Indonesia is a Muslim-majority country with complex and diverse social and economic welfare problems. These welfare issues sometimes become sensitive electoral issues used to mobilize electoral support in elections. One of the welfare problems experienced by its citizens is the issue of inhospitable housing (Rumah Tidak Layak Huni / RTLH). This article seeks to explain how RTLH has become an electoral issue through the conceptual framework of political linkage. Public policies are increasingly relying on collaborative networks of governmental and non-governmental actors to address complex problems for the achievement of policy goals. Public administrators, therefore, are now often facing critical questions of how to collaborate across boundaries (e.g., sector, jurisdiction) in networks for policy implementation. In this dissertation, I address unresolved questions regarding these networks for cross-boundary (i.e., cross-sector, intergovernmental) collaboration. This study examines menstrual product access and distribution practices in Mississippi county jails. It highlights the impact of period poverty as a critical yet underexplored public health and human rights issue within the corrections system. While existing research documents widespread inequities in access to menstrual products women’s healthcare in the correctional system, limited attention has been given to menstrual health at the local jail level. Using a mixed-methods approach, this study combines qualitative interviews with jail correctional staff and quantitative survey data from formerly incarcerated women to better understand institutional practices and lived experiences.

The usage of peremptory strikes in jury selection have led to several issues over the course of American history. Since their inception in English Common Law, their ethically questionable use has led the United States Supreme Court to rule on them repeatedly, most notable in 1986’s decision Batson v. Kentucky. This case allowed attorneys to challenge the opposing counsel if they suspected that jurors may have been removed from the venire due to their race and reinstate them if such discrimination was present. This thesis explores the relationship between state-based safety net programs and maternal health outcomes in the United States. Using the case studies of five states, namely Mississippi, Alabama, Wisconsin, Minnesota, and California, this research examines how variations in programs such as Medicaid, the Earned Income Tax Credit (EITC), Temporary Assistance for Needy Families (TANF), and Paid Family Leave (PFL) influence maternal mortality rates and overall maternal health outcomes. The analysis shows that states with more generous and comprehensive safety net programs, like California and Minnesota, tend to report lower maternal mortality rates. This thesis argues that human contributions to Louisiana’s coastal land loss constitute a form of environmental injustice that cannot be adequately addressed through frameworks focused solely on aggregate welfare or distributive fairness. While utilitarian and Rawlsian approaches offer important insights, both are limited in capturing the full scope of harm caused by environmental degradation. In coastal Louisiana, land loss undermines not only economic resources and physical security but also the substantive freedoms required for individuals and communities to live meaningful and culturally rooted lives, while disrupting ecological systems and non-human flourishing. State governments operate under strict fiscal constraints that limit their ability to respond to economic downturns through borrowing or monetary policy, making tax composition a key determinant of fiscal stability. This paper evaluates how variation in state tax revenue composition affects fiscal resilience during economic shocks, focusing on the Great Recession. While prior research shows that individual tax instruments differ in cyclicality, less is known about how overall tax structure shapes revenue performance during and after shocks. This thesis examines the ethics of coercively addressing non-nuclear states who are attempting to acquire nuclear weapons. Nuclear weapons pose a serious danger on a global scale, so ethical analysis should balance these consequences with the coerciveness of state intervention. Just War Theory provides a useful framework that balances these considerations.  Using the criteria of Just War Theory, this thesis examines two 21st century non-proliferation operations: Operation Orchard and Operation Midnight Hammer. I find that Operation Orchard fails the criteria of Just War Theory, while Operation Midnight Hammer satisfies the criteria. Making this determination is ethically risky, however, because our …

Monitored Natural Attenuation (MNA) refers to the reliance on natural attenuation processes (within the context of a carefully controlled and monitored site cleanup approach) to meet groundwater protection standards (GPS) for a CCR unit within a reasonable time frame (USEPA, 1999). MNA is being evaluated as an adaptive management strategy for a CCR unit groundwater plume with statistically significant lithium concentrations above GPS, though with little risk of offsite migration. Although cybersecurity risks in transportation are widely recognized, much of the existing research remains mode-specific and lacks a standardized quantitative framework for comparing risk across transportation systems. This study develops a quantitative, incident-based approach for assessing cybersecurity risk variability across four major transportation modes: Aviation, Maritime, Rail, and Road. Evidence from the Weidenbaum Center Surveys (Waves 6–8) suggests that trust in institutions has not simply evaporated. Instead, it is being sorted along several cleavages, such as partisanship, geography, and personal economic security. While trust in the federal government remains relatively low yet stable from May 2025 to March 2026, trust in specific institutions varies across partisan, geographic, and economic cleavages. This fragmentation of trust points to a potential challenge to the stability of American democracy.

This thesis examines how the use of high-profile witnesses in congressional committee hearings relates to legislative effectiveness in the U.S. House of Representatives. While hearings are traditionally viewed as venues for information gathering and oversight, they also serve as highly visible platforms for political communication. This study evaluates whether committees that devote a greater share of their hearings to high-profile witnesses exhibit lower levels of legislative effectiveness due to a potential shift toward symbolic activity. Minimum Parking Requirements (MPR) are municipal zoning ordinances mandating a set number of off-street parking spaces for new developments. Since the 1950s, MPR has been the near-universal way American municipalities supply parking, though growing criticisms since the late 1990s have targeted the policy for distorting development patterns, imposing high costs, and subsidizing personal vehicle use. Beginning in the early 2010s and increasingly in the early 2020s, cities and counties across the United States have moved to reform or eliminate MPR. This study examines how educational attainment shapes immigrants’ experiences with the U.S. naturalization process, with a focus on how education influences confidence, access to resources, and the ability to manage bureaucratic demands. While the legal requirements for naturalization are standardized, the ability to navigate them varies widely across individuals. Applicants’ experiences reveal that the U.S. naturalization process is often more complex and unequal than it may appear.
