The terrorist attacks of September 11th, 2001 and the subsequent anthrax mail attack have forced health care administrators and policy makers to place a new emphasis on disaster planning at hospital facilities--specifically bioterrorism planning. Yet how does one truly "prepare" for the unpredictable? In spite of accreditation requirements, which demand hospitals put in to place preparations to deal with bioterrorism events, a recent study from the General Accounting Office (GAO) concluded that most hospitals are still not capable of dealing with such threats (Gonzalez, 2004). Executive Summary

Grouse have long attracted and fascinated people. Their display behaviour, and particularly their traditional communal mating grounds or "leks,” have inspired poetry and folklore as well as scientific theories on sexual selection and the evolution of mating systems. In many parts of their range, grouse hunting still plays a major role in the culture, economy, and subsistence of local communities.

The 2006-2010 Grouse Action Plan provides an overview to the distribution, status and threats to all 18 grouse species worldwide and identifies the most immediate conservation needs. It is a product of the joint expertise of the Grouse …

This paper reviews the literature and research related to third generation street gangs. Widely known as third generation gangs (3 GEN Gangs), these complex gangs operation with broad reach—often across borders—and have mercenary and at times political and potentially terrorist objectives. These are frequently identified as transnational gangs, known as Maras, and occupy the 3 GEN niche. The typology of the three generations of gang revolution, based on the interaction of three factors: politicization, internationalism, and sophistication found in the literature is also described. Finally, future research and security concerns are identified.

The prevalence of overweight and obese children has increased dramatically in the United States over the past 20 years and is a symptom of multiple systemic and cultural changes that have significantly influenced alterations in energy intake, energy expenditures, and the energy balance of children across the nation. The Public Engagement Project On Community Control Measures for Pandemic Influenza was carried out in October and November 2006 to engage the public in discussions and deliberations about the economic and social tradeoffs associated with community control measures to slow the spread of the disease. The project was sponsored by the Association of State and Territorial Health Officials (ASTHO) and The Keystone Center, serving as a third party neutral facilitator. The recent U.S. consideration to designate the 125,000 person strong Revolutionary Guard of Iran as a "specially designated global terrorist" (per Executive Order 13224) has quite a few international security implications. (1) On the most basic level, it highlights growing U.S. and Iranian tensions over Iran's nuclear weapons program and Iranian involvement—via its Quds Force belonging to the Revolutionary Guard—in both fermenting and supporting terrorist and insurgent activities in Lebanon, Palestine, Iraq, and Afghanistan.

Several feminist philosophers, including Virginia Held, Joan Tronto, and Fiona Robinson, see the need for, and the potential of, care ethics for achieving far-reaching political and even global transformation. Tronto recommends that care be used as "a basis for political change" and a "strategy for organizing" (Tronto 1993, 175). Volunteers have been present in healthcare settings for centuries, however there is little empirical evidence supporting the impact that volunteers make on hospital performance. Since the 1990s, hospitals in the United States have had a great deal of pressure to produce high quality care at minimum expense. With the pressures of managed care and accrediting agencies, the benefits of using volunteers in a hospital setting are multiplied. Furthermore, as the population of the United States grows and the aging population creates more healthcare needs, the need for volunteers in hospitals may increase. Stafford and Warr (1993) reconceptualized general and specific deterrence into a single theory in which individuals' propensities to engage in criminal behavior are based on some combination of personal experiences with being punished and avoiding punishment and vicarious (or indirect) experiences with being punished and avoiding punishment. The researchers make a substantial contribution to the deterrence literature by accounting for the effect of punishment avoidance when assessing deterrence theory. Despite the theoretical appeal of this restatement, few studies have tested its empirical merit. The current study tests the applicability of Stafford and Warr's model but also addresses several key limitations …

In Mozambique, the APOPO Mine Action Program is now a full contributor to the National Demining Programme.

In Tanzania, the Tuberculosis detection rats are performing very well. They are finding, on a weekly basis, patients not detected with conventional methods, enabling follow-up for early treatment.

The breeding and training programmes were improved leading to higher efficiencies.

APOPO was given international recognition and exposure: its founder, Bart Weetjens, was awarded by Ashoka and Schwab Foundation.

The greatest challenge faced by the mine action community in 2006 was the aftermath of the armed conflict in southern Lebanon that left as many as 1 million unexploded cluster munitions across the south. This was the first time since the Iraq war of 2003 that the UN system had to deploy assets under the Framework for Mine Action Planning and Rapid Response. Faced with this challenge, Team Vision took a multi-pronged approach toward generating a solution. The first prong looked internally to delineate the scope of the problem, define community and community engagement, and understand VCU’s current commitment to community engagement. Three newly created public agencies built regional rail projects in Los Angeles County from 1978 through 2002. The Los Angeles County Transportation Commission, the Los Angeles Metropolitan Transportation Authority, and the Alameda Corridor Transportation Authority, as newly created public agencies, were nothing less than experiments in regional governance. Conventional understanding of these agencies only partially explains their successes and failures. A path to improved understanding is to combine research on the politics of designing new public agencies with research on cooperation in dealing with collective action problems.

HIV and AIDS

The Horizons program and the Promundo Institute studied the effectiveness of interventions in Brazil designed to change the attitudes of young men in relation to gender norms and reducing the risk of contracting HIV/STIs. One conclusion of the study was the recognition of the importance of engaging young people (men and women) in the issue of gender relations and the risks of HIV contamination. The results of the study indicate that addressing inequitable gender norms, particularly those that define masculinity, can be an important element of HIV prevention strategies. These findings suggest that group education interventions can successfully influence young …
