training and staff development, quality review mechanisms, and the ability of the service coordinator to work effectively on behalf of the client.
